Unusual defectors arrive in South

According to Japanese media, at least one defector claims to come from a very prominent North Korean family.
“They expressed hope to come to the Republic of Korea during questioning by the Japanese government and meetings with the officials of our government, and our government decided to accept them respecting their free will,” Seoul’s Ministry of Foreign Affairs and Trade spokesman Cho Byung-jae told a media briefing yesterday.
The rare arrival of North Koreans via Japan came after Japan concluded that the three men, three women and three children, left the North for the purpose of defecting to the South.
There was a media report that they were the members of the same family or relatives, but Seoul officials said yesterday that was not confirmed.
According to the Japanese media, one of the male adult defectors claimed that his grandfather was Paek Nam-un, former chairman of the North’s Supreme People’s Assembly. Paek, an economic historian born in Gochang, North Jeolla who joined the communist North in 1947, served as chairman of the Supreme People’s Assembly for five years until December 1972. He died in 1979.
A Japanese official confirmed to the JoongAng Ilbo that the defector made that claim.
The same male also claimed his father was involved in kidnapping South Koreans from the South, according to Japanese media.
“They are the points that need to be confirmed,” a Seoul official said.
On arrival, they were moved to a facility for new defectors, where officials of the intelligence agency, police and military are scheduled to conduct their investigations into their reasons for defecting.
The nine North Koreans were spotted on Sept. 13 near Noto Peninsula, Ishikawa Prefecture, and moved the next day to a refugee center in Nagasaki. Then they were questioned by Japanese authorities.
It is very rare for North Koreans to defect via Japan.
In June 2007, a North Korean family discovered on a boat off Aomori Prefecture in Japan was handed over to South Korea two weeks after the family members expressed their wish to defect there.
The previous case was 20 years earlier, when Kim Man-chol and 10 members of his family defected from North Korea by sailing a boat to Fukui Prefecture.

지난달 13일 일본 해상에서 발견된 뒤 4일 서울에 도착한 탈북자 9명 가운데 40대 남성 1명이 자신의 할아버지가 월북한 백남운(白南雲·사망·사진) 전 최고인민회의(국회) 의장이라고 일본 측 조사에서 진술한 것으로 확인됐다. 이 남성은 또 아버지가 남한 인사 납치를 담당한 노동당 간부라고 주장한 것으로 알려졌다. 백남운은 1947년 월북한 경제 사학자 출신으로 남한 학자, 교원 수십 명을 월북시켜 김일성대 설립에 공헌했다. 이 탈북자의 진술이 사실일 경우 북한의 대남 납치 공작의 일부가 밝혀질 가능성이 있어 관계당국의 조사가 주목된다.
익명을 요구한 일본 정부 관계자는 이날 “탈북자 1명이 백남운의 손자라고 분명히 진술했다”며 “손자임을 증명할 만한 객관적 증거를 내놓지는 못했지만 자신이 태어나 자란 과정과 할아버지, 부친에 대해 비교적 소상히 진술했다”고 말했다. 이어 “탈북자들이 한국에 돌아간 만큼 한국 정부가 (진술 내용에 대해) 확실하게 분간을 해줄 것으로 믿는다”고 밝혔다.
일본 후지TV는 “북한 인민군 소속인 이 남성이 (일본 측 조사에서) 자신의 아버지가 노동당의 대남 공작 지도원으로서 한국인 납치 공작에 종사했다고 증언했다”며 “아버지의 경우 한국인 100명 가까이를 납치해 스파이 교육을 시킨 다음 다시 한국에 보냈다고 했다”고 전했다. 이 남성의 진술이 사실일 경우 할아버지와 아버지가 대남 월북·납치 공작을 하고, 3대가 탈북하는 극히 드문 케이스가 된다. 정부 당국자는 이에 대해 “본인이 구체적인 근거를 내놓지 못해 자세한 것은 추가로 조사를 해봐야 한다”며 “그러나 북한 주민들 가운데 백남운을 알 만한 사람이 많지 않다”고 말했다. 정부는 특히 이 남성의 아버지가 노동당의 대남 공작 지도원이라는 진술을 주목하고 있는 것으로 알려졌다.
이 남성을 포함한 탈북자 9명은 4일 정오쯤 인천국제공항으로 입국했다. 성인 남성과 여성, 어린이 각각 3명씩인 이들은 이날 오전 10시30분 일본 후쿠오카 공항을 출발했으며, 도착 직후 경기도 시흥의 중앙합동신문센터로 옮겨져 국가정보원 등으로 구성된 정부 합동신문조의 조사를 받고 있다.
◆백남운(白南雲·1897~1979)=1947년 월북한 저명한 경제사학자. 일본 유학 시절 가까이 지낸 김광진(전 북한 사회과학원 경제연구소장)에게 남한 학자 수십 명을 소개하면서 월북시켜 김일성대 창립에 공헌했다. 48년 북한 정권 수립 때 교육상을 맡았으며 과학원 원장·최고인민회의 의장·조국전선 의장을 지냈다. ‘김일성 동지의 영웅적 위업’을 집필해 김일성 훈장을 받기도 했다.
