Sanctions placed on Iran trading, energy projects

한국 정부는 핵무기 개발프로그램을 가동중인 이란에 대해 이란 멜라트 은행의 서울지점의 사실상 모든 금융거래를 정지시키는 것을 포함한 강력한 제재를 어제 발표했다.
The government reiterated that its action complies with United Nations Security Council resolutions. It said its sanctions were similar to those applied by the European Union, Japan and Australia.

정부는 제재조치는 유엔 안보리 결의안 이행방안이란 점을 재차 강조했다. 한국의 제재조치는 EU, 일본, 호주가 내린 제재조치와 유사하다고 말했다.
However, it said that transactions that are not directly related to or supportive of Iran’s nuclear program will be allowed and oil imports will continue. It also said it would suggest the central bank of Iran to open a won account to allow financial transactions that finance trade between the two nations. Trading with Iran involving transactions in yen or the euro could be strangled by the international sanctions.

그러나, 이란의 핵무기 개발프로그램을 지원하는 것이 아니거나 직접적인 관련인 없는 무역은 허용되고 석유수입도 계속 유지될 것이라고 말했다. 한국 정부는 또 이란 중앙은행 명의의 원화결제 계좌를 개설해 양국간의 정상적인 무역을 지원하는 금융거래가 가능하도록 요청하겠다고 말했다. 엔화나 유로화로 결제되는 이란과의 무역은 국제적인 제제조치로 거의 불가능해졌다.
The sanctions will be applied by the Ministry of Strategy and Finance, the Bank of Korea, the Ministry of Foreign Affairs and Trade and the Financial Services Commission. Most of the sanctions will take effect immediately and continue until the UN Security Council lifts sanctions against Iran.

기획재정부, 한국은행, 외교통상부, 금융감독원이 제재조치를 이행할 것이다. 제재조치 대부분은 곧바로 효력을 발휘하고 유엔 안보리가 대이란 제제를 해제할 때까지 지속될 것이다.
“As a country facing a nuclear threat from North Korea, we need to take the lead in taking part in international sanctions against Iran’s nuclear development,” Vice Finance Minister Yim Jong-yong told the media. In describing the sanctions, Yim was careful not to offend Iran. When asked if the sanctions are as stringent as Washington requested, Yim said, “This is to comply with the UN Security Council resolutions, not with U.S. requests.”

임종용 기획재정부 차관은 기자회견에서 “북한으로부터 핵 위협을 받고 있는 국가로서 이란의 핵무기 개발프로그램에 대한 국제 제재에 적극적으로 참여할 필요가 있다”고 말했다. 제재조치를 설명하면서 임 차관은 이란을 자극하지 않기 위해 조심했다. 제재조치가 워싱턴이 요구한 만큼 엄중한 것이냐는 질문에, 임 차관은 “이 제재조치는 유엔 안보리 결의안을 따른 것이지 미국의 요구에 따른 것이 아니다”고 말했다.
The government blacklisted 102 Iranian institutions, including Tehran-based Bank Mellat and 14 other banks and 24 individuals suspected of involvement in Iranian nuclear development.

정부는 이란의 핵무기 개발프로그램에 관여한 것으로 의심되는 개인 24명과 테헤란에 본부를 둔 멜라트 은행과 14개 다른 은행들을 포함한 102개 이란 단체를 제재대상에 이름을 올렸다.
