A battle over democracy (KOR)

Democracy or tyranny? It is a phrase that U.S. President Joe Biden uses whenever he wants to blast Chinese President Xi Jinping. In February, Biden said that there was nothing democratic about Xi. In April, he summed up that U.S.-China relations was a matter of democracy and tyrannical politics, and he is inviting 108 countries on Dec. 9 and 10 to “The Summit of Democracy.” He is forming a worldwide anti-China bloc. Xi is not going to stay calm. He is advocating “Chinese democracy” so that the Western world cannot beat down China with “democracy.”

Xi is attacking “Western democracy” first. He claimed democracy was not patented and that it is not a true form of democracy if it gets attention when people vote and ignored after the election. Also, Xi said that it is important to get consent in the process of the election, but what’s more important is how much of that consent is realized. He advocates Chinese democracy. According to him, the shape of Chinese democracy is the People’s Congress, and the content is “people’s democracy in the entire process.”

Xi praises the system of the People’s Congress as a good system that actually conforms to the state administration of China —and a great creation in the history of the political system. He also emphasized “people’s democracy in the entire process,” which he first proposed in November 2019. The phrase is distinguished from Western democracy in two ways, Xi says. First, while Western democracy is a mere contest between different interest groups, people’s democracy in the entire process represents the interests of everyone. Second, while Western democracy understands democracy as a “competitive election,” people’s democracy in the entire process includes all processes from election to supervision.

It’s true that modern democracy has many problems and needs to be supplemented. But can Chinese democracy be an alternative? Most of all, the reality is different from what China says. A Chinese human rights activist who defected to the U.S. said Xi just insisted that democracy also exists in China. Another activist said it is China’s reality that he couldn’t even get into the People’s Congress office.

Most of all, there is no freedom of the press in China. Chinese media say their last name is “[Communist] Party.” Anyhow, Xi is raising the banner of Chinese democracy and is about to engage in a long battle with the West over the right to interpret democracy. This fight will have a great impact on the fate of humanity. As Korea has been invited to the Summit of Democracy next month, it will be interesting to see how Korea approaches it.

‘민주(民主)냐 전제(專制)냐’. 조 바이든 미 대통령이 시진핑 중국 국가주석을 때리고 싶을 때마다 쓰는 말이다. 바이든 대통령은 지난 2월 시 주석을 향해 “민주주의적 구석이라곤 전혀 없다”고 말했다. 4월엔 미·중 관계를 “민주주의와 전제정치의 문제”라고 정리하더니 12월 9~10일엔 108개 국가를 초청해 ‘민주주의 정상회의’를 개최한다. 세계적인 반중국 블록 구성에 나서는 것이다. 시 주석이 가만있을 리 없다. ‘중국식 민주’를 내세워 더는 서방이 ‘민주’를 갖고 중국 때리기에 나서지 못하게 맞불을 놓고 있다.

시 주석은 우선 ‘서구 민주’를 공격한다. “민주는 소수 국가의 특허가 아니다”라며 “인민이 투표할 때만 관심을 받고 선거 후 냉대를 받는다면 이런 민주는 진정한 민주가 아니다”라고 비판한다. 또 “선거 과정에서 어떤 승낙을 받는지도 중요하지만, 더 중요한 건 이런 승낙이 얼마나 실현되느냐”라고 말한다. 그러면서 ‘중국식 민주’를 내세운다. 시 주석의 말을 들어보면 중국식 민주의 형식은 ‘인민대표대회’, 내용은 ‘전과정인민민주’다.

시 주석은 인민대표대회 제도가 “중국의 국정과 실제에 부합하는 좋은 제도로 인류의 정치제도 역사에 있어 위대한 창조”라고 추켜세운다. 그러면서 2019년 11월 자신이 처음 제기한 ‘전과정인민민주’를 강조한다. 전과정인민민주는 서방 민주와 다른 두 가지 특징을 갖는다고 한다. 첫 번째, 서방의 민주가 서로 다른 이익집단 간의 다툼에 불과한데 전과정인민민주는 모든 사람의 이익을 대변한다. 두 번째, 서방 민주는 민주를 ‘경쟁성 선거’로만 이해하지만 전과정인민민주는 선거에서 감독까지 모든 걸 포함한다.

현대 민주주의가 여러 문제점을 내포한 건 맞다. 보완이 필요하다. 그렇다고 ‘중국식 민주’가 대안이 될 수 있을까. 아닐 것이다. 무엇보다 중국이 하는 말과 현실이 다르다. 미국으로 망명한 중국의 한 인권 운동가는 시 주석의 말을 “중국에도 민주가 있다고 그저 우기는 것에 불과하다”고 말한다. 또 다른 운동가는 “인민대표대회 사무실에도 들어갈 수 없는 게 중국 현실”이라고 꼬집는다.

무엇보다 중국에선 ‘민주’의 토대인 언론의 자유가 없다. 중국 언론은 스스로 자신의 성(姓)을 ‘당(黨)’이라고 하지 않나. 아무튼 시 주석은 이제 ‘중국식 민주’의 기치를 올리며 ‘민주’에 대한 해석권을 놓고 서방과 기나긴 싸움에 돌입한 모양새다. 이 다툼은 인류의 운명에도 지대한 영향을 미칠 것이다. 당장 ‘민주주의 정상회의’에 초대받은 우리나라는 어떤 자세로 회의에 임할지도 관심이다.
