One-fourth of North is hungry: UN

The United Nations World Food Programme and the Food and Agriculture Organization delivered a sobering verdict on the food situation in North Korea yesterday, saying 6 million people in the impoverished country, a fourth of the population, are in dire need of food.

The two agencies’ report, which came a month after UN officials conducted on-site observations in several provinces, emphasized that children, women and the elderly are at risk after severe summer flooding in the northern areas of North Korea and a harsh winter wiped out many of the North’s crops.

The two organizations called for 470,000 tons of food aid for hungry North Koreans.

With the release of the report, the world is now looking to see if the United States and South Korea will resume stalled food aid to North Korea.

The spokesman of the Ministry of Unification said in a briefing yesterday that the South Korean government is currently “not considering any plans for food aid,” though the government is separately looking at ways to resume humanitarian aid from civic groups.

Other government officials took a cautious stance.

“The report is roughly 30 to 40 pages long,” said a government source related to foreign affairs. “The U.S. will go through an examination of the report as to how the WFP determined the North’s status. Then they will coordinate things with the South Korean government.”

Seoul will be discussing the matter with UN officials when several officials from the WFP visit Seoul next week from Monday to Thursday. A South Korean government source said that officials in charge of donor relations will be meeting with officials from the Unification Ministry and the Ministry of Foreign Affairs and Trade.

The Unification Ministry spokesman confirmed the visit by WFP officials next week, though he could not confirm whether the delegation would include an official who visited North Korea in February.

The U.S. is more likely to start food aid to the North first. Stephen Bosworth, U.S. special envoy to North Korea, said at the beginning of March that Washington was assessing the need for assistance for North Korea.

Bosworth said North Korea would need to fulfill three prerequisites before food could be given, which included a credible report on the food status in the country. The UN report fulfills that prerequisite.

The U.S. has also requested that monitoring of aid distribution be allowed in North Korea, following standards that existed before Pyongyang kicked out monitors in 2009, leading to the halt of food aid from the United States.

Bosworth said that distribution would have to be carried out in a fair manner, as previous aid sent to the North may have been used by the military.

유엔 “북 식량 600만명분 긴급” 국제사회 43만톤 지원 권고

WFP 등 현지 실사 결과

유엔이 북한의 식량 사정과 관련, 600만명 이상에게 긴급히 식량을 지원할 필요가 있다고 지적하고 국제사회가 북한에 43만t의 식량을 지원할 것을 24일(현지시간) 권고했다.

유엔은 세계식량기구(WFP)·유엔식량농업기구(FAO)·유니세프(UNICEF) 등이 지난달 20일부터 약 20일간 북한의 9개 도, 40개 군을 방문해 식량 상황을 조사한 결과를 토대로 작성한 보고서에서 이같이 권고했다. 보고서는 “지난해 여름철 홍수와 겨울철의 극심한 한파로 북한의 식량 상황이 악화됐다”면서 “어린이와 여성, 노인 등 취약계층의 지원이 시급하다”고 밝혔다.

이에 따라 보고서 결과를 지켜본 뒤 대북 식량지원 여부를 결정하겠다고 밝혀온 미국의 움직임이 빨라질 것으로 전망된다. 또 대북 식량지원에 소극적이던 한국 정부도 미국의 움직임에 따라 소규모의 인도적 대북지원을 재개할 것으로 보인다.

유엔의 이번 조사결과는 지난해 11월 WFP와 FAO가 발표한 ‘2010년 북한 작황 보고서’보다 악화된 것이다. 11월 보고서는 북한의 식량 취약계층 500만명에게 30만5000t의 식량을 지원해야 한다는 결론 내렸다. 이번 조사에서 상황이 악화된 것은 지난 겨울의 극심한 한파로 밀과 보리, 감자 등의 동절기 작황이 영향을 받은 데다 국제곡물가 상승으로 곡물 수입이 감소했기 때문이라고 보고서는 지적했다.

미 행정부는 대북 식량 지원이 결정되면 북한과 분배 모니터링 프로토콜(감시원칙)을 협의하고, 그 결과를 바탕으로 의회에 이해를 구한 뒤 국제기구나 비정부기구(NGO)를 통해 북한에 식량을 간접지원하는 절차를 밟을 것으로 보인다.

한편 WFP는 28일부터 사흘 일정으로 한국에 대표단을 파견해 정부 관계자들을 만나 대북 식량지원을 요청할 계획이다.

천해성 통일부 대변인은 25일 정례브리핑에서 “다음주 WFP 관계자들이 방한해 통일부 등 유관기관을 방문하는 일정이 잡혀 있다”면서 “현재는 정부가 북한에 식량지원을 검토하고 있는 것은 없다”고 말했다. 하지만 정부는 미국이 식량지원을 결정할 경우 영·유아 등 북한 취약계층에 대한 소규모의 인도적 지원을 시작한다는 방침을 정한 것으로 알려졌다.
