Continue with past initiatives
With the National Assembly so incompetent, there are many issues that have been left unresolved for decades. Private education, college admissions and youth unemployment have been issues for years. Administrations change and new politicians join the National Assembly, but there is no sign of improvement.
And the criticism is always directed toward the president as the head of state. President Park Geunhye promised “happiness for the people” in the 2012 presidential election campaign. She proposed 10 campaign promises, including lower education expenses and new jobs through the creative economy. But considering what the president and the government are doing, they are not so reliable.
Since September 2014, conglomerates have been doing promotional campaigns. First were the 17 Creative Economy and Innovation Centers set up across the nation. Recently, the second round began when they announced plans to add a certain number of new jobs by certain dates. We all know new jobs cannot be “created,” yet they are going forward with empty promises.
Civil servants and lawmakers cannot ignore the sweet temptation of short-term outcomes. But President Park should know better. She had lived at the Blue House twice, but she won’t have a third chance. In other words, she has no reason to hold back. She could pursue her policy promises, leaving no regrets. She needs to address the decades-old problems and the challenges to come. None of the chronic
problems, including education, welfare and employment, can be resolved at once. A road map should be drawn up, and things that can’t be done this term should be defined for the next administration.
In that context, President Park needs to continue the Lee Myung-bak administration’s resources diplomacy and green growth policies. While there were a few serious mistakes, the direction was not wrong. International energy prices are very low now, and it is a good opportunity for resources diplomacy and green growth. The Roh Moo-hyun administration’s balanced regional development policy also needs to be continued. This is one way to keep the creative economy on the to-do list of the next administration. is too important to abandon after the Park administration.

참 변하지 않는다. 어김없이 고성과 삿대질, 반말이 오간다. 증인 불러놓고 딴소리하고, 기분 틀어지면 자리를 박찬다. 국정감사 얘기다. 새삼스러운 것도 아닌데 또 보니 개탄스럽다. 국회의원이 됐을 땐 나라를 위해 뭔가 좋은 일을 해보자는 꿈이 있었을 터인데 말이다. 국회가 이 모양이니 해결하지 않고 수십 년 동안 내버려둔 문제가 한둘이 아니다. 사교육·대학입시·청년취업이 문제 된 게 언제 적인가. 정권이 바뀌고, 새로운 인물이 국회의원이 돼도 해결 기미조차 보이지 않는다. 화살은 대통령에게로 향한다. 어쨌든 그가 최고 책임자인 까닭이다. 박근혜 대통령은 2012년 대선에서 ‘국민 행복’을 약속했다. 10대 공약을 제시하며 교육비 걱정을 덜고, 창조경제를 통해 새로운 시장과 새로운 일자리를 늘리겠다고 했다. 표현이 달라졌을 뿐 우리의 고질병을 치료하겠다는 다짐이었다. 그러나 대통령과 정부가 하는 일, 영 미덥지 않다. 지난해 9월 이후 대기업의 홍보전이 치열하다. 1라운드는 대기업이 전국 17곳에 조성한 창조경제혁신센터 띄우기. 최근 2라운드가 시작됐다. 협력업체와 더불어 언제까지 몇 개의 일자리를 만들겠다는 고용계획 발표가 그것이다. 창조경제, 일자리 창출이 이런 식으론 어림도 없다는 걸 모두가 아는데도 구태는 멈추질 않는다. 공무원들이, 국회의원들이 단기 성과의 달콤한 유혹을 뿌리치지 못하는 까닭이다.그러나 박 대통령은 달라야 한다. 두 번이나 청와대를 주소지로 삼았지만 그에게 세 번은 없다. 역으로 생각하면 아쉬움과 미련을 남겨둘 이유가 없다. 후회 없이 해보는 것이다. 수십 년간 고쳐지지 않았던 고질병, 앞으로 해결해야 할 과제를 과감하게 건드려야 한다. 따지고 보면 교육·복지·일자리·성장·분배 등은 어느 것 하나라도 단기간에 이뤄낼 수 있는 게 없다. 로드맵을 만들어 임기 내에 할 수 있는 일과 차기 또는 그 다음 정부가 해야 할 일을 정해야 한다. 누가 정권을 잡더라도 계속 이어져야 할 일은 이어지게 해야만 고질병도 치료된다. 그런 점에서 박 대통령은 이명박 정부의 자원외교와 녹색성장을 계승해야 한다. 몇 가지 중대한 오류를 범했지만 방향이 틀린 것은 아니었다. 국제 에너지 값이 싼 지금이 자원외교와 녹색성장의 기회이기도 하다. 노무현 정부의 지역 균형발전 정책도 계승하자. 이는 차기 정부의 ‘할 일’ 목록에서 창조경제가 사라지지 않게 하는 길이기도 하다. 창조경제가 박근혜 정부를 상징하는 구호로 치부되기엔 너무나도 중요한 일인 까닭이다. 마침 30%대까지 추락했던 박 대통령의 국정 지지도도 최근 50%대로 올라섰다(리얼미터 기준). 인기 좋을 때 가보지 않은 길을 가보는 것이다. 박 대통령의 선친인 박정희 대통령은 대한민국 산업화의 기반을 마련했다. 그걸 보고 배운 게 박 대통령이다. 100년 갈 기반을 만들어야 한다. 최초의 여성 대통령이 아니라 ‘대한민국 100년의 기반을 쌓는 데 초석을 다진 대통령’. 이 얼마나 멋있나. 김준현 경제부문 기자
