Oksu residents wrestle with redevelopment
The Oksu Area 13 redevelopment project will replace the existing houses as seen in the left side of the picture with new apartments like the ones on the right, which are the product of a different redevelopment. A row of antiquated houses two and three stories high line a long road that zigzags up a small hill in Oksu-dong, Seongdong District, central Seoul. Here, the buildings stand so close to each other that all you have to do to look in on your neighbor is open your window and lean across the way. Walking around the neighborhood is like taking a trip back in time to a city before modernization.

2,3층짜리 높이의 노후 주택들이 서울시 성동구 옥수동의 작은 언덕을 뱀처럼 휘감고 줄지어 서 있다. 이곳 건물은 서로 너무 가까워서, 창문을 열고 길 위로 몸을 내밀면 옆집을 들여다볼 수 있을 정도다. 이 일대를 걸으면 마치 근대화 이전의 도시로 ‘시간 여행’을 하는 것 같다.
“Oksu-dong is a place that has served as an incubator for poor but ambitious young people in Seoul working to establish themselves. Many of our customers have been people like that ? it’s like seeing your little brothers and sisters grow up to stand on their own,” said Kim Seong-moo, 44, who has run a beauty shop in the neighborhood with his wife for about 20 years.

“옥수동은, 가난하지만 꿈이 있고, 자리를 잡아보려고 일하는 젊은이들에게는 인큐베이터 같은 역할은 하는 동네예요. 저희 고객 중 대다수가 그런 사람들이었어요.마치 어린 동생이나 누이가 성장해서 독립하는 것을 보는 것과 같아요.” 아내와 함께 20년 간 이 일대에서 미용실을 운영해온 김성무(44)씨는 옥수동을 이렇게 설명했다.
“Because we’ve been here for so long, many of us have deep-seated traditions,” he added.
In fact, Oksu-dong has long been a nesting ground for young people coming to Seoul from the provinces dreaming of success as well as young, poor married couples. Many who settle here never leave, contributing to the neighborhood’s small town feel. Housing is affordable compared to other areas in Seoul and the location is central.

“여기 너무 오랫동안 있다보니까, 우리 주민들은 뿌리 깊은 전통들이 있어요.” 라고 그는 덧붙였다. 사실 옥수동은 가난한 부부들, 그리고 성공을 꿈꾸며 지방에서 상경하는 젊은이들에게는 오랫동안 둥지나 다름 없었다. 여기에 이사 온 사람들 대부분이 한번 정착하면 떠나지 않아 시골마을처럼 정다운 분위기의 동네를 형성하는 데 일조하였다. 서울의 다른 지역에 비해 주거비용이 저렴하면서도 중심부에 위치하고 있는 것이 옥수동의 장점이다.
“Most Oksu-dong residents have lived here for more than 40 years, almost since the time when the neighborhood was formed,” said Park Gui-nam, 66, who has lived in the area for about four decades. She measures the time by her daughter, who was born when she and her husband moved in to Oksu-dong and is now almost 40 years old.

“옥수동 주민 대부분은 여기에서 40년 넘게 살고 있어요. 이 일대가 형성된 직후부터죠. “ 40년 가까이 이곳에서 살고 있는 박기남(66)씨의 말이다. 박 씨는 그녀의 딸 나이로 옥수동에 살아온 시간을 계산하는데, 박씨부부가 옥수동으로 이사왔을 때 태어난 딸이 이제 마흔 살이 다 된 것이다.
“The way we start the day here in Oksu-dong is by greeting our neighbors. We meet face to face every morning when we open our windows,” Yun Chi-ho, 77, who has lived in Oksu-dong for 53 years now. But all of this is beginning to change. Conflicts between Oksu residents over a pending redevelopment project have caused a rift among longtime neighbors, in addition to delaying the project.

“여기서는 이웃간에 인사를 하면서 하루를 시작해요. 매일 아침 창문을 열 때 이웃 간에 대면을 하게 되죠” 옥수동에서 53년째 살고 있는 윤치호(77)씨의 말이다. 그런에 이 모든 것이 바뀌려 하고 있다. 현안인 재개발사업을 놓고 옥수동 주민 간에 충돌이 생기면서, 재개발사업이 지연될 뿐 아니라 오랜 이웃 사이에서 불화가 일어났다.
