Annual drills start amid tense rhetoric

The first day of the Key Resolve/Foal Eagle military drills jointly held by U.S. and South Korean troops kicked off yesterday, with training on land, air and sea. The annual spring drill will continue through next month amid heightened tensions as North Korea has warned of a physical response to the drills.

The joint maneuver draws on some 200,000 South Korean and 12,800 U.S. troops who will be participating in exercises that include the elimination of deadly arms, including weapons of mass destruction.

The ROK-U.S. Combined Forces said yesterday that this round of drills, which had been scheduled months in advance, “has nothing to do with current international issues” and that the “Key Resolve exercise is to defend the Republic of Korea and strengthen battle postures to respond to all possible critical situations.”

This is the first joint military drill since the deadly attack on Yeonpyeong Island, which killed four.

U.S. Forces Korea said yesterday that 10 international observers from the Neutral Nations Supervisory Commission overseeing the cease-fire that ended the Korean War in 1953 will observe the exercises to determine if the drills are of a defensive nature.

A day before the drills started, North Korea sent statements across the border threatening to turn Seoul into “a sea of fire.” It repeated its rhetoric yesterday, when the same statement from the North’s leadership at Panmunjom at the inter-Korean border was broadcast again over the Communist state’s official news agency as well as its official television broadcaster.

The South Korean military has been keeping an eye on the border because of North Korea’s threats. A military official said yesterday that the North had heightened its guard against the joint military exercises, but that nothing out of the ordinary was observed. However, the South Korean military has made it clear it will not let its guard down during the drill.

President Lee Myung-bak said last November following the shelling on Yeonpyeong Island that future provocations from the North should be thoroughly punished. “I believe that additional provocations should be punished with several times the firepower [of the attack],” Lee said. “The punishment should be so great that they can never attack again.”

The Foal Eagle exercises will continue until April 30, while Key Resolve ends on March 10.

'북한군, 전투동원태세 명령 하달'

북한의 국지 도발과 전면전을 가정한 한미연합훈련인 키 리졸브 연습과 독수리훈련이 28일 오전 시작됐다.

내달 10일까지 진행될 키 리졸브 연습에는 해외증원 미군 500여명을 포함한 미군 2천300명, 한국군 사단급 이상 일부 부대가 참가하며, 4월30일까지 지속하는 독수리훈련에는 해외 미군 1만500여명과 동원예비군을 포함한 한국군 20여만명이 참여한다.

미국 항공모함은 독수리훈련에 참가할 것으로 알려졌다.

두 훈련은 전면전 상황에 대비한 한미연합사 작전계획인 '작계5027'에 따라 실시된다.

특히 이번에는 미국 메릴랜드주에 있는 제20지원사령부의 대량살상무기(WMD) 제거부대도 참가해 북한 핵 및 미사일 등의 제거 훈련도 진행한다.

한미연합사는 "키 리졸브 연습은 대한민국을 방어하고 모든 잠재적인 위기상황에 대응하는 전투준비태세를 강화하기 위한 것으로 방어적 성격의 훈련"이라며 "여러 달 전에 계획된 것으로 현 세계 정세와는 아무런 관련이 없다"고 강조했다.

특히 정전협정 규정에 의해 한국으로 증원되는 장비와 병력을 감시하는 중립국감독위원회의 국제참관단 10여명은 방어적 성격인지 확인하기 위해 두 훈련을 참관한다고 연합사는 설명했다.

군은 북한의 추가 도발 가능성에 대비해 감시 태세를 강화했으며, 서해 북방한계선(NLL)과 군사분계선(MDL) 접적 지역 부대 등에서는 상향된 감시태세를 유지하고 있다.

이와 관련해 북한군은 최근 NLL 이북 서해안 포병부대와 해군부대에 특별경계근무태세를, 나머지 부대에는 전투동원태세 명령을 각각 하달한 것으로 알려졌다.

합참 관계자는 "현재 북한군의 특이동향은 포착되지 않고 있으나 북한군도 긴장상태를 유지하고 있는 것으로 관측된다"고 전했다.

북한 판문점대표부는 전날 성명을 통해 "키 리졸브, 독수리 합동군사연습이 우리의 핵 및 미사일 제거를 노리는 이상 우리 군대와 인민은 침략자들의 핵 공갈에는 우리 식의 핵 억제력으로, 미사일 위협에는 우리 식의 미사일 타격전으로 맞서나갈 것"이라고 반발했다.

한미연합사는 미국 본토에서 전개되는 병력을 위한 사전비축장비 열차수송(3일)과 경기 포천 승진훈련장에서 실시되는 미 스트라이커부대 실사격 훈련(7일), 일본 오키나와 가데나 기지에서 대구기지로 전개되는 병력과 장비(8일) 등을 언론에 공개할 예정이다.
