Korea, Japan sign treasures treaty

Korea and Japan signed a treaty yesterday confirming the return of 1,205 Korean royal books - including the Uigwe - taken during Japan’s colonial rule of Korea and kept at the Imperial Household Agency.

한국과 일본은 조선왕조의궤 등을 포함해 일제시대에 반출돼 일본 궁내청에 보관된 조선시대 도서 1205책을 돌려주는 협약을 어제 체결했다.
The signing of the treaty by the two countries’ foreign ministers was the highlight of a Korea-Japan summit held on the sidelines of the Asia-Pacific Economic Cooperation meeting in Yokohama over the weekend. Korean President Lee Myung-bak and Japanese Prime Minister Naoto Kan observed the signing.

이번 주말 일본 요코하마에서 열린 APEC 회의 기간에 가진 한일 정상회의의 절정은 양국 외교장관의 협약서 서명이었다. 이명박 한국 대통령과 간 나오토 일본 총리는 협약서 서명을 참관했다.
“The return of the books confirmed to us the willingness of the Japanese government to improve the Korea-Japan relationship by building a future-oriented friendship and cooperation,” said Lee. “We expect this to be a new starting point for cooperation and exchanges in the cultural area, including cultural heritage, between Korea and Japan.”

이 대통령은 “도서 반환은 일본 정부가 양국 관계를 미래지향적 우호 협력 관계로 개선하겠다는 의지를 우리에게 확인시켜줬다. 이를 계기로 양국이 문화유산을 포함한 문화분야에서 교류 협력이 증진되기를 바란다.”고 말했다.
Kan also called this year a turning point for relations with Korea, and said, “We see [the two countries opening] future-oriented relations through the signing of this treaty.” In August, to mark the 100th year of Japan’s annexation of Korea - which began 35 years of colonial rule - Kan promised to return the Uigwe and other Korean books. The Uigwe is a collection of documents containing information and illustrations on Joseon Dynasty royal customs.

간 총리는 올해는 한일관계에서 전환점이라며 “이 협약 체결로 미래지향적인 양국관계를 기대한다”고 말했다. 식민지배 35년의 시작이었던 한일병합 100주년을 맞은 올해 8월에 간 총리는 조선왕조의궤와 다른 조선시대 도서들을 반환하겠다고 약속했었다. 의궤는 조선왕조의 행사를 글과 그림으로 기록한 책이다.
Kan said he will do his best to get the Japanese Diet’s approval of the treaty. Korean parliamentary approval is not required. According to the Ministry of Foreign Affairs and Trade, the treaty stipulates that Japan return the books within six months of the treaty taking effect.

간 총리는 협약에 대한 일본 의회의 비준을 받기 위해 최선을 다하겠다고 말했다. 한국 국회의 비준은 필요하지 않다. 외교통상부에 따르면, 협약에는 협약이 발효된 이후 6개월 이내에 일본이 도서를 반환한다고 명시돼 있다.
