China calling for resumption of six-party talks

Chinese Foreign Minister Yang Jiechi yesterday urged the swift resumption of the stalled multinational talks designed to dissuade North Korea from pursuing nuclear weapons.

At a press conference during China’s annual National People’s Congress, Yang said the vacuum created by the six-party talks being stalled is causing a “complex change” to the security situation of Northeast Asia.

“If seen objectively, the six-party talks not only produced a substantial outcome such as the Sept. 19 Joint Statement [in 2005], but also played a positive role in stabilizing the region by accelerating exchanges among the parties concerned,” Yang said.

The six-party talks, initiated in 2003, were suspended after the North’s withdrawal in April 2009. China, the chair, and the North hope to resume the talks, but Seoul, Washington and Tokyo say the North must first show its sincerity. Russia is the other party concerned.

Yang said the six countries all agree to the resumption of the talks in principle, but more dialogue is needed among the parties in regard to when and how the talks will be resumed.

The North promised nuclear disarmament at six-party talks in September 2005, as was recorded in the Sept. 19 Joint Statement, but it conducted a nuclear test the next year and once again in 2009. Provocations by the North against the South, including the deadly shelling of Yeonpyeong Island in November, made the South and its allies more dubious of resuming talks.

Yang said resumption of the talks can’t be solved overnight and urged the related countries to exert more effort.

Meanwhile, regarding recent pro-democracy rallies in China, Yang denied that there was any social unrest there.

He also denied a claim that foreign reporters were beaten by Chinese police while covering rallies.

양제츠 중국 외교부장 전인대서 기자회견

남북대화를 포함한 양자 간 대화가 북핵 6자회담 재개를 이끌어야 한다고 중국 정부가 밝혔다. 양제츠(楊潔篪·양결지) 중국 외교부장(장관)은 전국인민대표대회(전인대) 일정의 하나로 7일 인민대회당에서 열린 기자회견에서 북한 핵 문제와 6자회담 재개방안, 한·중·일 3국 자유무역협정(FTA), 중국 역할론 등 중국 정부의 외교정책을 공개적으로 밝혔다.

북한 핵 문제와 관련해 양 부장은 “중국은 (남북한 간의) 양자 접촉·대화·만남을 지지하며 6자회담을 촉진하길 바란다”고 말했다. 이어 북한의 비핵화에 대해 “믿음을 유지하고 결심을 굳건히 해 각자의 지혜를 발휘해야 한반도 비핵화를 이끌어 내고 동북아의 장기적 안정을 실현할 수 있다”고 강조했다.

특히 양 부장은 6자회담 재개 등에 대해 “어떤 일이든 하룻밤에 해결되길 기대할 수 없는 만큼 당사자들이 더 노력해야 한다”고 말했다. 그러면서 중국 고전 『순자(荀子)』의 권학(勸學) 편에 나오는 구절을 인용했다. ‘반걸음이 계속 누적되지 않으면 천 리에 이르지 못하고(不積跬步無以致千里) 작은 물줄기가 모이지 않으면 큰 물을 만들지 못한다(不積小流無以成江海)’는 대목이다.

하지만 양 부장은 중국 중심의 외교관을 숨기지 않고 드러냈다. 중국의 발전이 다른 국가들의 이익에 저촉된다는 지적에 대해 “중국은 여전히 개도국인 만큼 평화 발전전략을 유지하고 국제사회에서 의무와 역할을 다할 것”이라며 반박했다. 중국과 아프리카의 민주화시위에도 단호하게 반응했다. 민주화시위 시도로 중국이 불안하다는 질문에 양 부장은 “내가 보기에 중국인들은 생업에 바쁘다”며 “한마음으로 중국 특색의 사회주의 길을 향해 전진하고 있다”고 반박했다. 그러면서 “일부 선진국 사람이 없는 일을 만들어 내지 말라”고 요구했다.

다만 양 부장은 중국의 국제전략에 대해 국제사회의 의구심이 있다는 지적에는 불만과 고충을 숨기지 않고 토로했다. 중국이 채무 위기에 처한 유럽 국가들의 국채를 매입한 데 대해 “왜 모든 문제를 전략적 시각에서 보려는지 모르겠다”고 대답한 뒤 “중국은 (국제무대에서) 처신하기 참으로 어렵다. 친구가 도움의 손길을 원하는데 도와줘야 하나 말아야 하나. 안 도와줘도 뭐라 하고, 도와줘도 뭐라고 하는 사람이 있다”고 하소연했다.

일본에서 5월에 열리는 한·중·일 3국 정상회담에 대해 양 부장은 “각 영역에서 협력을 강화하되 3국 FTA 공동 연구를 추진하고 투자 협의를 체결하는 문제에 역점을 둬야 한다”고 말했다.
