Korean Semiconductor Exporters Cleared of Dumping by WTO

Korea has won its trade dispute with the United States.
The World Trade Organization (WTO) decided on December 8 that it will request that the U.S. revise its regulations related to anti-dumping. In August of last year the Korean government petitioned the WTO, claiming that U.S. regulations violate the WTO's anti-dumping agreement.
The WTO plans to distribute its final report on the matter to member countries by December 16.
But, there is a strong possibility that the U.S. government will appeal the WTO's decision.
Exports by Korean semiconductor makers are expected to substantially increase if the U.S revises the regulations.
The U.S. government decided in April, 1993 that it would impose dumping margin rates of 11.16% on LG Semiconductor and 4.28% against Hyundai Electronics, respectively.
Currently the U.S. government has not been able to make a case that these companies are in fact dumping their products. Despite this, it has not dropped the margin rates against the Korean semiconductor makers. The U.S. has reasoned that the regulations must remain in place because it feels there is still a possibility that dumping will occur once the duties are lifted.
The WTO ruled that the regulations violate international trade rules.
This is the first time that Korea has won a trade dispute filed with the WTO against another foreign country.
