Korean named to head UN oceanographic panel

A Korean scientist has been named the new chief of the United Nation’s Intergovernmental Oceanographic Commission (IOC), Seoul’s maritime ministry said yesterday.

Byun Sang-kyung, 61, was elected to head the Paris-based organization yesterday, becoming the first Korean to hold the top post of the UN commission that coordinates the exchange of information and data between member states and their national oceanographic data centers, according to the Ministry of Land, Transport and Maritime Affairs.

The IOC also oversees the International Coordination Group for tsunami warnings in the Pacific.

“With his election, the country now has an opportunity to improve its maritime diplomacy, along with its national image in the international community, and play a vital role in promoting international cooperation for the 2012 Yeosu Expo,” the ministry said.

A native of North Jeolla, Byun graduated from Seoul National University in 1972 and received his master’s and doctorate degrees from France’s Universite de Bretagne Occidentale in Brest.

유네스코 3대 과학위 의장 모두 한국인

변상경 전 해양연구원장, 정부간해양학위원회 새 의장에

유네스코(UNESCO·유엔교육과학문화기구)의 3대 과학 분야 위원회 의장을 모두 한국인이 맡게 됐다.

변상경(61) 전 한국해양연구원 원장이 29일 유네스코 산하의 정부간해양학위원회(IOC) 의장으로 선임되면서부터다. 유네스코의 다른 두 과학 분야 위원회인 인간과 생물권 프로그램(MAB) 조정위원회와 국제 수문자원 프로그램(IHP)의 의장직은 각각 최청일(71) 한양대 지구해양과학과 대우교수와 이순탁(71) 영남대 토목공학과 석좌교수가 지난해부터 맡고 있다.

변 전 원장은 이날 프랑스 파리의 유네스코 본부에서 열린 IOC 총회에서 의장으로 추대됐다. 주유네스코 한국대표부에 따르면 변 전 원장 외에도 의장 희망자가 있었으나 사전조율을 통해 IOC 부의장인 변 전 원장을 단독 후보로 내세워 이사국들의 동의를 얻어냈다.

변 전 원장은 전주고와 서울대 해양학과를 졸업한 뒤 프랑스의 브레타뉴 옥시덴탈대에서 해양물리학 박사 학위를 받았다. 이후 충남대 해양학과 겸임교수직 등을 거쳐 한국해양연구원 원장(2002∼2005)을 역임했다. 노무현 정부 때 대통령자문 국가균형발전위원회 자문위원을 맡았으며, 한국해양학회 회장(2006∼2007)을 지내기도 했다. 현재 한국해양연구원의 책임연구원으로 재직 중이다.

1960년에 창설된 IOC는 유엔 산하의 유일한 해양과학 전담 국제기구로 해양재해·기후변화 등의 현안을 다루고 있다. 한국에서 의장을 맡은 것은 이번이 처음이다.
