Hyundai workers charged with gambling at work

Police said yesterday they have booked dozens of employees of Korea’s top carmaker Hyundai Motor and plan to arrest a few others over illegal multimillion-dollar gambling conducted during regular office hours.

The police actions came as Hyundai Motor’s in-house auditing body found that 62 workers at the firm’s factory in Ulsan, 414 kilometers (257 miles) south of Seoul, had participated in illegal gambling on the Internet. The auditor also caught 35 workers at another provincial plant betting on Internet games during office hours.

The workers involved included 13 former and current labor union officials at the auto manufacturer.

Ulsan Dongbu Police Station said it has booked 53 Ulsan factory workers without detention and will seek arrest warrants for four other employees at the same workplace on charges of habitual gambling. The remaining five workers were released without charges, it said.

“We will apply to get arrest warrants for four employees today on charges of habitual gambling,” a police official said.

According to the police, the 57 Ulsan workers repeatedly placed bets on illegal Internet sports and horse racing games during office hours between January 2009 and May 2010 using PCs in a staff lounge within the factory.

The average amount each of the four people gambled over the cited period came to 300 million won ($284,171), according to the arrest warrants, and one of them placed as many as 700 bets during the cited period, according to the regional police. The police are hunting for operators of illegal Internet gambling sites the staff frequented. “We decided to apply for arrest warrants for some of the staff since the money at stake is huge and we need to preemptively block widespread cyber gambling,” another police official said.

현대자동차 울산공장 전ㆍ현직 노조간부를 포함해 직원 62명이 사이버도박을 한 사건을 수사한 경찰이 4명에 대해 구속영장을 신청하고 53명을 무더기 입건했다.

울산 동부경찰서는 21일 "사이버도박을 한 62명 중 직원 A(31)씨를 포함해 4명에 대해 상습도박 혐의로 금명간 구속영장을 신청할 계획"이라고 밝혔다.

경찰은 또 같은 상습도박 혐의로 나머지 53명을 불구속 입건했고 5명은 혐의가 없어 불입건했다고 덧붙였다.

이들은 2009년 1월부터 지난 5월까지 현대차 울산공장 휴게실에 있는 컴퓨터 등을 이용해 업무시간에 스포츠나 경마 승패에 돈을 거는 불법 도박사이트에서 사이버도박을 한 혐의를 받고 있다.

특히 구속영장 신청대상자 가운데 1명은 도박자금이 5억4천만원, 최다 도박횟수가 700차례 이상이었으며, 이들 4명 모두 도박자금이 각각 3억원을 넘었다고 경찰은 설명했다.

또 이들을 포함해 모두 10명이 1억원 규모의 도박을 한 것으로 드러났다.

그러나 불입건 대상자 5명은 합법 도박사이트에서 도박하거나 일부는 도박을 하지 않은 것으로 조사됐다.

경찰은 최근 현대차가 벌인 자체 감사에서 울산공장 직원 62명이 적발되자 곧바로 수사에 착수, 전원 소환조사를 벌였다.

사이버도박 혐의로 함께 적발된 아산공장 직원 35명의 경우 회사에서 자체 징계한 데다 관할 지역이 달라 울산 동부서의 수사대상에서는 제외됐다.

경찰은 중국 등지에 주소를 둔 스포츠와 경마와 관련된 불법 도박사이트 운영자, 도박자금 계좌운영자 등에 대해서는 계속 수사 중이라고 밝혔다.

황덕구 동부서 수사과장은 "사이버도박이 만연한 분위기를 사전에 차단할 필요가 있는 데다 도박 금액이 크고 업무시간 중 도박에 사회적 비난 여론이 높은 점을 고려해 일부 직원에 대해서는 구속영장을 신청하게 됐다"고 말했다.
