Lee: Safety of Japanese at risk with Ulleung trip

President Lee Myung-bak ordered the Ministry of Foreign Affairs and Trade to deliver Seoul’s concern to the Japanese government that the safety of four Japanese lawmakers would not be guaranteed if they follow through with their plan to visit Ulleung Island, according to the Blue House yesterday.

Presidential spokesperson Park Jung-ha told reporters that Lee gave the ministry that directive after a cabinet meeting on Tuesday.

Lee’s remark came as Korean political circles and civic groups are contemplating measures possibly including physical sabotage to prevent the Japanese lawmakers’ visit to Ulleung planned next week, which would trigger tension between the neighboring countries over the sovereignty issue of Dokdo, Korea’s easternmost islets claimed by Japan. Ulleung is the closest Korean territory to Dokdo.

On July 15, four Japanese lawmakers of the country’s conservative opposition Liberal Democratic Party said they would visit Ulleung in response to Korean Air’s test flight with an Airbus A380 over Dokdo in June. Japan’s Foreign Ministry also protested the action of Korea’s largest airline, directing its officials to avoid using Korean Air for one month.

Civic groups in North Gyeongsang, which has sovereignty over Ullseung and Dokdo, are known to be preparing for large-scale joint rallies on Ulleung Island and in Pohang, the closest mainland city, on the day the Japanese lawmakers are expected to arrive.

The Citizen Alliance to Safeguard Dokdo, comprised of around 100 civic groups in Busan, said yesterday it will hold a rally today near the Japanese Consulate in Choryang-dong, Busan, to protest against the planned visit by the Japanese lawmakers.

The Korean government is reviewing a plan to ban the lawmakers’ entry to Korea, in part to prevent a clash between the lawmakers and Korean civic groups. Some civic groups remain calm. “We think if we keep cool over their visit, it could rather highlight that Korea has effective rule over Dokdo,” said an official of Dokdo Center, a civic group.

이 대통령 “일본 의원들 신변안전 우려”… 일 자민당 “지금 울릉도 방문 부적절”

한국, 단호한 외교전

27일 일본 자민당 집행부가 울릉도를 방문할 예정이던 소속 의원들에게 출국 금지 조치를 내리기까지 정부는 총력전을 펼쳤다. 급기야 이명박 대통령까지 나섰다.

　이 대통령은 26일 국무회의 직후 김황식 국무총리와 이재오 특임장관, 임태희 대통령실장 등이 참석한 가운데 열린 주례보고에서 “외교부가 공식적으로 일본 의원의 신변 안전을 보장할 수 없다는 우려를 일본 정부에 전달하고 협의하라”고 지시했다고 박정하 청와대 대변인이 27일 전했다. 김 총리와 이 장관으로부터 시민단체(NGO) 등의 일본 의원 울릉도 방문 결사 저지 움직임 등을 보고받고서다. ‘신변 안전’을 명분으로 내걸었지만 사실상 울릉도 방문을 허용하기 어렵다는 것이었다. 다만 이 대통령은 “일류 국가답게 조용히 외교적 언어로 통보하고 협의하라”고 당부했다고 한다. 이른바 ‘조용하지만 단호한 대응’ 기조였다. 올 초 일본 교과서의 독도 왜곡 문제가 불거졌을 때도 이 대통령은 “천지개벽이 두 번 돼도 독도는 우리 땅”이라고 메시지는 단호하게 던지면서 “조용히 실효적 지배를 강화해 나가자”고 강조했었다.

　이런 대응기조에 따라 외교부는 “해당 의원들에 대한 입국 금지가 법적으로 문제없다는 판단을 내렸다”며 ‘입국 금지 카드’를 꺼냈다. 동시에 물밑 설득전도 병행했다. 일본의 경우 의회가 회기 중일 때 해외출장을 가려면 당 지도부의 허가가 있어야 한다는 점에 착안해 자민당 지도부 설득에 주력했다. 신각수 주일대사는 연일 다니가키 사다카즈(谷垣楨一) 총재에게 면담을 신청했다. 이상득 한·일의원연맹 회장과 권철현 전 주일대사 등도 지원했다.

　27일 낮부터 자민당 지도부가 이들 의원을 제지키로 했다는 소식이 여러 라인을 통해 청와대에 보고됐다. 청와대 인사들은 “일본 기류가 달라진 것으로 안다”고 반색했다.

　다만 외교부는 이들 의원이 개인 자격으로 울릉도 방문을 강행할 경우 입국자체를 불허하거나 입국은 허용하되 교통편 통제 등으로 울릉도 입도를 막는 방안을 계속 검토키로 했다. 정부 일각에선 그러나 “그간 일본 의원들의 기도에 말린 듯하다”는 자성도 있었다. 정부 고위 관계자는 “다음 달 1일 방한한다는 일본 의원들이 당과 의회에 해외출장 신청도 안 했었다고 한다. 우리 쪽이 강하게 반발, 이들 의원으로선 결과적으론 독도를 분쟁지역처럼 보이고 싶어했던 목적을 달성한 게 아닌가 싶다”고 아쉬워했다.
