The European Union constitution represents the refounding of the EU as a single community, based on democracy. But it was rejected by France and the Netherlands, which are democratic countries. This is because there was no consensus or communication among European citizens.
A grassroots movement that develops democratic dialogue within the EU should be the first priority. Secondly, a cross-border public space needs to be created. Within that space, Europeans can debate, sharing and exchanging their ideas and infomation. Translation facilities and Web sites that can develop more contacts will be helpful in building a civil society.
I believe such programs, led by citizens, are as important as the European summits. This cannot be done by the EU institution alone. To implement real democracy and promote peace and prosperity in Europe, such a grass-roots approach is an optimal solution.
