Nation struggles as strikes march on relentlessly

Thousands of construction industry drivers marched in central Seoul yesterday as they began a nationwide strike to seek relief from skyrocketing fuel prices. They join truckers who began a strike last week, putting pressure on the already limping administration of President Lee Myung-bak.

The export-dependent country’s transportation network was nearly paralyzed as unionized truckers continued their walkout for the fourth day yesterday. The volume of container shipments transported in and out of 11 ports and inland shipping centers plunged to only 21 percent of normal, the Ministry of Land, Transport and Maritime Affairs said yesterday.

화물연대가 어제로 나흘째 집단 운송거부를 계속하고 있어 수출의존형 국가인 한국의 물류체계가 거의 마비됐다. 11개 항구와 내륙 물류기지에서 반출입되는 컨테이너 물량은 평상시의 21% 수준으로 급락했다고 어제 국토교통해양부가 밝혔다.
According to the ministry, 13,300 truckers have joined the job action as of yesterday. Demanding cheaper fuel and higher pay, unionized truckers officially began their strike Friday. Major ports and inland shipping hubs were transformed into giant storage spaces yesterday with shipping containers piling up.

국토교통해양부에 따르면, 어제까지 컨테이너 트럭 운전자 1만3천3백명이 집단 운송거부에 참여했다. 화물연대 소속 트럭 운전자들은 연료비 인하와 화물운송비 인상을 요구하며 공식적으로 지난 금요일부터 파업에 돌입했다. 주요 항만과 내륙 물류기지들은 컨테이너 박스들이 쌓이면서 어제 거대한 창고로 변했다.

According to the Korean Confederation of Trade Unions, its 18,000 members who drive dump trucks, bulldozers, concrete mixers and other heavy industrial vehicles walked off the job yesterday. Another umbrella union, the Federation of Korean Trade Unions, said its 8,500 members have also joined the strike.

민주노총에 따르면, 덤프트럭, 불도저, 레미콘, 건설 중장비 운전자 노조원 1만8천여 명이 어제 파업에 참여했다. 다른 상위 노동단체인 한국노총은 노조원 8천5백여 명이 파업에 참여했다고 말했다.
Government officials yesterday mulled the option of issuing an order to force the truckers to resume operations. The cabinet can issue such an order if it determines the strike is causing an economic crisis. Those who refuse to return to work can face up to three year’s imprisonment or a fine of 30 million won. They can also lose their business permits. The unionized truckers sneered at the option being considered.

정부는 어제 컨테이너 트럭 운전자들에게 업무복귀 명령을 내리는 방안을 검토했다. 그 파업이 경제 위기를 초래한다고 판단하면 정부는 그런 명령을 내릴 수 있다. 업무복귀 명령을 거부하는 트럭 운전자는 3년 이하의 징역이나 벌금 3천만 원의 처벌을 받을 수 있다. 영업허가가 취소될 수도 있다. 화물연대 소속 트럭 운전자들은 정부가 검토중인 업무복귀 명령을 비웃었다.
