Hanjin protest ends with a dousing

Police used water cannons to disperse protestors at the fourth “Bus for Hope” rally yesterday as it switched locations from Busan to Seoul to drum up more support for the laid-off workers of Hanjin Heavy Industries & Construction Co.

But the dwindling numbers suggest the gambit may not have worked as well as they hoped. While 7,000 people attended the second rally in mid-July - a ten-fold spike from its predecessor one month earlier - only 3,500 showed up this weekend, according to Seoul Police Agency.

Some 140 riot police were dispatched to Mount Inwang at 8 a.m. yesterday to disperse a large crowd that had illegally broken into a restricted area near the Blue House.

Despite police intervention, 10 of the more aggressive protestors were able to climb to the summit to hang a placard demanding that Hanjin workers be reinstalled to their jobs, and temporary workers re-contracted as regular employees.

About 800 people re-gathered at Seodaemun’s Independence Gate one hour later and read a list of demands. They asked that Cho Nam-ho, the chairman of Hanjin Heavy Industries, retract the layoffs and be punished, and that President Lee Myung-bak take responsibility for the civil unrest.

The stragglers then headed to Yongsan, where they joined a crowd largely composed of laid-off workers and their families, civic groups, and some politicians as the rally that began on Saturday evening threatened to extend throughout the day.

But the protestors melted away when police fired two-minute bursts from water cannons at around 12:35 p.m. after they had ignored repeated warnings to disperse. Police said they have identified 11 of the agitators and requested they make themselves available for questioning.

This is the first time police have resorted to using this form of deterrent since 2008, when water was used to dampen candlelight rallies protesting imports of U.S. beef.

The gathering first took shape on Saturday in front of Cheonggye plaza at 7 p.m., before most of the protestors marched throughout the downtown area.

At around 10 p.m., the protestors began occupying the main thoroughfare in Gwanghwamun where they encountered resistance from 9,000 riot police. They responded by splintering into groups of roughly 500 people and moving onto Euljiro, Myeongdong and Seodaemun.

As night drew on, the parade clogged up pockets of the capital, causing public buses to veer over the central reservation against the flow of traffic.

28일 낮 12시 서울 용산구 한진중공업 본사 앞. 2008년 미국산 쇠고기 수입 반대 촛불집회 이후 3년 만에 서울시내에 물대포가 등장했다. 한진중공업 정리해고 철회를 요구하며 불법시위를 벌인 제4차 희망버스 시위대를 향해서였다.

　“여러분은 지금 불법 집회를 하고 있습니다. 해산하지 않으면 살수(撒水)하겠습니다.”

　전날 청계광장에서 집회를 마치고 서대문구 독립문공원에서 밤을 새운 뒤 이곳에 도착한 시위대 1400명(경찰 추산 800명)은 경찰의 경고방송에도 아랑곳하지 않고 집회를 이어갔다. 오히려 “기자회견을 열겠다”며 기자들을 불러모아 시위대와 살수차 사이에 인간 방패를 만들기도 했다. 수차례의 경고방송에도 시위대가 움직이지 않자 낮 12시30분쯤 경찰은 두 차례 물대포를 발사했다. 도로 위에 앉아 물대포를 맞던 시위대는 “날도 더운데 시원하니 좋다”며 경찰을 조롱했고, 흥분한 일부 시위대는 전경들을 향해 욕설을 하고 음료수병을 던졌다. 시위대가 왕복 8차로 도로 중 4차로를 막아 일대 교통이 극심한 혼잡을 빚었다.

　◆폭행·교통 마비, 서울이 무법 천지로=시위대는 전날인 27일 열린 ‘만민공동회’에서도 폭행 사건을 일으키는 등 소란을 피웠다. 청계광장서 7000명(경찰 추산 3500명)이 집회를 벌인 이날 오후 8시50분쯤 청계1가에서 술을 마시던 시위대 15명은 취재 중이던 jTBC 기자에게 “우리들이 찍힌 장면을 지워달라”고 요구했다. 기자가 거부하자 시위대는 기자의 팔과 어깨를 꺾는 등 폭행을 가했다. 경찰은 “폭행가담자 4명 중 한 명은 집시법 위반 등 전과 15범의 상습시위꾼 김모(46)씨로 확인됐다”고 밝혔다. 일부 시위대는 보수단체인 대한민국어버이연합 부회장 강모(75)씨에게 “저 X들은 돈 받고 나오는 X들이다”라며 시비를 건 뒤 얼굴을 때리기도 했다. 불법시위로 교통이 막힌다며 경적을 울린 한 택시기사는 옷이 찢기고 택시가 파손당하기도 했다.

　집회 후 시위대는 청계천을 따라 500여 명씩 흩어져 행진하며 서울시내를 무법천지로 만들었다. 두 시간여의 불법 행진으로 을지로와 명동·서대문 일대 교통이 마비됐다. 일부 차량은 시위대를 피해 중앙선을 넘어 역주행하는 등 아찔한 장면이 연출되기도 했다.

28일 오전에는 밤을 새운 10여 명의 시위대가 경찰의 제지에도 불구하고 인왕산 정상에 올라 청와대 쪽을 향해 “비정규직 철폐”라고 쓴 플래카드를 내걸었다.

　◆경찰 “전원 사법처리”=경찰 관계자는 “그간 경찰의 미온적인 대처가 불법 집회를 키웠다는 지적이 있어 ‘무관용 원칙’을 천명하기 위해 물대포를 사용했다”며 “확인된 희망버스 기획단 관계자 11명은 물론 단순 참가자라도 끝까지 추적해 사법 처리하겠다”고 말했다.

경찰은 현재까지 부산에서 세 차례 열린 희망버스 집회에서 110명을 입건하고 134명에게 출석을 요구했다. 경찰은 앞으로 공권력에 도전하는 모든 행위에 대해 구속수사를 원칙으로 한다는 방침이다.

◆물대포=경찰이 시위 진압을 위해 사용하는 살수차(撒水車)의 물포를 일컫는 말. 불법 집회로 공공안전에 심각한 위해가 발생할 우려가 있을 경우 현장책임자의 판단에 의해 살수차를 사용할 수 있다. 물대포의 세기는 엔진회전수(rpm)로 나타내며 1000~3000rpm 내에서 조절이 가능하다. 28일 시위대에 사용된 물대포는 1500rpm이며, 일반적으로 2500rpm 물대포를 맞을 경우 건장한 사람이 넘어진다.
