Crackdown on profligate campaign vows ahead

With presidential and general elections coming next year, the nation’s election watchdog is pushing forward legislation for a so-called manifesto movement, which requires politicians to make election promises responsibly, the JoongAng Ilbo learned yesterday.

According to National Election Commission officials, the commission has submitted a proposal to revise the election law to the National Assembly’s Special Committee on Political Reform.

The proposal, acquired by the JoongAng Ilbo, requires candidates for the presidency, the National Assembly or regional posts to submit a specific plan to follow through on campaign pledges 60 days prior to election day.

The budget necessary for each promise and how it would be financed should be included in the plan.

Candidates will also need to state in the plan the exact priority of the promises and a time frame for each.

For politicians who get elected president, National Assembly lawmaker, mayor or governor, the law will require them to report to the commission at the end of each year on how they are following through on their promises. The commission will make public all the candidates’ plans.

Also in the plan is a penalty for candidates who don’t submit a plan or progress reports after they’re elected. The penalty will be as much as one third of the compulsory election deposit they entrust with the NEC.

Currently, presidential candidates are required to deposit 500 million won ($461,681), regional election candidates 50 million won, and general election candidates 15 million won.

“The overuse of campaign promises results in division, class conflict and a deepening of the government’s fiscal burden,” said a NEC official. “With major elections ahead, it’s urgent we reform our elections.”

대선·총선 공약 ‘재원 방안’ 검증한다
60일 전까지 이행계획 선관위에 제시해야 … 세금낭비 공약 원천봉쇄

중앙선거관리위원회가 내년 총선과 대선부터 ‘세금낭비 공약’을 추방하기 위해 매니페스토(공약 사전 검증 제도)의 법제화를 추진하기로 했다. 세종시(총사업비 22조5000억원), 기업·혁신도시(6조6800억원·10조8125억원), 동남권 신공항(13조여원) 등의 대형 선거 공약 때문에 국가 재정에 부담을 주고, 공약이행 여부를 놓고 국민적 갈등을 빚는 사태를 예방하기 위해 공약 검증을 의무화하려는 것이다.

선관위는 12일 선거공약의 타당성 과 실현 가능성을 의무적으로 사전에 검증받게 하는 것을 골자로 하는 공직선거법 개정 의견을 국회 정치개혁특위에 제출한다고 밝혔다. 중앙일보가 입수한 선관위의 ‘정책선거 실현을 위한 방안’에 따르면 대선과 총선 후보를 내는 정당과 시·도지사 후보자는 늦어도 선거 60일 전까지 공약에 들어갈 돈과 재원 조달 방안, 공약이행 절차 및 기간이 적힌 선거공약별 이행계획을 선관위에 제출해야 한다.

이들 선거공약은 ‘선거공약검증위원회’가 검증한다. 검증위는 국회 교섭단체(의원 20명 이상을 가진 정당)들이 각각 추천하는 위원 1명을 포함해 중앙선관위가 위촉하는 9인 이내의 위원으로 구성된다. 검증위는 정치·경제·복지·외교·국방 등 분야별 전문가로 공약평가단을 구성해 ▶예산 산정의 정확성 ▶재원 조달 방법의 적정성 등의 공약의 타당성을 검증한다. 그리고 결과보고서는 인터넷과 언론에 공개한다.

이렇게 공개되는 공약검증보고서를 통해 정당·후보자별 공약이 과장된 것인지, 실현 가능한 것인지 등에 대해 유권자들이 알 수 있도록 한다는 게 선관위의 구상이다. 선관위는 공약의 사전 검증을 기피하는 정당·후보자에 대해선 선거기탁금(대선 5억원, 시·도지사 5000만원, 국회의원 1500만원)의 3분의 1에 해당하는 과태료를 물리겠다는 방침을 정했다. 선관위의 개정의견에는 후보자가 선거에서 당선된 뒤에도 매년 연말마다 공약이행 상황을 제출하도록 하는 내용도 들어 있다. 강지원 한국매니페스토실천본부 상임대표는 “선거 때 제대로 공약을 검증한다면 전국적으로 세금 낭비는 대폭 줄어들 것”이라고 했다.
