School’s out on Saturdays but athletics are in

Korea’s schoolkids will be liberated from Saturday classes starting next year but some parents work on Saturdays and don’t want their kids hanging out on their own.

The solution: Saturday sports activities.

The Ministry of Education, Science and Technology announced yesterday it will designate Saturdays as “Sports Days” and operate activities at schools for kids who have nowhere else to go.

The ministry said it will appoint one sports teacher for each elementary school by 2013.

The new system will be tested in 10 percent of elementary and middle schools during the fall semester. Three hundred sports instructors will be placed in the schools.

Starting next spring, all schools will go on the five-day week, ending the twice-a-month Saturday classes that are currently held.

Schools for disabled students will also have Saturday sports activities. The ministry said that it will dispatch instructors to 150 special-education schools throughout the country and develop a valuation basis for assessment of the physical fitness of disabled students by 2013.

Last week, the ministry also announced a plan to improve physical education at elementary, middle and high schools in Korea by establishing a “Physical Education Talent Bank” on Web sites of education offices in cities and provinces, starting next month. The database will be supported by the Korea Physical Education Teachers’ Association.

The database will also be used to connect schools and individuals or companies that want to donate sports equipment.

In addition, athletes can volunteer their time to become one-day instructors or referees, according to the ministry.

“Sports activities not only build up one’s physical strength but also contribute to mental development, sportsmanship and community spirit,” said an official from the ministry. “In order to prevent child obesity and increase physical fitness, the local community, health organizations and the world of sports should equally contribute efforts.”

학교 토요스포츠 강사 5000명 뽑기로

2013년까지 … 시간당 3만원
주 5일 수업제 전면 시행 대비

내년부터 전국 초·중·고교에서 주 5일 수업제가 전면 시행되면 수업이 없는 토요일엔 ‘스포츠 활동의 날’이 활성화된다. 학교에서 각종 토요 스포츠 강습이 열리고, 학교스포츠클럽 간 리그전도 개최된다.

교육과학기술부와 문화체육관광부는 주 5일 수업제에 대비해 토요일을 ‘토요 스포츠 데이’로 운영할 계획이라고 27일 밝혔다. 이를 위해 올 2학기부터 주 5일제 시범운영 학교에 토요 스포츠 강사 300명을 우선 배치할 계획이다. 이들은 학교 토요 스포츠클럽에서 학생들을 가르치고, 학교 스포츠클럽 간 리그전 운영을 담당한다. 리그전으로 올해는 축구·농구·야구·배구·배드민턴·소프트볼·탁구·핸드볼·피구·줄넘기 등 10개 종목의 대회가 열린다. 매주 토요일 교내·학교 간 대회를 치른 뒤 시·도 대회를 거쳐 전국대회로 이어진다.

토요 스포츠 강사는 초·중·고 교사나 기존 초등학교 스포츠 강사, 학교운동부 지도자 등이 할 수 있다. 2년제 이상 체육 관련 학과를 졸업하고 생활체육지도자·경기지도자 자격을 땄거나 올림픽·아시안게임·세계선수권대회 등 국제경기 입상자들도 강사로 참여할 수 있다. 토요일 4시간 근무에 시간당 3만원의 수당을 받는다. 양 부처는 이 같은 인력을 내년에 2000명, 2013년에 5000명까지 확대하기로 했다. 시·도 교육청 홈페이지 ‘체육재능뱅크’에 강사 후보군이 등록되면 학교별로 선발하면 된다. 내년부터 이들의 인건비는 문화부와 교육청이 절반씩 부담하는데, 올 2학기는 교과부에서 지원한다.

교과부 이경희 학생건강안전과장은 “초등학교에 평일 체육시간을 이끌어줄 스포츠 강사를 배치했더니 학생들의 반응이 좋았다”고 말했다. 지난 5월 문화부가 한국교총에 의뢰해 초등학생 900여 명을 대상으로 조사한 결과, 학생의 82.5%가 스포츠 강사 배치 이후 체육시간에 운동장이나 체육관에서 실제로 체육활동을 한 횟수가 늘었다고 응답했다.
