Colossal government revamp is needed (KOR)

The exposure of text messages between President Yoon Suk-yeol and Rep. Kweon Seong-dong, floor leader and acting head of the People Power Party (PPP), in the media only deepens public distrust in the conservative administration. In the messages, President Yoon ridiculed former PPP chairman Lee Jun-seok for helping divide the party instead of fighting against opposition parties. In reaction, Lee — who is on a crusade to gather public support for him after a six-month suspension for sexual favors he allegedly received — has rekindled a battle with pro-Yoon lawmakers in the party. People are disheartened by the deepening internal schisms.

Since the launch of the administration in May, the PPP has been marred with internal battles over its new chairmanship to grab nomination rights for the legislative elections in 2024. Following early conflicts over punishing Lee for allegations against him, the PPP has been engrossed with in-house fights between its acting head and Rep. Chang Je-won, another ally of President Yoon. The public is dumbfounded by endless battles inside the party.

Not surprisingly, President Yoon’s approval rating plunged to the 30 percent range less than 100 days after the start of his administration on May 10. His first priority is fast reenergizing the economy suffering from high prices, high interest rates and declining exports.

But Rep. Kweon, the acting head of the party, was not able to end the factional battles or help the administration tackle harsh economic challenges. After making fumbles repeatedly, he apologized for having naively agreed to the Democratic Party’s scheme to deprive the prosecution of its investigative authority without considering its ramifications and for his dismissal of the recruitment of an acquaintance in the presidential office. The latest exposure of the secretive text messages only fuels people’s disappointment at Kweon. The PPP must start a colossal revamp of the embattled party.

The presidential office is no exception. A man whose name appeared in the exposed text messages is reportedly working in the presidential office. As he could be a hard-line YouTuber, the DP criticized the presidential office for turning into a “playground for far-rightists.” The presidential office kept mum about the identity of the man it hired.

If personal connections are involved in the recruitment for the presidential office, it must be stopped immediately as President Yoon championed the value of fairness more than anyone else. People attributed his plummeting approval rating to his unfair appointments above all. The office must revamp its operations.

윤석열 대통령과 권성동 국민의힘 대표 직무대행이 주고받은 문자메시지가 언론에 포착돼 실망과 불신을 키우고 있다. 대통령의 사적 대화가 노출된 것부터 문제인데, "당무에 개입하지 않는다"던 말을 본인 스스로 뒤집은 꼴이니 심각성이 더하다. 그동안 지방을 떠돌며 여론몰이를 해 온 이준석 대표는 "양두구육"이란 원색적인 말로 윤 대통령과 '윤핵관'을 공격하며 기다렸다는 듯 싸움을 본격화했다. 이번 문자메시지 파동으로 권력 다툼만 더 심해지는 셈이어서 국민은 참담할 따름이다.

국민의힘은 새 정부 출범으로 집권당이 되자마자 2년 뒤 총선 공천권을 가질 차기 당 대표 자리를 놓고 갈등을 빚어 왔다. 이 대표의 성 상납 의혹 징계를 놓고 분란이 이어지더니 '윤핵관'의 투톱인 권 대행과 장제원 의원마저 다투는 모습을 노출했다. 이렇게 국정은 뒤로 한 채 집안싸움에 영일이 없었으니 이번 사건은 '곪을 대로 곪은 상처가 터진 것'이란 지적이 딱 들어맞는다.

집권당이 이 지경이니 취임 100일도 안 된 윤 대통령 지지율이 30%대로 떨어진 것도 이상한 일이 아니다. 고물가·고금리에 고통받는 민생을 살리려면 집안싸움을 매듭짓고 국정 동력을 되살리는 게 시급하다. '권성동 대행 체제'는 그 책무를 감당하기엔 역부족인 모습을 보이고 있다. 권 대행은 원내대표 취임 넉 달도 안돼 대국민 사과를 세 차례나 했다. '검수완박'(검찰 수사권 완전 박탈) 법안에 덜컥 합의하고, 대통령실 9급 채용 논란으로 물의를 빚더니 대통령과의 문자 대화를 노출해 갈등을 부채질했다. 이런 리더십으로 어떻게 산적한 민생 과제를 풀고, 추락한 정권 지지율을 회복시킬 수 있을지 의문이다. 권 대행과 국민의힘은 이런 지적을 뼈아프게 받아들이고 전면적인 쇄신에 나서야 한다.

대통령실도 마찬가지다. 인사 잡음이 끊이지 않는 가운데 권 대행과 대통령 간 문자 말미에 등장한 '강기훈'과 동명 인물이 대통령실에 근무 중인 것으로 드러나 논란이 가중되고 있다. 더불어민주당은 "대통령실이 극우 유튜버의 요람이 되고 있다"고 비난했다. 그러나 대통령실은 "단정해선 안 된다"고 반박하면서도 강기훈이란 인물의 신상과 청와대 채용 경위는 함구해 의문을 증폭시켰다.

정권의 도덕성 가늠자인 대통령실 인사는 투명하고 공정해야 한다. 이전 정권들도 대통령과 사적으로 얽힌 사람들이 청와대에 채용된 사례가 적지 않다. 그러나 공정과 상식을 기치로 집권한 윤 정부는 달라야 한다. '인사 잘못'(24%)이 윤 대통령 부정 평가의 가장 큰 이유로 나타난 최근 여론조사를 유념할 필요가 있다. 대통령실은 강기훈 의혹을 해명하고, 제2부속실 신설과 특별감찰관 임명 등 조직의 투명한 운영에 필요한 조치를 단행해야 한다. 더 이상 국민을 실망시키지 말기 바란다.
