Park touts airport Lee canceled

And she chastised the president for breaking a promise.
“It’s regretful that the government broke its promise to the people,” Park told journalists during a visit to Daegu, one of the cities that expected to benefit from the now-canceled airport. “Although the new airport is not economically feasible at this point, I’m confident that it’s needed in the southeastern region.”
Park continued: “I hope [President Lee] won’t break his promise with the people again.”
Park, whom Lee defeated by a razor-thin margin in the 2007 Grand National Party presidential primary, is considered the frontrunner in next year’s presidential election. When asked whether she would campaign on a promise to reverse Lee’s decision and build the airport, Park said, “My position is that this is a matter that should be continuously pushed for.”
On Wednesday, Lee’s government pulled the plug on the 10 trillion won ($9 billion) airport plan, which was ardently desired by Daegu, North and South Gyeongsang and Busan - which are traditional strongholds of the GNP. The government said it would expand Busan’s Gimhae International Airport instead.
While political analysts said Park’s broadside yesterday could be a body blow to the Lee presidency, the Blue House refrained commenting on Park’s remarks, and its spokeswoman Kim Hee-jung didn’t even give her daily press briefing yesterday.
When Park, daughter of former authoritarian leader Park Chung Hee, campaigned for the GNP presidential nomination in 2007, she made a speech in Busan pledging that she would hasten the pace of the project if elected president. Last July, she spoke of the need for an international airport that links Busan, Daegu and South and North Gyeongsang.
In Daegu yesterday to attend the inauguration of the president of Daegu Gyeongbuk Institute of Science and Technology, Park said: “It takes about ten years to construct an airport, and if we don’t get prepared for it, we could someday realize it’s too late when we really need it.”
According to the Blue House, Lee is scheduled to address the nation at 10 a.m. today to explain his decision. During the scheduled 30-minute press conference, Lee is expected to devote about five minutes to prepared remarks and then take questions.
GNP lawmakers loyal to Lee were clearly blindsided by Park’s remarks yesterday.
“It’s true that the government dealt with the matter poorly, but its decision to abort the project was inevitable as it wasn’t economically feasible,” a GNP lawmaker who asked not to be named told the JoongAng Ilbo. “The decision was in the best interest of the entire public. As this is related to the national interest, I think Park, a national leader, should have refrained from making such comments.”
GNP floor leader Kim Moo-sung, who is a member of the Park faction within the ruling party, said the government should at the very least admit Lee’s election pledge was wrong.
“The government should apologize for making the project a campaign promise,” Kim said in a meeting with the press at the National Assembly. “Even U.S. President John F. Kennedy changed a pledge he had made in the presidential campaign after he was elected because he realized later that it wasn’t appropriate.”
Regarding Park’s criticism of the way the Lee administration handled the issue, Kim said, “In this situation, someone must dare to say something right even if she gets blamed for it. The government needs to provide accurate information about demand for flights at a new airport, and it also needs to check whether expanding Gimhae International Airport could accommodate that demand.”
The government’s decision touched off widespread anger in the southeastern region, also known as Yeongnam.
GNP lawmakers based in North Gyeongsang issued a statement demanding the resignation of Minister of Land, Transport and Maritime Affairs Chung Jong-hwan for fooling 13 million Yeongnam residents.
They also agreed to make the airport an election issue in next year’s general and presidential elections.
The Busan Metropolitan City Government and GNP members of the Busan Metropolitan Council said they will concentrate their efforts on relocating Gimhae International Airport to Gadeok Island, where they wanted the new airport to be built.
The opposition Democratic Party’s Daegu office said all of its candidates in next year’s general election will make a pledge to help Miryang become the new airport site. Gadeok Island and Miryang were the two finalists in the competition to get the new airport before the plan was scrapped.

31일 오전 10시50분. 대구시 달성군의 대구경북과학기술원 본부동에 도착한 한나라당 박근혜 전 대표는 기다리던 기자들 앞에 섰다. 기자들이 동남권 신공항 문제에 대해 묻자 예고한 대로 입장을 밝혔다. 그는 신공항 사업을 백지화한 이명박 대통령의 결정을 “국민과의 약속을 어긴 것으로 유감스럽다”고 말했다. 그러면서 “당장 경제성이 없더라도 미래에는 (신공항이) 필요하다고 확신한다. 그게 바로 미래의 국익이다”고 강조했다. 이명박 대통령과 다시 한번 대립각을 세우고, 정치적으로 큰 소용돌이를 일으킬 수 있는 발언을 박 전 대표가 주저하지 않고 한 까닭은 무엇일까.
그의 측근들에 따르면 박 전 대표도 ‘국익’을 생각했기 때문이라고 한다. 다만 이 대통령이 생각하는 ‘국익’과 성격이 다를 뿐이라는 게 측근들의 주장이다. 박 전 대표의 비서실장을 지낸 유승민 의원은 “당장 눈앞의 일만 보고 근시안적으로 결정할 문제가 아니라고 본 것”이라며 “미래의 국익을 생각해 신공항을 건설해야 한다는 게 박 전 대표의 소신”이라고 설명했다. 현재의 비서실장 격인 이학재 의원도 “경부고속도로나, 호남의 인프라(사회간접자본)는 건설 당시의 경제성만 따지면 안 하는 게 맞지만 미래의 차원에서 보면 옳은 결정이었다”며 “박 전 대표의 입장도 이런 차원에서 봐 달라”고 말했다.
박 전 대표는 2007년 한나라당 대선후보 경선에서 동남권 신공항 건설이 필요하다고 말했다. 지난해 7월엔 “영남권 5개 시·도가 함께 이용할 수 있고, 대구의 국가산업단지가 성공할 수 있는 위치에 국제공항이 들어서야 한다”고 했다.
박 전 대표는 이날 입장을 내놓으면서 ‘신뢰의 정치인’이란 이미지를 지켜야 한다는 점도 고려했다 한다. 이 대통령이 세종시 계획을 수정하려 했을 때 박 전 대표는 “지역균형 발전의 약속을 지켜야 한다”는 논리로 반대했다. 그랬던 그가 이번 정부 결정에 찬성할 경우 “상황논리에 따라 입장을 바꾸는 것이냐”는 비판이 나올 수 있음을 염두에 뒀다는 게 측근들의 얘기다. 익명을 요구한 친박계 의원은 “박 전 대표의 브랜드는 ‘신뢰’인데 그게 훼손되면 박 전 대표의 정치적 가치도 떨어지게 된다”고 말했다.
박 전 대표가 신공항 추진 의지를 밝힘에 따라 그의 영남 지지기반은 더욱 강건해졌다는 평가도 나오고 있다. 이택수 리얼미터 대표는 “백지화 반대 발언이 집토끼(영남 지지세력)를 지키는 효과를 낼 것”이라고 말했다. 하지만 박 전 대표 지지세가 상대적으로 약한 수도권에선 “국익보다 표를 더 생각하는 것 아니냐”는 비판론도 나올 수 있다.
앞으로 주목할 건 이 대통령과 박 전 대표의 관계다. 친박 측에선 “정책적인 문제를 얘기한 것이고, 다른 복선이나 정치적 의도는 없었다”(이정현 의원)고 말하지만 청와대는 기분이 좋지 않은 상태다. 따라서 여당의 ‘현재 권력’과 ‘미래 권력’ 사이에 갈등과 긴장 기류가 한층 짙어지는 것 아니냐는 관측이 나온다.
고심 끝 백지화 결심한 MB
이명박 대통령은 평소 “내가 정치적으로 편하려고 국가가 불편한 걸 할 수 있느냐고 생각한다”고 말해 왔다. “정치적 해결은 항상 오히려 더 많은 문제를 일으킨다”고도 했다. 청와대 참모들은 31일 “동남권 신공항을 백지화하기로 한 것도 이 대통령의 이 같은 소명의식이 반영된 것”이라고 주장했다.
이 대통령은 공약을 백지화했을 때의 역풍을 이미 체감한 바 있다. 2009년 세종시 수정안을 추진했을 때가 대표적이다. 친박근혜계와 야당에선 “약속을 깼다”고 공격했다. 여권 내부는 갈라져 싸웠고, 2010년 6월 지방선거에서 패했다.
동남권 신공항 문제는 여당의 지지 기반인 영남 민심과 직결된 사안인 만큼 이 대통령은 고심에 고심을 했다 한다. 그런 상황에서 이 대통령은 영남 민심과 반대로 가는 선택을 했다. 신공항 건설의 경제적 타당성이 없다는 결론이 난 만큼 욕을 먹더라도 공약을 백지화하는 게 맞다는 판단을 했다는 게 청와대 참모들의 설명이다. 한 고위 관계자는 “공약 불이행으로 영남 민심이 돌아서고, 대통령 이미지도 깎인다는 걸 잘 알지만 국익을 위해 불가피한 선택이었다”고 말했다.
그런 사정을 1일 이 대통령이 직접 국민 앞에서 나서 설명할 방침이다. 기자회견을 통해서다. 이 대통령은 세종시 계획을 수정하려 했을 때 논란이 제기된 지 석 달 정도가 지난 다음에야 입장을 공개적으로 밝혔다. 그랬던 그가 신공항 건설 백지화 결정이 발표된 지 이틀 만에 회견을 하는 건 국민을 이해시키는 일이 급선무라고 판단했기 때문이다. 청와대 고위 관계자가 “지금 ‘촛불(2008년 광우병 소동에 따른 반정부 시위)’ 이후 최대 위기”라고 말할 정도인 만큼 여론의 악화를 막으려면 이 대통령이 직접 나서지 않으면 안 된다고 본 것이다. 청와대 관계자는 “회견에서 이 대통령은 기자들의 어떤 질문도 피하지 않고 성심성의껏 설명할 것”이라고 말했다.
이 대통령은 영남권을 직접 방문하는 방안도 검토하고 있다 한다. 하지만 그게 당장 이뤄질지는 불투명한 상황이다. 영남에 강한 지지세를 가진 한나라당 박근혜 전 대표가 이 대통령의 공약 백지화를 비판하며 신공항 추진 의지를 밝힌 만큼 이 대통령이 영남에 가서 ‘설명회’를 하는 게 효과가 있을지 알 수 없기 때문이다.
청와대는 ‘박근혜 변수’를 예상하지 못했다고 한다. 박 전 대표의 발언이 전해지기 전까지 다수의 청와대 관계자들은 “박 전 대표가 정부 결정을 어느 정도 수용할 것”이라며 기대를 나타냈었다. 그런 상황에서 박 전 대표가 신공항 추진을 자신의 대선공약으로 삼을 것임을 시사하는 말까지 하자 청와대 관계자들은 당황해하면서도 불쾌하다는 기색을 감추지 못했다. 홍보라인 측에선 “확전 안 되도록 하는 게 우리의 반응”이라고 했지만 핵심 참모 진영에선 “예상할 수 있는 시나리오 중 가장 나쁜 게 현실화했다. 박 전 대표가 국정을 맡은 국가지도자의 고심에 대해 전혀 이해를 하지 않으려는 것 아니냐”는 등 불만을 터뜨렸다.
