공짜 우유

영국 총리 윈스턴 처칠(1874~1965)은 우리나라에서 ‘우유 전도사’로도 통한다. 국내의 한 우유회사가 “어떤 사회든 어린이에게 우유를 먹이는 것만큼 훌륭한 투자는 없다”는 그의 말을 광고 카피에 인용한 덕택이다. 제2차 세계대전이 한창이던 1940년, 아이들의 건강 문제에 주목한 처칠은 실제로 그런 말을 했다. 당시 독일군 폭격으로 경제적 타격을 입은 데다 부모와 떨어져 홀로 피란 다니는 아이들이 길거리에 넘쳤다. 그들의 상태가 오죽했을까. 어린이 발육이 국가 미래와 직결된다는 점을 인식한 처칠 내각은 44년 하루 189mL의 우유를 학생들에게 무료로 제공하기로 했다.

세월이 흘러 비용이 부담되자 1970년대 초 당시의 교육부 장관 마거릿 대처는 고학년 학생들에 대한 무상 급유(給乳) 지원을 중단했다. ‘복지병’ 치유에 앞장섰던 대처에겐 ‘우유 도둑(milk snatcher)’이란 비난이 쏟아졌다. 그래도 5세 미만 아동에 대한 무상 급유는 지방정부를 통해 지원하는 형태로 이어졌다.

ⓑ stopped free supply of milk to high graders. → cut off free milk for students in higher grades. supply는 군대 보급 물자 같은 뉘앙스가 있으므로 생략함.
ⓒ they → the country they가 받을 만한 복수 명사가 나오지 않았음, 문맥상 영국을 뜻하는 말이 적절, 영어에서는 같은 어휘를 안 쓰는 경향이 있어 앞에 Britain, the nation 같은 표현이 왔으므로 여기서는 the country를 써서 영국을 나타냄.
