Peaceful solution is the answer (KOR)

The Hong Kong unrest triggered by resistance to the mainland’s demand for extradition of criminal suspects has stretched to the sixth month and hit a critical point. Warlike scenes sprouted across the city as student protesters besieged by militant police attempted to raid the Polytechnic University — the last remaining stronghold of anti-China students — early Monday. The police stormed into the campus in armored cars, firing tear gas and water canons at the protesters, and students threw petrol bombs and bricks at the riot police and shot arrows toward them.

A violent raid, which included the firing of real bullets, took place after Chinese President Xi Jinping last week ordered the restoration of order by stopping violence and unrest in Hong Kong. Last week, Xi said that restoring order is the most urgent mission for the Hong Kong government. Beijing has made its position clear that Hong Kong authorities must end the calamity that has been wrecking havoc on the local economy and its international credibility.

Following Xi’s order, Hong Kong police seem to be determined to put an end to the six-month-old violent protests. They have even gone after the university by singling it out as a weapons factory, despite pleas from parents and citizens against the raid. The bloody raid could build up a humanitarian crisis and major catastrophe. The authorities must prevent any more bloodshed as the police have already used real bullets and killed protesters. If Beijing decides to mobilize the Chinese Army, it would certainly worsen the situation.

Compared with the crowds of over 1 million at a certain point, the democracy movement has considerably waned particularly after the police turned militant and the prolonged instability began to affect the everyday lives of Hong Kong citizens. But the protest won’t be solved if Beijing does not ensure Hong Kong’ political independence. The fact that this year’s popular movement has become greater than the Umbrella Revolution of 2015 signifies the need for Beijing to guarantee autonomy in Hong Kong.

Ultimately, Beijing, Hong Kong authorities and citizens must come to an agreement. Prosperity of the city island will never return if they cannot find a peaceful solution as soon as possible.

홍콩 사태 평화적 해결만이 답이다
송환법 반대로 시작한 홍콩 사태가 만 6개월째에 접어들면서 중대 기로에 섰다. 홍콩 경찰이 시위대의 최후 거점인 홍콩과기대(폴리테크닉)에 대한 강제진압에 나서면서다. 현장 상황을 전한 중앙일보 특파원의 르포에 따르면 18일 새벽의 진압작전은 전쟁터를 방불케 할만큼 격렬했다고 한다. 경찰은 시위대에 실탄을 발사하며 캠퍼스에 진입했고 이에 맞서 시위대가 경찰에 화살을 쏘는 모습까지 목격됐다. 격렬 대치는 하루 종일 이어졌다.
최루탄 등의 시위 진압 수단 뿐 아니라 실탄 조준사격까지 불사한 강경진압은 시진핑(習近平) 중국 국가주석의 최후통첩성 발언 이후 본격화됐다. 시 주석은 지난 14일 “폭력을 중단시키고 혼란을 제압해 질서를 회복하는 것이 홍콩의 가장 긴박한 임무”라고 말했다. 이는 시위 장기화에 따른 경제적 피해와 중국 본토로의 영향 파급, 국제사회에서의 신인도 하락 등을 더 이상 방치할 수 없다는 입장을 홍콩 당국에 전달한 것으로 해석된다.
이에 따라 홍콩 경찰은 대학 캠퍼스를 점거한 강경 시위대를 해산시킴으로써 지난 6월초 시작된 장기 시위에 종지부를 찍으려는 것으로 보인다. 그래서인지 홍콩 경찰의 진압 태세는 시위의 뿌리를 뽑으려고 작심한 듯 맹렬하다고 한다. 문제는 이런 식의 강경 진압이 또다른 비극의 씨앗이 될 수 있다는 점이다. 또 어떤 불상사가 일어날 지 모를 정도로 현장 상황은 험악하다고 한다. 비무장 시위대에 대한 실탄 사용으로 이미 희생자가 발생한 상황이지만 더 이상의 유혈 사태는 막아야 한다. 투입설이 무성한 인민해방군이 동원되는 사태는 절대 바람직하지 않다.
홍콩 시위는 강경 진압에 따른 희생자 속출과 장기화에 따른 경제 불안 등의 여파로 참가자가 줄면서 한때 100만 이상의 인파가 거리로 쏟아져 나왔던 때에 비하면 그 세력이 많이 위축된 것이 사실이다. 하지만 시위 발생의 근본 원인이라 할 수 있는 일국양제(日國兩制)와 홍콩 자치 보장에 대한 해결책 없이 강경 진압만 반복되는 것은 문제를 뒤로 미루는 미봉책에 불과할 뿐이다. 역대 최대ㆍ최장 규모의 시위였던 2015년 우산혁명 운동이 소멸된 뒤 4년만에 더 규모가 커진 시위 사태가 재연됐다는 사실이 이를 입증한다.
궁극적 해결책은 중국 중앙 정부와 홍콩 행정 당국, 홍콩 시민들이 모두 만족할 수 있는 방안을 찾아내는 길 밖에 없다. 그 결과로 홍콩 사태가 평화적으로 해결되고 홍콩 사회가 하루 속히 안정을 되찾기를 희망한다. 아슬아슬한 외줄타기 상태에 있는 홍콩의 자유와 번영은 지속되어야 한다.
