Beijing and Moscow certainly understand that drills around the islands are routine exercises for out military./ 중국과 러시아는 이번 훈련이 우리군의 통상적인 훈련임을 확실히 알고 있다./ They also acknowledge that North Korea recognized the NLL/ 또한 중국과 러시아는 북한이 북방한계선을 인정하고 있다는 사실을 인식하고 있다./ as the de facto maritime border with the South./ 남북한 간 사실상의 해상 경계선으로서/ Still, China and Russia have never denounced any of the provocations by the North in the Yellow Sea,/ 그럼에도 불구하고 중국과 러시아는 서해상에서 북한이 일으킨 어떠한 도발에 대해서도 이제까지 한 번도 강력하게 비난하지 않었다./ including its large-scale drills to the south of the NLL/ 북한이 북방한계선 남쪽 가까이에서 실시한 대규모 해상 훈련을 포함하여/ and North Korea’s sinking of our warship, the Cheonan. 북한이 천안함을 격침 하였을 때도/
It is totally ludicrous for Beijing and Moscow to criticize a regular drill by our military./ 중국과 러시아 두 나라가 우리군의 해상포격 훈련에 대해 이러쿵 저러쿵 하는 것은 가소로운 일이다./ Moreover, this drill will be conducted/ 게다가 이번 훈련이 실시되는 것은/ after we lost two soldiers and two civilians in the shelling of Yeonpyeong Island./ 북한의 연평도 포격으로 두명의 군인과 민간인 4명이 희생된 이후에 실시 되는 것이다.
The government should make it clear to China and Russia/ 정부가 두나라에 분명하게 밝혀야 할 것은/ that there will be no compromise in our efforts to protect our own territory./ 우리의 영토를 수호하는 데에는 어떠한 타협도 있을 수 없다는 사실이다./ It should also discourage from finding fault with a drill inside our own territory/ 또한 정부는 우리 영토 안에서 실시되는 훈련에 대해 옳고 그름을 논하는 것을 삼가도록 하는 한편/ and encourage them to make some effort to restrain the North from provocations./ 중·러가 영향력을 행사하여 북한이 다시는 도발하지 않도록 노력하게끔 해야할 것이다.
Most of all, however, the government must send a clear message to China and Russia/ 그러나 무엇보다도 정부가 해야 할 일은 중국과 러시아에 분명한 메시지를 전달 하는 일로서/that their inappropriate intervention and knee-jerk embrace of the North/ 두 나라의 부당한 간섭과 무조건적인 북한 감싸기/ will only heighten, rather than alleviate tensions on the Peninsula./ 는 한반도의 긴장을 완화시키기는 커녕 오히려 긴장을 고조 시키게 될 것이다.
Our military shoulds go head with the drill./ 우리군은 계획대로 해상 훈련을 실시해야 한다. / When and if the North makes additional provocations,/ 만약 북한이 다시 도발해 올 경우에는/ we must thoroughly thwart its aggression by launching massive counterattacks./ 우리는 대대적인 반격을 가하여 북한의 도발을 철저하게 분쇄해야 한다./ We must show our unflinching readiness to protect our own security./ 우리는 국가 안보를 지키기 위해 만반의 준비 태세를 갖추고 있음을 보여 줘야한다.
Tension on this peninsula has always been heightened/ 한반도에서 긴장이 고조되는 경우는 언제나/ due to Pyongyang’s nuclear ambitions and its military provocations,/ 북한의 핵개발과 무력도발로 인한 것이지/ not Seoul’s resolution to defend itself./ 자위를 위한 한국의 단호한 결의 때문이 아님을/ China and Russia should know better./ 중국과 러시아는 분명히 인식해야 한다.
