Seoul promises some new Kaesong facilities

The South Korean government will revive a stalled plan to build a fire station and emergency medical center at the Kaesong Industrial Complex in North Korea, the Ministry of Unification said yesterday.

The disclosure, which hints at Seoul’s commitment to Kaesong, the only joint economic project between the two Koreas that is still in business, came after the new unification minister pledged flexibility in North Korea policies to improve frozen inter-Korean relations.

In 2009, the government said it would build a fire station with 2,000 square meters of total floor space within the industrial complex to enhance its fire-fighting capacity, but the plan stalled due to strains in the inter-Korean relationship following two military attacks by the North last year.

According to a Unification Ministry document disclosed earlier, the government earmarked 23.7 billion won ($20.6 million) over the three years for the project, but only 1.15 billion won, or 4.9 percent, has been spent. None of the money has been spent this year.

Currently, Kaesong only has a makeshift fire-fighting supply room on the first floor of a building housing managers of the complex.

About two-thirds of the 123 South Korean companies at the complex are in industries vulnerable to fires, using textiles or chemicals, but only 59 have purchased fire insurance from North Korea. Many companies didn’t bother because they were dubious of the North’s ability to pay out in case of a fire.

The current rules of the complex bans the companies from buying policies from South Korean insurers.

A fire broke out at the complex last December and four companies suffered total losses of 1 billion won to 2 billion won. The companies weren’t insured.

The ministry’s plan to build an emergency medical center with around 10 beds and 10 doctors or nurses was also delayed due to tense inter-Korean relations. It will be built by next April.

The fire station should be built by the end of 2012.

개성공단에 소방서 … 류우익 효과

통일부, 내달 공사 착수
내년엔 응급의료시설도

정부가 개성공단 내 소방서와 응급 의료시설 건립을 추진한다. 류우익 통일부 장관은 20일 국회 외교통상통일위원회의 국정감사 업무보고 자료에서 이 같은 계획을 밝히고 “소방서의 경우 이달 시공업체 선정을 거쳐 10월에 본격적인 공사에 착수할 것”이라고 밝혔다. 완공은 내년 12월을 목표로 하고 있다. 연건평 2000㎡ 규모의 소방서는 2009년 예산이 배정됐으나 지난해 3월 북한의 천안함 폭침 도발 이후 대북 신규 투자 등을 금지한 5·24 조치에 따라 중단됐다.

　현재 개성공단에는 공단관리위원회 건물에 소방대가 있다. 소방차량 8대와 남측 4명, 북측 32명의 인력이 있다. 하지만 123개 남측 업체가 입주해 있고 북한 근로자 4만7000여 명이 일하고 있는 공단 규모로 볼 때 규모가 너무 작다는 지적을 받아왔다. 응급 의료시설의 경우 이달 중 남북교류협력추진협의회를 거쳐 내년 4월 착공한다는 계획이다. 당초 개성공단 의료환경 개선을 위해 병상 10개와 의사·간호사 등 10여 명의 의료진을 갖춘 응급 의료병원을 지난해 말까지 설립할 계획이었지만 불발됐다. 현재 개성공단에는 남측 자원봉사단체 ‘그린닥터스 개성병원’이 운영되고 있다. 하지만 응급처치만 가능하다 .

　정부가 다시 개성공단에 대한 시설 투자에 나섬으로써 류우익 통일부 장관 취임 이후 달라진 분위기가 반영된 것 아니냐는 관측이 나온다. 류 장관은 이명박 정부의 대북정책 원칙을 지킨다는 입장을 밝히면서도 대북 접근에서의 유연성을 강조하고 있다. 취임식 당일인 19일에는 김희중 천주교 대주교를 비롯한 한국종교인평화회의(KCRP) 소속 7대 종단 관계자 24명의 방북을 승인해 5·24 조치의 빗장이 풀릴 것이란 해석이 나왔다.
