Arrest of Roh’s brother being sought
JoongAng Daily 1면 기사 Wednesday, December 3, 2008Prosecutors yesterday applied for an arrest warrant against Roh Geon-pyeong, 66, former President Roh Moo-hyun’s brother, on charges of lobbying for the sale of Sejong Securities to Nonghyup and taking bribes in return. Judge Kim Yong-sang at the Seoul Central District Court will question Roh in person at 10:30 a.m. tomorrow to decide whether the court will issue the warrant.
검찰은 농협이 세종증권을 인수하도록 알선하고 그 대가로 뇌물을 받은 혐의로 노무현 전 대통령의 형 노건평(66)씨에 대해 어제 구속영장을 청구했다. 서울중앙지법 김용상 영장전담판사는 내일 오전 10시30분 노씨를 직접 심문하고 구속영장 발부여부를 결정할 것이다.
“After questioning Roh Geon-pyeong and comparing evidence, we found enough reasons to suspect that Roh obtained monetary benefits in return for lobbying for the sale of Sejong Securities to Nonghyup,” said Choi Jai-kyeong, a senior prosecutor in charge of the investigation. “We applied for an arrest warrant as there are concerns that Roh is a flight risk and may destroy evidence.”

최재경 대검 수사기획관은 “노건평씨를 직접 조사하고 증거 관계를 대조해 검토한 결과, 농협이 세종증권을 사들이도록 알선하고 그 대가로 금품을 수수했다고 의심할 상당한 이유가 있다. 노씨가 도망가거나 증거를 인멸할 우려가 있어 구속영장을 청구했다”고 말했다.
Roh Geon-pyeong showed up at the Supreme Public Prosecutors’ Office on Monday and was questioned for over 12 hours. Roh denied receiving compensation in exchange for the lobbying.

노건평씨는 월요일 대검찰청에 출두해서 12시간 넘게 조사를 받았다. 노씨는 로비의 대가를 받지 않았다고 혐의를 부인했다.
Roh allegedly asked Chung Dae-kun, former Nonghyup chairman, to acquire Sejong Securities in 2005 and received part or all of 3 billion won ($2.1 million) through Jeong Hwa-sam, 61, and his brother Gwang-yong, 54, from Hong Ki-ok, Sejong Capital’s chief executive officer and once a major shareholder of Sejong Securities. The sale was concluded in January 2006. The money allegedly was used later to purchase the first floor of a building in Gimhae and to open an illegal gambling room in the building and another gambling room in Busan.
노씨는 2005년 정대근 당시 농협 회장에게 세종증권을 인수하도록 청탁하고 세종캐피탈의 대표이자 한때 세종증권의 대주주였던 홍기옥씨가 정화삼(61)과 정광용(54) 형제에게 건네준 30억원의 전부 또는 일부를 받은 혐의를 받고 있다. 세종증권의 매각은 2006년 1월 이뤄졌다. 그 돈은 나중에 김해의 한 건물의 1층을 사들여 불법 성인오락실을 차리고 다른 성인오락실을 부산에 개장하는데 사용된 것으로 알려졌다.
Prosecutors also raided the Nong-hyup headquarters in Jung District, central Seoul, and NH Investment and Securities, formerly known as Sejong Securities, to search for evidence on the sale of Sejong Securities as well as Nonghyup’s sale of Huchems Fine Chemical to Taekwang. Twenty prosecutors seized documents related to Nonghyup’s sale of Huchems and Nonghyup’s acquisition of Sejong.
검찰은 또 농협이 태광실업에 자회사 휴켐스를 매각하는 과정과 세종증권의 매각과 관련된 증거를 찾기 위해 서울 중구 농협 본사와 예전에 세종증권이었던 NH투자증권을 압수수색했다. 검찰 수사관 20여명은 농협의 휴켐스 매각과 세종증권 인수와 관련된 서류들을 압수했다.
Prosecutors are investigating whether Park Yeon-cha, 63, former President Roh’s sponsor and chairman of Taekwang Industrial, used inside information and made billions of won in financial gains from trading Sejong shares and whether Nonghyup lobbied the agriculture minister to acquire Sejong. They are also looking at why Nonghyup gave an 18-percent discount to Taekwang when it acquired Huchems from Nonghyup.

검찰은 노무현 전 대통령의 후원자 태광실업 박연차(63) 회장이 내부정보를 이용해 세종증권 주식거래로 수십 억 원의 이익을 냈는지와 농협이 세종증권 인수를 위해 농림부 장관에게 로비를 벌였는지를 수사하고 있다. 검찰은 또 왜 농협이 자회사 휴켐스를 18% 할인된 가격으로 태광실업에 매각했는지를 수사하고 있다.
