Groups call for freeing of Seoul school boss

Liberal groups, including the Korean Teachers and Education Workers’ Union, are desperately trying to save the liberal superintendent of the Seoul Metropolitan Office of Education, Kwak No-hyun, by establishing a special committee to insist on his release from detention.

Kwak was arrested last week over allegations that he bribed a campaign rival to drop out of last year’s education superintendent race.

The Seoul Central District Court issued the arrest warrant, saying Kwak may try to destroy evidence.

About 50 members of liberal civic groups related to education gathered in front of the Seoul Central District Prosecutors’ Office in Seocho District, southern Seoul, Friday morning to announce the establishment of a Nationwide Joint Special Committee, which “denounced prosecutors and insisted on Seoul Education Superintendent Kwak’s release to protect the liberal education reforms” he was pursuing.

During a press conference, the liberal groups argued that “the focus of the recent scandal [over Kwak] should be whether his action was a bribe to buy off a rival candidate, which should be judged by a court rather than through detaining Kwak for questioning.”

The group also criticized the prosecution for “issuing an inappropriate prohibition order of leaving the country against Kwak,” and criticized the media for “spreading groundless assertions to make Kwak’s conviction a fait accompli.”

The committee said it will start a campaign to push for Kwak’s release and hold nationwide “candlelight festivals” to denounce the prosecution. Protests against a naval base in Jeju Island this month were dubbed festivals to avoid being canceled by police or courts. Some supporters of the Seoul education chief held a candlelight vigil in front of the Seoul Finance Center in central Seoul Thursday evening to call for Kwak’s release.

The committee said it is looking into filing a lawsuit against prosecutor Gong Sang-hoon, who is in charge of Kwak’s case at the Seoul Central District Prosecutors’ Office.

Meanwhile, three officials from the Seoul education office visited Kwak at the detention center in Seoul yesterday morning to report on budget-related issues for the fall semester and prepare for a parliamentary inspection, which is scheduled for Sept. 23. Kwak was also briefed on school issues Thursday.

전교조 등 진보단체가 지난해 교육감 선거 때 후보 단일화 대가로 2억원을 제공한 혐의로 10일 구속수감된 곽노현 서울시교육감을 조직적으로 옹호하고 나서 논란이 일고 있다. 이들 단체는 곽 교육감 구속을 무상급식 실시, 체벌 전면금지 등 ‘진보 교육’에 대한 탄압이라고 주장하고 있다. 하지만 한국교총 등은 “교육 현장에 이념을 넣어 혼란을 부추기고 있다”고 비판했다.

　전교조와 참교육을 위한 전국 학부모회 등 62개 단체는 16일 서울 서초동 서울중앙지검 앞에서 ‘정치검찰 규탄·곽노현 교육감 석방·서울혁신교육 지키기 범국민공동대책위원회’(공대위) 출범식을 가졌다. 지난해 곽 교육감의 선거대책본부 집행위원장을 지낸 조승현 방송통신대 교수가 공대위 집행위원장을 맡았다.

이들은 “사건의 핵심은 대가성과 후보 매수의 목적에 관한 법적 평가인데 이는 법정에서 가려질 문제지 구속 수사까지 할 일이 아니다”고 주장했다.

공대위 관계자는 “민주당과 민주노동당도 함께 참여하고 있다”며 “촛불집회 등을 개최하겠다”고 말했다. 공대위 측은 “서울 혁신교육을 흔들림 없이 지켜나갈 수 있도록 시민들과 함께 행동하겠다”고도 했다. 그러자 한국교총 측은 “체벌 금지 등 혼선이 심한 정책을 진보단체들이 감싸는 것은 이념을 내세워 서울 교육을 망치는 행위”라고 맞받았다.

　서울중앙지검 공안1부는 이르면 19일 곽 교육감 등 사건 관계자들을 공직선거법상 후보자 매수 및 이해유도 혐의로 일괄 기소할 예정이다. 공상훈 서울중앙지검 직무대리 검사(성남지청장)는 “18일까지 수사를 끝내고 처리 방향을 결정하겠다”고 밝혔다.

　곽 교육감은 기소되면 선거 보전비용 35억원을 모두 물어내야 한다. 곽 교육감의 측근은 이날 “사퇴할 뜻이 없음을 재확인했다”고 밝혀 그 진의에 여러 설(說)이 나돌고 있다. 곽 교육감은 기소와 동시에 직무집행이 정지되기 때문에 정책 수정이 불가피할 전망이다. 이에 따라 권한대행으로 결재권을 가지게 될 임승빈(54·행시 23회) 부교육감의 거취에 관심이 쏠리고 있다.

　임 부교육감은 이날 서울구치소로 곽 교육감을 찾아가 ‘옥중 보고’를 하려던 일정을 갑자기 취소했다. 그는 “국정감사 준비로 바빠 일정을 취소했다”며 “(업무보고는) 아무나 가도 상관없는 자리 아니냐”고 말했다. 곽 교육감 정책을 계속 추진할 것인지에 대해서는 “입장을 밝힐 시점이 아니다”고 했다.

　올 1월 임명된 임 부교육감은 곽 교육감과 별다른 충돌을 빚지는 않았다. 교과부 일각에서는 임 부교육감이 권한대행으로서 적합하지 않다는 주장도 나온다. 곽 교육감 측 인사들로 채워진 교육청을 장악하기에 무리라는 것이다. 임 부교육감의 거취는 국정감사가 고비가 될 것으로 보인다. 교과부는 10·26 재·보궐선거 전 교체할 경우 진보 진영에 빌미를 줄 수 있다는 여론 때문에 신중한 분위기다. 교과부 관계자는 “12월 정기인사도 있어 교체 시점은 선거 이후가 될 가능성이 높다”고 말했다.
