Jeju project resumes after rally falls flat

The Navy will resume the construction of a naval base in Gangjeong Village, Jeju Island, today after a gathering over the weekend aimed at gaining traction for the movement against the state construction project fell flat in the face of police control.

Police also facilitated the installation of a fence around the construction site to block protesters from entering.

Construction of the base, halted after protesters set up a container near Gangjeong Port on May 25, will restart with work to level the ground and the creation of a facility for shipping construction materials, the Navy said.

“Now that the legal procedures and fence construction project are complete, we will put all our strength into advancing the delayed construction process,” said Col. Lee Eun-guk, head of the base construction project.

Around 1,000 people on the island and civic activists, religious leaders and opposition lawmakers who flew in from the mainland attended a concert and other cultural events held in the village on Saturday, according to police. The protesters said the number of participants amounted to 2,000.

The police discouraged protesters by setting up gigantic “bus barricades” at the construction site and places nearby using some 50 police buses. Around 1,000 policemen were mobilized near the buses to block protesters from entering the construction site.

The police tried not to incite protesters with overly violent policing. On Friday, they sent around 30 female police officers into a rallying place within the construction site to disperse protesters, mostly comprised of female college students, the elderly and children.

“The purpose of the operation was to help the Navy restart the base construction in a manner that minimizes human casualties,” said Yun Jong-gi, a senior official of the Jeju Provincial Police Agency. “But we will continue to deal sternly with any acts to block construction.”

The protesters pledged that they will not give in and said they will fly another “peace plane” from the mainland to Jeju on Oct. 1 to demand an end to base construction, withdrawal of the police and the release of arrested residents and activists.

Between Thursday and Saturday, the police arrested 39 people for blocking the installation of fences around the construction site. They released 33 of them yesterday, while seeking arrest warrants for the other six. Three people, including village head Gang Dong-gyun, were arrested Aug. 26 for blocking construction of the base.

The anti-base protesters claim that the base will damage the environment and become part of the U.S. missile defense system, which could harm diplomatic relations with China.

On Aug. 29, the Jeju District Court granted an injunction forbidding any interference with the construction of the base.

4일 오전 11시 제주 강정마을의 해군기지 건설현장. 굴착기 한 대가 검은 연기를 내뿜으며 땅을 파헤쳤다. 굴착기는 반대 주민들의 농성장에 파묻혀 있던 각종 오물과 쓰레기 등을 파낸 뒤 땅을 평평하게 골랐다.

　반대 주민과 외부 세력들에 의해 중단됐던 제주 해군기지의 건설공사가 재개됐다. 5월 25일 반대 측이 강정포구 인근에 컨테이너를 설치하며 공사가 중단된 지 102일 만이다. 해군은 5일부터는 공사부지 정지작업 및 적출장 설치 등을 할 계획이다.

　3일 강정마을 일대에서 해군기지 반대 측 주최로 열린 대규모 문화 콘서트도 경찰의 불법시위 원천봉쇄 등으로 이렇다 할 충돌 없이 원만하게 치러졌다.

　2일부터 이틀간 펼쳐진 경찰의 작전은 치밀하면서도 신속하게 이뤄졌다. 경찰은 3일 반대 문화제 개최를 앞두고 공사장과 마을 부근을 50여 대의 기동대 버스로 막아 거대한 바리케이드를 쳤다. 버스 주변에는 경찰 1300여 명을 투입해 강정마을로 향하는 주요 도로와 길목을 모두 차단했다. ‘마지막 농성장’이 있는 중덕 삼거리로 향하는 길에도 주민 외에는 출입을 엄격하게 통제했다.

　2일의 공사 재개작전은 전광석화처럼 이뤄졌다. 여대생과 노인 등이 주로 머물던 구럼비 해안가 농성장에는 여경 30여 명을 우선 투입해 자진 해산을 유도했다. 오전 6시쯤 중덕 삼거리 농성장에 투입된 1000여 명의 경찰은 방패로 농성자를 밀어내기 시작했다. 이렇게 공사장 입구가 열렸을 때 건설업체가 2m 높이의 펜스를 쳤다. 200m에 이르는 펜스 작업은 경찰의 보호 속에 2시간30분 만에 끝났다.

　경찰은 그러나 시위대 해산 과정에서 발생한 불법행위에 대해서는 ‘법과 원칙’대로 엄단했다. 1~3일 사이 공사를 방해한 주민과 외부 세력 39명을 입건해 이 중 4명을 구속했다. 법원이 지난달 29일 해군 측의 ‘공사 방해금지 가처분’을 받아들인 것도 경찰의 완벽작전을 뒷받침하는 요인이 됐다. 제주지법이 반대 주민 37명과 5개 단체가 공사를 방해할 경우 매번 200만원의 벌금을 물도록 결정하자 반대 측의 활동은 위축됐다.

　불씨가 완전히 꺼진 것은 아니다. 일부 주민과 시민단체, 도의회 등은 공사 강행에 강력히 반발하고 있다.

　4일에도 고권일 강정마을해군기지반대대책위원장 등 주민과 시민단체 활동가 30여 명이 중덕 삼거리에서 해군기지 반대를 외치며 농성을 이어 갔다. 제주도의회 의원 5명은 5일부터 의회 본관 1층 로비에서 연행자 석방, 해군기지 건설 공사 중단, 해군기지 건설 찬반을 묻는 주민투표 수용 등을 정부에 촉구하는 무기한 단식투쟁에 들어간다.
