‘I’m a tenant and a landlord’ (KOR)

“Outside of the killings, D.C. has one of the lowest crime rates in the country,” said Marion Barry, who served as the mayor of the District of Columbia from 1979 to 1991.
In “Pitch Perfect”, a book about the art of communication, Bill McGowan picked Barry’s remark as one of the worst examples.
McGowan is a media coach who taught interview skills to renowned figures such as former GE chairman Jack Welch and Facebook COO Sheryl Sandberg. There’s a reason that McGowan called Barry’s remark a “faux pas of historic proportion.”
In fact, there’s nothing inaccurate about Barry’s remark. The crime rate per population in Washington D.C. was very low. The problem was that once a crime occurred, it was likely to escalate into a violent crime-like murder. He evoked greater fury by mentioning accurate yet absurd statistics, as locals were worried about safety. McGowan argued that this way of speech was fatal and destructive communication driving the leader himself into a crisis.
In high-level meetings on Oct. 18 and 21, Deputy Prime Minister for Economic Affairs Hong Nam-ki said, “Lease transactions increased” as a result of his policies to control real estate profiteering.
In another meeting on Oct. 14, he said the “rent price increase margin is gradually slowing down.”
The worst-ever rent crisis occurred as the revised Housing Lease Act and supply shortage coincided with the autumn moving season. Hong is telling a different story. He has some statistics to back up his argument, but they are separate from the market atmosphere.
It has been disclosed to the public that he has to vacate his leased home in Mapo District, western Seoul. And his tenant in an apartment in Uiwang, Gyeonggi, is refusing to leave, citing her rights to extend rent period after the revised law.
Lately, Hong is a “hot” figure in the real estate community. He is more mentioned than Land Minister Kim Hyun-mi and nearly on par with President Moon Jae-in. The public’s fury toward him has changed into mockery to give him a cheaper lease.
The opposition People Power Party’s Rep. Yun Hee-suk became a well-known politician at once with a five-minute speech in which she claimed, “I am a tenant.” As Hong personally goes through the rent crisis, he should proudly say he is a tenant and a landlord at the same time. But he never mentions that.
Hong should have his own reasons, as he is responsible for the government’s failed real estate policy or he could not retract what he said. But I hope he changes his way of communication before it’s too late. McGowan advised that the fastest and surest way to success was to listen to others and bring opinions together to encourage people to follow the same path.

“살인 범죄율만 빼면 워싱턴은 미국에서 가장 범죄율이 낮다.”
1979년부터 91년까지 미국 워싱턴 D.C 시장을 지낸 매리언 배리가 시장 시절 한 말이다. 빌 맥고완은 소통의 기술에 관한 책 『피치 퍼펙트』(한국판 제목은 『세계를 움직이는 리더는 어떻게 공감을 얻는가』)에서 배리 전 시장의 발언을 최악의 사례로 꼽았다.
맥고완은 잭 웰치 전 제너럴일렉트릭(GE) 회장, 셰릴 샌드버그 페이스북 최고운영책임자(COO) 등 수많은 유명 인사에게 인터뷰 방법을 가르친 소통 전문가다. 맥고완은 배리 전 시장의 발언을 두고 “역사적인 실수”라고 했다. 이유가 있다.
배리 전 시장의 말은 사실 틀린 게 없었다. 워싱턴의 인구당 범죄율은 정말 낮았다. 한 번 범죄가 터지면 살인 등 강력 사건으로 치닫는 비율이 높다는 게 문제였다. 치안을 걱정하는 시민에 대한 공감 없이 엉뚱한 통계(맞긴 하지만)를 얘기해 더 큰 분노만 불러일으켰다. 맥고완은 이런 화법을 리더 자신을 위기로 몰고 가는 치명적, 파괴적 소통이라고 했다.

개정 주택임대차법, 공급 부족에 가을 이사철까지 맞물려 최악의 전세난이 닥쳤다. 홍남기 부총리 겸 기획재정부 장관만 다른 얘기를 하고 있다. 나름의 통계를 근거로 들고 있지만 시장 분위기와 별개다. 본인이 살고 있는 서울 마포 전셋집을 비워줘야 하고, 소유한 경기 의왕 아파트 역시 세입자가 전셋값이 너무 올라 못 나가겠다 버티는 사실까지 전 국민이 알고 있는 상황에서다.
덕분에 홍 부총리는 요즘 부동산 커뮤니티에서 가장 ‘핫’한 인사다. 언급되는 빈도나, 발언을 둘러싼 화제성에서나 김현미 국토교통부 장관을 앞질렀다. 문재인 대통령을 위협할 정도다. 그를 향한 대중의 분노는 “전셋집 싸게 드리자”는 조롱으로 바뀔 만큼 드높다.
지난 7월 윤희숙 국민의힘 의원은 “나는 임차인입니다”란 국회 5분 발언으로 단숨에 유명 정치인 대열에 올랐다. 홍 부총리야말로 전세 대란을 몸소 겪으며 “나는 임대인이자 임차인”이라고 당당히 외칠 만한데 예의 유체이탈 화법을 이어가고 있다.
부동산 정책 실패의 책임자라서, 지금까지 했던 말을 번복할 수 없어서. 홍 부총리 나름의 이유가 있을 거다. 그래도 더 늦기 전에 소통의 방식을 바꿨으면 한다. “상대의 말을 제대로 듣고 의견을 모아 같은 길을 가자고 격려하는 것이 성공으로 가는 가장 빠르고 분명한 길”이라는 맥고완의 조언처럼 말이다.
