Does Biden understand the seriousness? (KOR)

On September 13, I attended a White House celebration for the passage of the Inflation Reduction Act (IRA). Voters invited from each district, civic groups and union officials gathered and enjoyed the early fall weather in Washington DC.

James Taylor, a longtime Democratic supporter, had a performance. When he sang “America the Beautiful,” some attendees stood up and sang together. It reminded me of how former President Donald Trump appeared as “God Bless the USA” was playing at a similar spot a few years ago.

Recently, the IRA garnered concerns and attention from Korea because of the clause that only gives subsidies to electric vehicles (EVs) produced in North America. Korean government officials who visited Washington to prevent discrimination against Korean-made EVs said that the U.S. government and the White House was aware of the gravity of the problem.

But the messages sent by the first, second and third in power in the United States — the president, the vice president and the speaker of the House — were quite different from the observations. There were many moments that made me feel skeptical about a revision in the near future.

Vice President Kamala Harris said that it was a law that made progress in history. House Speaker Nancy Pelosi said that the law with a beautiful name will change American people’s lives. The IRA has already become the main item for the government and the Democratic Party in the midterm election in November.

But the speeches did not include much about EVs. President Joe Biden only spoke briefly about how electric vehicles and infrastructure will all be “made in America.” The main topics were renewable energy investment in response to climate change and price stability through lowering medicine and medical costs. The audience applauded each time.

Another issue is that the IRA is at the center of confrontation with Republicans. Not a single Republican voted for the bill. Stressing this, Biden criticized the Republican leadership for openly vowing to scrap the bill if the Republican Party becomes a majority in the midterm election. Biden is practically declaring a strong will to protect the IRA.

Various measures are being discussed to address discrimination against Korean-made EVs. But there is no solution other than revising the law. Is Biden really aware of the gravity of the issue as Seoul claims? The celebration once again confirmed that the calculation of the White House in the run-up to the election is not that simple.

지난 13일(현지시간) 미국 백악관에서 열린 인플레이션 감축법(IRA) 통과 기념행사에 다녀왔다. 각 지역구에서 초청된 유권자와 시민단체·노조 관계자 등이 대거 모여 워싱턴의 초가을 날씨를 즐겼다. 오랜 민주당 지지자인 초대 가수 제임스 테일러의 공연도 있었다. 애국가요로 유명한 '아름다운 나라, 미국(America the Beautiful)'을 부를 때는 일부 참가자들이 기립해 떼창했다. 몇 년 전 비슷한 자리에서 '신이여 미국을 축복하소서(God Bless the USA)'를 틀며 나타났던 전임 도널드 트럼프 대통령 때의 장면들이 겹쳐졌다.

최근 IRA는 북미산 전기차에만 보조금을 주기로 한 조항 탓에 한국의 우려와 관심을 한몸에 받았다. 한국산 전기차에 대한 차별을 막기 위해 잇따라 워싱턴을 다녀간 우리 정부 관계자들은 "미 정부·백악관도 문제의 심각성을 알고 있다"고 입을 모았다.

그러나 이날 대통령·부통령·하원의장 등 미국 권력서열 1, 2, 3위가 내놓은 메시지는 이런 관측과 분위기가 영 달랐다. 과연 법개정이 조만간 가능할지 회의적으로 느껴지는 대목도 많았다.

"역사를 한 단계 진전시킨 법"(카멀라 해리스 부통령), "이름부터 너무 아름다운, 삶을 바꿔놓을 법"(낸시 펠로시 하원의장)이라는 평가가 나올 정도로 IRA는 이미 중간선거에서 정부·여당의 대표상품이 돼 있었다.

이날 연설에서도 사실 전기차 관련 내용은 많지 않았다. 전기차·인프라 모두 '메이드 인 아메리카'로 하겠다는 조 바이든 대통령의 몇 마디가 전부였다. 오히려 기후변화 대응을 위한 신재생 에너지 투자, 약값·의료비 인하를 통한 물가 안정 등에 대한 이야기가 주를 이뤘고, 그때마다 청중은 박수를 보냈다.

IRA가 공화당과 대결 구도의 중심에 있다는 점도 문제다. 이번 법안 처리에서 공화당 의원은 단 한 명도 찬성표를 던지지 않았다. 바이든 대통령은 이점을 강조하며 "공화당 지도부는 중간선거에서 다수당이 되면 이를 폐기하겠다고 공언하고 있다"고 비난했다. 사실상 강력한 IRA 수호 의지를 밝힌 셈이다.

여러 방안이 논의되지만, 한국산 전기차 차별 문제를 해결하기 위해선 법 개정 외에는 딱히 방법이 없는 상황이다. 환호하는 청중을 향해 "IRA는 바로 여러분의 승리"라고 말하는 바이든 대통령은 과연 우리 정부 말대로 문제의 심각성을 인지하고 있을까. 선거를 앞둔 백악관의 셈법이 그렇게 단순하지 않다는 것을 다시 확인한 행사였다.
