Reform-minded floor leader chosen by GNP

A Grand National Party lawmaker who wants changes in the party beat out conservative GNP insiders to be elected new GNP floor leader yesterday, riding a wave of change in a ruling party reeling from last month’s humiliating by-election defeats.

Hwang Woo-yea, a four-term lawmaker based in Incheon, earned 90 votes in a runoff election, defeating An Kyung-ryul, who received 64 votes.

Among the GNP’s 172 parliamentary membership, 157 GNP lawmakers participated in the vote with 15 absent due to such reasons as overseas business trips. Three lawmakers abstained.

Before the runoff, 159 GNP lawmakers voted in a three-way competition that also included Lee Byung-suk. An and Lee, both loyalists to President Lee Myung-bak, were seen as the favorites.

But Hwang came out on top in the first round with 64 votes. That fell short of a majority of 80, so the final round was held.

An got 58 votes in the first round and Lee got 33.

Hwang’s running mate Lee Ju-young, also considered an outsider, was named the party’s new chief policy maker after Hwang’s victory.

Hwang’s surprise victory reflects a broader desire for leadership changes within the conservative party, which is being championed by a group of young, reform-minded lawmakers and the pro-Park Geun-hye faction after the rout in the April 27 by-elections, in which the GNP won only one out of four major contests.

This internal mini-revolt is being seen as criticism of the current leadership’s incapacity to see the public’s demand for fundamental reforms in the GNP. It is targeted at Lee Jae-oh, the president’s minister without portfolio, who mostly handles political affairs.

A key Lee Myung-bak loyalist, Lee Jae-oh was once called a “kingmaker” for his influence within the party, but the by-elections showed that he’s losing his touch, critics say.

The leadership changes possibly herald other changes in the GNP’s policies ahead of the general election in April and eventually in the presidential election later next year.

According to a GNP lawmaker, lawmakers in the pro-Lee Myung-bak faction were split in the election, while the pro-Park Geun-hye faction and a young, reform-minded group were unified.

Around 80 of the 172 GNP lawmakers are counted as pro-Lee Myung-bak, while around 50 others belong to the pro-Park Geun-hye faction and 40 to the young and reform-minded group, the lawmaker said.

A former Seoul court judge, Hwang, 64, started his political career as a chief secretary for former GNP presidential candidate Lee Hoi-chang when Lee was serving as the head of the GNP’s election campaign committee ahead of the 1996 general election.

Hwang entered the National Assembly in 1996 after he was elected as a GNP proportional representative and has won re-election three times as representative of Incheon’s Yeonsu District, his hometown.

His parliamentary activities have focused on education.

As the head of the National Assembly’s education committee from 2004 to 2005, Hwang led the GNP’s successful attempt to prevent a move by the then-ruling Uri Party to pass a revision bill regarding private schools.

與원내대표 경선 ‘파란’…황우여 당선

한나라당은 6일 제18대 국회 마지막 원내대표에 4선의 황우여(인천 연수) 의원, 정책위의장에 3선인 이주영(경남 마산갑) 의원을 선출했다.

황 의원은 이날 국회에서 열린 원내대표 경선에서 재적의원 172명 가운데 해외출장 등으로 인한 불참자를 제외한 출석의원 157명을 상대로 결선투표를 벌인 끝에 90표를 획득, 집권 여당의 원내사령탑에 올랐다.

황 의원과 함께 결선에 오른 안경률 의원은 64표를 얻는데 그쳤다. 무효는 3표였다. 신임 원내대표-정책위의장 임기는 이날부터 제18대 임기 말까지다.

앞서 황 의원은 159명이 참여한 1차 투표에서 64표를 얻어 1위에 올랐으나 과반 80표 득표에 실패, 58표를 얻어 2위를 차지한 안 의원과 결선투표를 치렀다.

`당 화합`을 내세우며 출마한 이병석 후보는 1차 투표에서 3위에 그쳤지만 33표를 획득하는 선전을 펼쳤다.

황 의원은 4ㆍ27 재보선 참패 이후 `주류 책임론 대(對) 주류 배제론` 충돌 속에 당내 소장ㆍ중립파와 친박(친박근혜)계가 표를 몰아줘 낙승했다.

황우여ㆍ이주영 의원은 각각 원내대표 선거에 나섰으나 막판 후보 단일화에 성공하면서 수도권 초ㆍ재선 중심의 소장ㆍ중립파의 지지를 이끌어냈다는 후문이다.

반면 안경률ㆍ이병석 의원은 친이 주류간 단일화 실패로 표가 갈리면서 고배를 마셨다. 두 의원은 각각 PK(부산ㆍ경남), TK(대구ㆍ경북) 출신으로 영남권 분열이 패인으로 지적됐다.

중립 성향의 비주류인 황 의원이 당 서열 2위인 원내대표로 선출됨에 따라 향후 당내 권력지형과 쇄신 방향에도 적잖은 파장이 예고되고 있다.

주류의 핵분열이 가속화되는 반면, 당의 주도권이 비주류로 넘어가면서 주요 현안에 대해 소장파와 친박들의 목소리가 높아질 전망이다.

당장 오는 9일 당 쇄신과 전당대회 관리를 위한 비상대책위원회 구성에서부터 주류ㆍ비주류간 파열음이 나올 가능성을 배제할 수 없게 됐다.

신임 원내대표로 선출된 황 의원은 재보선 참패로 `벼랑 끝` 위기에 처한 거대 여당의 무기력증 타파와 당 쇄신 및 계파화합, 당ㆍ정ㆍ청 소통구조 개선 등 막중한 책임을 떠맡게 됐다.

이번 경선에서도 드러났듯이 당내 계파갈등 극복과 화합을 이뤄내 내년 총선 승리와 함께 정권 재창출의 발판을 다져야 하는 과제도 안고 있다.

6월 임시국회에서 한미 자유무역협정(FTA) 비준을 강력히 반대하고 있는 민주당을 비롯한 야당과의 협상에도 나서야 한다.

하지만 비주류인 황 의원이 선출됨에 따라 주류측과의 대립이 예상되고, 한ㆍ미 FTA 비준안 처리를 놓고 여야간 가파른 대치전선이 형성될 것이라는 관측도 적지 않다.

황 의원은 정견 발표를 통해 "성난 민심을 되돌릴 변화와 진심은 처절한 진정성과 사즉생(死卽生)이 필요하다"면서 ▲당내 화합과 소통 ▲당 쇄신과 국회 선진화 ▲민의가 소통되는 수평적 당ㆍ청관계를 강조했다.

그는 판사 출신으로 서울지법 부장판사, 헌법재판소 헌법연구부장을 지냈으며 15대 전국구로 배지를 단 뒤 16대 총선부터 내리 세 번을 인천 연수구에 출마해 당선됐다.
