Lee Jae-oh decides to exit the Blue House

In an abrupt volte-face, Representative Lee Jae-oh, minister without portfolio to President Lee Myung-bak, tendered his resignation yesterday to return to the Grand National Party.

On Tuesday, the Blue House sent back two politicians-turned-ministers to the ruling party in a cabinet reshuffle that replaced four ministers to prepare for an April general election. Although the presidential office said Tuesday night that Representative Lee would keep his position as minister without portfolio handling political affairs until the confirmation hearings for the four new ministers are complete, Lee tendered his resignation yesterday morning.

Lee held a meeting with reporters in the afternoon to talk about his future plans and recollections of his one year in the Blue House. The four-term lawmaker representing Seoul’s Eunpyeong District said he will start anew and with a clean slate, pledging to focus on his electoral district.

Lee, a key member of the pro-Lee Myung-bak faction in the ruling party, said he will stay out of disputes with the Park Geun-hye faction after his return to the ruling party.

“That’s something we talked about during the last presidential primary,” Lee said. “Now is the time to work for the next presidential election, and the people will laugh at us if we insist on the [factionalist] framework.”

He also said he has no plan to meet Park or her loyalists because that would stir up controversy.

“I will just stay put,” Lee said. “That’s the best.”

Although he has tendered his resignation for his ministerial post, Lee said he will still participate in cabinet meetings as concerns have risen that the highest decision-making body of the government may have difficulty in reaching quorums. The cabinet has 18 members including the president and the prime minister, and at least 10 members must attend to open a meeting and approve an agenda.

Because two or three ministers are often unable to attend cabinet meetings, Lee’s absence could have prevented a quorum from being reached.

“I thought the resignation would be accepted immediately, but it is my misunderstanding,” Lee said. “If a cabinet meeting needs me to make a quorum, I will still attend it until my resignation is officially accepted.”

Lee served as minister without portfolio for one year. His successor has yet to be named.

First elected as a lawmaker in 1996, Lee has maintained a prominent status in the Grand National Party as a key loyalist to President Lee. After a legislative election defeat in 2008, he left politics briefly. In 2009, he was named the head of the Anti-Corruption & Civil Rights Commission.

He made a grand political comeback last year by winning a legislative by-election, starting his fourth term as a lawmaker. Only 11 days later, President Lee named him minister without portfolio to handle special political tasks.

이재오 "'왕의 남자' 수식어 내려 놓고 싶다"

이재오 특임장관은 31일 사표를 제출한 뒤 "이제 내 이름 앞에 붙는 `왕의 남자`, `실세`, `정권 2인자` 이런 말들은 다 빼줬으면 좋겠다"고 말했다.

이 장관은 이날 오후 서울 세종로 정부중앙청사에서 기자간담회를 갖고 "한강을 넘어 섬(여의도)으로 갈 때에는 이런 짐들을 다 내려 놓고 가고 싶다"며 이같이 말했다.

이 장관은 이날 이명박 대통령에게 사표를 제출하고 퇴임식을 가질 계획이었다. 하지만 국회 인사청문회가 끝난 뒤 다른 정치인 출신 장관들과 함께 당으로 복귀시킨다는 청와대의 방침에 따라 당분간 특임장관직을 유지하게 됐다.

그는 "퇴임하는 날까지 출근은 한다"면서도 "국무회의는 정족수가 안되거나 중요한 사안이 있지 않으면 차관이 대신 참석하게 될 것"이라고 말했다.

이 장관은 "내각에서 다하지 못한 일들은 앞으로 국회에 돌아가서 할 길이 열려 있기 때문에 가벼운 마음"이라며 사표 제출에 대한 소감을 밝혔다.

그는 재임중 가장 잘한 일에 대해 "국무위원으로서 독도를 지키러 간 것"이라고 답했다. 반면 "제일 아쉬웠던 점은 개헌"이라고 말했다.

그러면서 "개헌을 하기 위해 특임장관을 맡았는데 이뤄내지 못해서 아쉽다. 포기한 것은 아니고 국회에 돌아가도 때가 되면 개헌 시안을 던져놓고 한번 더 공론화를 붙일 것"이라고 덧붙였다.

이 장관은 당 복귀 후 계획에 대해 "상대방을 섬기는 낮은 자세로 정치를 처음 한다고 생각하고 시작할 것"이라며 "지역구(은평구) 챙기기에 주력하겠다"고 밝혔다.

또한 이 장관은 "이미 머릿속에서 친이계나 친박계는 뛰어 넘었다"면서 계파정치를 하지 않겠다는 점도 분명히 했다.

그는 "아직도 그 프레임에 갖혀 있으면 국민들이 짜증을 낸다"면서 "대선 경선 국면에 가서는 후보에 따라 의원들이 모일 수 있지만 지금 그 프레임을 갖고 가기에는 당이 너무 할일이 많다"고 설명했다.

이 장관은 "이재오 때문에 갈등이 생겼다. 분열이 생겼다 그런 말이 안나오도록 할 것"이라며 "당이 화합하고 단결해 국민에게 신뢰받는 데 당인으로서 최선을 다하겠다"고 말했다.

당으로 복귀해 박근혜 대표와 만날 생각이 있느냐는 질문에는 "그런 것도 하지 않겠다"고 잘라 말했다.

이어 "내가 가만히 있으면 화합이 되는 것"이라며 "화합한다고 누굴 만나고 그러면 그 자체에서 갈등이 생기게 된다 "고 우려했다.

이 장관은 대선 출마 계획에 대해 "이명박 대통령이 퇴임하는 날까지 국정을 잘 이끌었다는 평가를 받게 하는 데 내 할일이 있다"며 부인했다.

10·26 서울시장 재보선 후보에 대해서는 "개인 의견은 갖고 있지 않다. 당에서 결정해 주는 후보를 지지하겠다"고 밝혔다.
