Communicate with the market (KOR)

On Tuesday, President Moon Jae-in invited business leaders of large- and mid-sized companies for a town-hall style meeting at the Blue House. A similar casual debate was held with small and venture company owners last week. In his opening remarks, he noted the general doubts about the Korean economy stemming from a slowdown in global economy. He asked the leaders of the top and mid-sized enterprises to stand at the forefront and venture into new industries and markets. He promised the government will pay more heed to business voices and become quicker in responding to their difficulties.

Although the president has not specified what actions the government will take to back them, it is a relief to hear that he shares a negative view about our economy and wants to do more to help out businesses. In last week’s New Year’s press conference, Moon expressed confidence that the government was heading in the right direction with its economic policies and pledged to bring about results from the existing agenda.

Park Yong-maan, chairman of the Korea Chamber of Commerce and Industry, subtly criticized the government for squandering tax funds on anti-market policies. “Businessmen take pride in building the business globally. They contribute to the nation by sharing the fruits with employees and paying taxes through profits,” he said.

How in-depth the president and business leaders conversed cannot be known since the debate was held behind closed doors. Business leaders have been making the same demands to the liberal administration: they want unnecessary and outdated regulations that hamper corporate investment and activity to be removed; they want some moderation in the pace of the government’s wage-led growth policy; and they hope the government ends anti-business policies that get in the way of growth and hiring, as jobs and income must come from the private sector. The government must correct its policy in tune with the grim business reality.

문 대통령과 기업인과의 만남, '시장과의 소통' 출발점 돼야
문재인 대통령이 어제 대기업과 중견기업, 대한상공회의소 회장단 등 기업인들을 청와대로 초청해 '기업인과의 대화'를 했다. 지난 7일 중소·벤처기업인과의 대화에 이어 두 번째로 마련한 타운홀 형식의 기업인 미팅 자리였다. 문 대통령은 모두 발언에서 "세계경제 둔화로 우리 경제도 어려워질 것이라는 전망이 많다"며 "새로운 산업과 시장 개척에 여러분(대기업과 중견기업)이 앞장서 줄 것이라 믿는다"고 했다. 또 "정부는 올해 여러분 목소리에 더욱 귀를 기울이고 현장의 어려움을 신속하게 해소하는 데 힘쓰겠다"고 말했다.
비록 해법에 대한 구체적인 약속은 없었지만 경제 어려움을 인식하고 기업의 목소리를 경청하겠다는 다짐을 내비친 것만으로도 과거보다 진일보한 유연한 자세로 평가받을만 하다. 일주일 전만 해도 문 대통령은 "정부 경제정책이 옳은 방향이라는 것을 확실히 체감되도록 하겠다"며 방향 선회를 바라는 국민의 고개를 갸웃하게 했었다.
참석한 박용만 대한상의 회장은 "세계를 뛰어다니며 회사를 키우는 게 기업인의 보람"이라며 "그렇게 얻은 수확으로 임직원들과 더불어 삶의 터전을 만들어 나가고, 세금을 많이 내서 나라살림에 보탬이 되는 게 기업인이 아는 애국의 방식"이라며 에둘러 현 정부의 반(反)시장적인 정부 주도 세금 퍼주기식 정책을 환기시키기도 했다.
토론이 비공개로 진행돼 문 대통령과 기업인들 간에 얼마나 진솔하고 격의없는 실질적 대화가 오갔는지는 모르겠다. 하지만 기입인들은 줄곧 분명하고 일관된 요구를 해왔다. 지나치게 급진적으로 추진되고 있는 소득주도성장의 속도 조절과 기업의 발목을 잡는 각종 규제의 완화다. 또 경제성장과 고용창출의 주체가 기업인 만큼 반기업 정서를 조장하는 각종 정책을 멈춰 달라는 바람이다. 이번 만남을 계기로 정부는 이런 시장과 현장의 목소리를 경청해 경제정책을 바로잡아 가기를 바란다.
