A belated reaction to the spread (KOR)

Seoul city forced the shutdown of karaoke bars, clubs and other nighttime entertainment establishments across the capital until April 19 after a woman working in a hostess bar tested positive. The belated action has no principle or consistency.

It is wondrous that hostess bars remained unaffected while a majority of people kept to social distancing to contain the spread of the virus, given the woman in question had come into contact with at least 118 customers. People who had risked contagion by venturing into obscure karaoke bar rooms cannot avoid public scorn. But the virus spread cannot be contained if the government continues with the so-called “voluntary mitigation” strategies in which it strengthens or clamps down on a certain establishment only after infection occurs.

The government has delayed school opening and banned religious gatherings and gym activities. It extended the two-week social distancing rule, but left nighttime entertainment establishments such as clubs untouched. It kept people from going to school and work and yet did not prevent them from going to singing bars or dancing clubs. Authorities maintain that they have regularly checked quarantine rules at these facilities. But karaoke rooms and nightclubs cannot keep to distancing rules. The city ordered business suspension only when multiple cases erupted from a hostess bar.

Quarantine actions were so far mostly left up to luck. Fairness also comes into question. Seoul city did not move to contain dancing clubs despite the risk of mass infection, but banned Sunday services at churches even though no cases had been reported.

Such inconsistencies in quarantine administration have led citizens to let down their guard and put more at risk. Despite warning, churches held Easter services and an amusement park has launched a promotion of halving the ticket price to students in uniforms to target students while school opening is being delayed.

The capital could turn into an epicenter if authorities naively have faith in individual practice of citizenship amid a surge in infection cases from people returning from overseas. Authorities should mull a short-term lockdown and community mitigation like the United States and Europe.

두더쥐 잡기식 방역 이대론 안된다
서울시가 어제(8일) 부랴부랴 룸살롱과 클럽·콜라텍 등 유흥업소 422곳에 대한 영업중지 행정명령을 내렸다. 서울 강남의 한 대형 유흥업소 종업원 한 명이 코로나19 확진 판정을 받은 게 뒤늦게 알려지자 강경 조치를 내린 것이다. 뒷북인 데다 원칙도, 일관성도 없다.
대다수 국민이 자발적으로 사회적 거리 두기에 동참하며 일상의 불편을 감내하고 있는 와중에 이 확진자와 접촉한 사람이 최소 118명에 달할 만큼 룸살롱이 여전히 성업중이었다는 사실이 우선 놀랍다. 밀폐된 실내공간이라 집단감염의 우려가 큰 데도 다른 이에 대한 배려없이 업소에 드나든 사람들은 도덕적으로 비난받아 마땅하다. 하지만 다른 한편으로는 정부와 각 지자체가 언제까지 눈 앞의 뻔한 방역 구멍을 방치한채 요행만 바라다가 확진자가 나오면 그제서야 '두더쥐 잡기'식으로 대응하는 원칙 없는 방역을 지속할 것인지도 묻지 않을 수 없다.
정부는 코로나19 확산을 막겠다며 초·중·고 개학을 늦추고 종교·실내체육시설 등에 대해 운영 중단을 권고하는 고강도 '사회적 거리 두기'를 2주 더 연장 시행하면서도 룸살롱은 물론 주말마다 클럽 등에 마스크도 끼지 않은 젊은층이 대거 몰리는 상황을 지켜보기만 했다. 낮에 학교나 직장은 가지 말라면서 밤에 클럽과 룸살롱 가는 건 막지 않았다. 방역 지침을 준수하는지 수시로 점검했다지만 "(룸살롱·클럽 등은) 업계 성격상 밀접 접촉이 이뤄질 수밖에 없다"는 서울시 설명대로 그동안 확진자가 나오지 않는 게 더 이상한 상황이었데도 유흥업소를 매개로 한 확진자와 2차, 3차 감염자까지 나오고 나서야 영업중지 명령을 내렸다.
이쯤되면 방역을 원칙없이 운에 맡겼다고밖에는 달리 설명할 말이 없다. 밀접 접촉을 막아야 한다는 방역의 기본원칙에 어긋나는 것은 물론 형평성 원칙에도 어긋난다는 불만이 터져 나오는 이유다. 서울시는 똑같이 다수가 모이는 환경인데도 클럽엔 느슨한 잣대를 들이대면서 확진자가 전혀 나오지 않은 일부 교회엔 일찌감치 집회금지령을 발동하며 현장 예배 자체를 막기도 했다.
이렇게 들쭉날쭉한 방역 행정이 반복되니 적잖은 시민들은 방심하게 되고, 결과적으로 전 국민이 감염의 위험에 노출된다. 실제로 당국의 권고에도 불구하고 오는 12일 부활절을 앞두고 현장 예배를 하는 교회는 오히려 늘고 있고, 심지어 한 놀이공원은 학교도 가지 않는 중고생을 타깃으로 '교복을 입고 오면 반값 할인을 해준다'며 손님을 끌어모으는 이벤트까지 하는 지경이다.
가뜩이나 해외유입 확진자가 급속히 늘고 있는 마당에 유혹을 물리치는 성숙한 시민의식에만 기대는 이런 안이한 대응으로는 수도권에서 대규모 집단감염 사태를 야기할 우려마저 있다. 차라리 미국이나 유럽처럼 다만 단 기간이라도 전 사회가 강력하게 사회적 거리 두기를 시행해서 더이상 구멍을 만들지 말아야 한다.
