Don’t torture small business owners (KOR)

Sad videos have been popping up all over YouTube. Small merchants and self-employed people have been making videos showing them shuttering their worksites. Some avoided shutdowns but are barely surviving. “We earned 40,000 won ($33) today,” lamented a shop owner. “You cannot imagine the feeling of sitting all day in the shop without a single customer,” said another.

Applicants for the government support program for closed businesses have surged by 35 percent compared to a year ago. Companies in central Seoul’s Hwanghak-dong neighborhood that help to clean out shops going out of business are thriving. Businesses that empty out factories and shops are in high demand.

The government has been offering rescue funds to merchants and the self-employed since March. It had banks provide 12 trillion won in cheap loans at a lending rate of 1.5 percent. But the loans came slowly and the funds were hardly enough. Many grumbled and said that it would take until their stores were shut down for them to finally get their loans.

Some were notified that they could not get the loan event after their documents had been accepted a month prior. The funds for merchants with low credit have run out. Small merchants are sensitive to consumption cycles. Yet they are responsible for one-fourth of the country’s jobs. If they crumble, many will go down with them. The number of laid-off workers totaled 1.26 million last month. Many of them are part-timers who have been let go by shopkeepers.

The government has a duty to protect small business owners and their employees. It is said to be packaging another loan program for them. The funds should be enough and they must be expedited. As social distancing measures have been in place for the past for two months, shops have been trying to endure without customers.

A survey showed that one-fourth of small merchants fear that they will soon have to shutter. The rescue loans must reach them immediately. Tantalizing them with hopes of loans is too much torture.

소상공인은 정부 지원 가뭄에 허덕이고 있다
안타까운 유행이다. 유튜브에 이른바 ‘폐업 비디오’가 줄줄이 올라오고 있다. 견디다 못한 소상공인들이 공장과 가게 문을 닫으며 만든 동영상이다. “어려운 현실을 알려야겠기에” 찍었다고 했다. 폐업까지는 아니지만, 숨이 턱에 차올랐음을 보여주는 동영상도 수두룩하다. 영상 속 주인공들은 이렇게 말한다. “오늘 매출 4만원입니다.” “오지 않는 손님을 기다리며 하루종일 텅 빈 가게에 있는 그 느낌은…"
소상공인들이 쓰러지는 바람에 정부의 ‘소상공인 폐업점포 지원사업’ 신청 건수는 전년보다 35%나 늘었다. 서울 황학동의 폐업지원 업체들은 호황을 누리고 있다. 점포 철거 사무소들은 일손이 달려 인부 일당이 25만원까지 치솟았다고 한다.
정부는 이미 한 달 전 소상공인ㆍ자영업자 지키기에 나섰다. 시중은행 등을 통해 1.5% 저금리에 총 12조원을 대출해준다는 지원책을 내놨다. 하지만 대출 이행 속도가 너무 느렸고, 재원도 충분치 않았다. 새벽부터 줄을 섰다가도 접수 한도에 걸려 다음날, 또 다음날 보증·대출 기관을 다시 찾아야 했다. “가게 문 닫은 뒤에 대출받을 것 같다”는 한탄이 넘쳤다.
어렵사리 접수했다가 거의 한 달이 지나서야 “저금리 대출 재원이 소진됐다”고 통보받은 경우도 있다. 이 악물고 한 달을 기다린 당사자로선 기가 막힐 노릇이다. 재원도 동나 간다. 특히 신용 7등급 이하를 대상으로 한 ‘소상공인진흥기금 대출’은 거의 바닥난 상태다.
소상공인은 우리 경제의 약한 고리다. 위기에 버틸 여력이 없어 소비 위축에 제일 민감하다. 동시에 전체 고용의 약 4분의 1을 담당하는 일자리 중추이기도 하다. 이들이 흔들리면 종업원과 아르바이트생 등 취약 계층이 함께 무너진다. 아니, 이미 무너지고 있다. 지난달 일시 휴직자는 전년보다 126만 명이나 늘었다. 사상 유례없는 수치다. 상당수는 가게 주인으로부터 “사정이 나아질 때까지 잠시 쉬라” 소리를 들은 아르바이트생들이다.
소상공인과 함께 일하는 이들을 보호하는 건 정부의 책무다. 정부도 소상공인들을 지원하기 위해 2차 긴급대출을 준비한다는 소식이 들린다. 시급하기 짝이 없는 조치다. 우선 재원을 충분히 마련해야 한다. 그러나 그것만으로는 부족하다. 집행 속도가 중요하다. 국민이 사회적 거리두기에 들어간 지 약 두 달이 됐다. 가게에 손님이 끊긴 지도 그만큼이다. 다수 소상공인이 한계에 이르렀다.
이대로면 곧 폐업할 것이라는 소상공인이 전체의 4분의 1이라는 설문조사도 있다. 이들에게 최대한 빨리 대출 자금이 공급돼야 한다. 대출 처리 인력을 대폭 지원하는 방안도 금융당국이 강구해야 한다. 이번에도 소상공인들이 이제나저제나 대출금 나오기를 기다리게 할 수는 없다. 그건 악착같이 오늘을 견디는 소상공인들에게 또 다른 희망 고문일 뿐이다.
