Report: Two Koreas met up in China

The two Koreas had secret contact in China in January to arrange an inter-Korean summit, a Japanese newspaper reported yesterday.

The South Korean government, however, denied the report.

Quoting a South Korean government source, the Asahi Shimbun reported that an official from the Unification Front Department of North Korea’s Workers’ Party participated in the contact.

The two Koreas discussed how to remove obstacles on arranging a summit between President Lee Myung-bak of the South and North Korean leader Kim Jong-il, the report said. The North’s two deadly attacks on the South - the sinking of the Cheonan and shelling of Yeonpyeong Island - and Pyongyang’s nuclear program were discussed, the newspaper said.

According to the report, the South demanded that the summit must take place outside North Korea, different from the two previous inter-Korean summits. The North hinted at a possibility of expressing regret over the two attacks, the report said.

The newspaper said the situation changed after the North insisted on the South’s responsibility for the Yeonpyeong shelling during inter-Korean working-level military talks, which took place after the China meeting in January. It appeared that the military and the North Korean Workers’ Party were unable to coordinate their positions, the report said.

A senior Blue House official said yesterday that the presidential office had no information to confirm the report. “I have also checked with presidential aides in charge of foreign and security affairs, and they also said they have no information about it,” the source said.

At the National Assembly, Minister of Unification Hyun In-taek issued a stronger denial. Asked by a Democratic Party lawmaker about the progress on the inter-Korean summit, Hyun said, “Right now, we are not reviewing or working on it.”

아사히 “남북, 중국서 정상회담 극비 논의”

한국과 북한이 지난 1월 중국에서 정상회담을 목표로 비밀 접촉을 했다고 아사히신문이 4일 보도했다.

이 신문은 서울발 기사에서 한국 정부관계자를 인용해 "지난 1월 한국과 북한이 중국에서 정상회담 실현을 목표로 비밀 접촉을 했으며, 북한의 무력도발 처리 등에 대해서도 의견을 교환했다"고 전했다.

"남북 비밀 접촉에는 북한 쪽에서 남북 관계를 주로 담당하고 있는 노동당 통일전선부 관계자가 참석했으며 정상회담 실현을 목표로 장애가 되는 천안함 침몰사건과 연평도 포격, 핵문제 등을 어떻게 다룰 것인지를 협의했다"고 신문은 보도했다.

이 신문에 따르면 당시 접촉에서 한국 측은 과거 2차례 열렸던 정상회담과 달리 북한 이외의 장소에서 열 것을 요구해 결론이 나지 않았으나 북한이 무력도발과 관련해서는 유감 표명도 가능하다는 생각도 시사했다.

하지만 북한은 2월 8일과 9일 열린 남북 군사실무자 접촉에서 천안함 폭침을 부인하고 연평도 포격도 한국 측에 책임이 있다는 의사를 표시했다.

경제난과 권력 승계 문제로 고민하는 북한은 재작년 가을과 작년 여름에도 당을 중심으로 남북 관계의 개선을 목표로 한 움직임을 보였으나 그 후 북한군에 의한 무력도발이 일어났다.

한국 정부 관계자는 북한의 군과 공산당 사이에 의견조정이 이뤄지지않고 있는 것으로 보인다고 말했다.
