Rich fleece NHIC of ￦146 billion

About 53,000 people with high incomes avoided paying health insurance premiums in the first five months of this year, according to a report submitted to Jeon Hyun-heui of the main opposition Democratic Party.

They avoided paying 1 million won ($899) or more each, totaling 146 billion won in lost premiums, the report said.

The report by the National Health Insurance Corporation said there are 53,106 people earmarked for “special inspection” for failing to pay the right amount of health insurance premiums and that the total collection rate for the first five months of this year reached only 28.4 percent of money owed.

The people on the list have more than 100 million won in property assets, and 21,763 cheated the government out of more than 1 million won, totaling 130 billion won. Eight-hundred forty-one people cheated the government of more than 10 million won, adding up to up to 11 billion won.

The people on the list have visited clinics or hospitals more than 7 million times between 2008 to 2010, and 172.6 billion won in the health insurance budget was used for their care.

“Wealthy people who failed to pay the proper amount of health insurance premiums received treatments at hospitals and clinics at least 2 million times a year, and the government pays about 60 billion won annually for them,” Jeon said. “This makes those who have been paying their insurance premiums faithfully feel disappointed and resentful.”

For the past three years, the NHIC conducted special inspections of rich business owners who understated their actual incomes to pay lower health insurance premiums and was able to collect 8 billion won in arrears. It also nabbed 225 people who pretended they were employees of relatives’ or friends’ businesses to avoid paying individual health insurance premiums.

“The National Health Insurance Corporation should reclaims costs spent on those cheaters as soon as possible and come up with measures to increase its collection rate,” Jeon said.

"고액재산가 5만명 건보료 100만원 이상 체납"

고액재산가와 전문직 고소득자들 중 건강보험료를 100만원 이상 체납한 `특별관리대상자`가 5만3000여명에 달하고 체납액은 1400억원이 넘는 것으로 나타났다.

전현희 민주당 의원(국회 보건복지위)은 건강보험공단에서 제출받은 `건강보험 특별관리자 현황` 자료를 분석한 결과 올해 5월말 기준 특별관리대상자(5만3106명)에 대한 건보료 징수율은 28.4%에 그쳤고, 체납액은 1460억원으로 집계됐다고 13일 밝혔다.

전 의원에 따르면 건강보험 부과기준상 재산과표가 1억원 이상이면서 100만원 이상을 체납한 사람이 2만1763명이고, 이들이 체납한 금액은 1305억원이었다.

건강보험료를 1000만원 이상 체납한 사람은 841명, 체납액은 110억원으로 조사됐다.

이들은 건강보험료는 체납하면서 병의원은 적지 않게 이용했다. 2008~2010년 특별관리대상자가 병의원을 이용한 횟수는 700만건을 넘었고, 여기에 투입된 건강보험 재정이 1726억원에 달했다.

전 의원은 "고액의 건강보험료를 체납한 사람들이 매년 200만건이 훨씬 넘는 병의원 진료를 받아 600억원에 가까운 건강보험 재정을 축냈다는 사실은 성실히 보험료를 납부해온 대다수 일반 국민에게 큰 실망과 분노를 안기는 일이다"고 지적했다.

또 "건강보험공단은 고액체납자가 부당하게 이용한 건강보험 급여비용을 조속히 환수하고 체납액을 징수할 수 있는 특단의 대책을 마련해야 한다"고 말했다.

한편, 건강보험공단은 최근 3년간 고소득 전문직 사업장에 대한 특별지도점검을 통해 소득을 축소 신고해 탈루한 보험료 80억원(3만3000건)을 징수했고, 친인척 회사 위장취업 등 허위로 직장가입자 자격을 취득해 건보료를 탈루한 지역가입자 225명을 적발해 17억원을 징수했다.
