Another U.S. soldier suspected of sexual assault

Less than a week after a U.S. soldier was arrested for raping a Korean woman in Dongducheon, Gyeonggi, another U.S. soldier is under investigation for allegedly sexually assaulting a female high school student.

Mapo Police said yesterday that they were questioning a 21-year-old private from the Eighth U.S. Army 1st Signal Brigade for entering the room of an 18-year-old woman, raping her and then stealing her valuables.

The alleged incident occurred at 5:45 a.m. on Sept. 17 in Mapo District, western Seoul, police said, when the soldier snuck into the woman’s gositel room, a small low-cost one-room studio, where the victim was sleeping at the time. After sexually assaulting her, the man allegedly stole her laptop, worth 1 million won ($848), and fled.

After the woman reported the incident the following day, police said they were able to identify the private after contacting U.S. soldiers who had been drinking with the victim and the private the day before.

The private has been under investigation for the past five days and admitted that he stole the laptop. The soldier, however, has denied sexually assaulting the woman, claiming that the intercourse was consensual.

Based on testimony and evidence left at the scene, police believe that the soldier went drinking with three of his U.S. Army friends and the woman on the night of Sept. 16 in Seogyo-dong until 4 a.m. before taking her home and then returning alone to assault her.

Police say that after the private and a friend helped the woman to her gositel, they did not lock the door. CCTV footage from the gositel hallway also showed the private later returning to the woman’s room alone.

Police obtained DNA samples from the soldier and collected tissues, a blanket, undergarments and hair samples from the woman’s room for DNA identification at the National Institute of Scientific Investigation.

The private will asked to return to the police next week on Oct. 12 for further investigation. Police said they would hand the case over to prosecutors after their investigation.

According to the Report of Criminal Offenses of U.S. Armed Forces in Korea, there have been 1,455 criminal offenses by U.S. military personnel from 2007 to June of this year, 30 of them were sexual assault cases.

주한미군의 10대 여학생 성폭행 사건이 또다시 발생했다.

　서울 마포경찰서는 마포구 서교동의 한 고시텔에 몰래 들어가 자고 있던 여고생 A양(18)을 성폭행하고 100만원 상당의 노트북을 훔친 혐의로 미 8군 제1통신여단 소속 케빈 로빈슨(21) 이병을 입건해 조사 중이라고 7일 밝혔다. 앞서 6일에는 미군 제2사단 소속 플리핀 케빈(21) 이병이 경기도 동두천 시내 한 고시원에 들어가 TV를 보던 10대 여학생을 성폭행한 혐의로 구속기소됐다.

　경찰에 따르면 로빈슨 이병은 지난달 16일 A양과 그의 친구 B양을 미군 동료의 소개로 서울 압구정동 클럽에서 처음 만났다. 이들 4명은 클럽에서 다음 날 오전 2시까지 술을 마신 후 서교동으로 택시를 타고 이동했다. A양의 고시텔 근처 술집에서 술을 더 마신 후, A양이 만취하자 로빈슨 이병은 다른 일행과 함께 A양을 부축해 고시텔로 데려다 줬다. 고등학교 3학년인 A양은 입시학원을 다니기 위해 지방에서 올라와 자취를 하고 있었다. A양을 침대에 눕힌 로빈슨 이병 등은 방을 나서면서 문을 잠그지 않았다.

　경찰은 당시 밖으로 나왔던 로빈슨 이병이 한 시간 후 방에 다시 들어가 A양을 성폭행한 것으로 보고 있다. 고시텔 복도에 설치된 폐쇄회로TV(CCTV)에 그가 다시 방에 들어갔다가 노트북을 들고 나오는 장면이 포착됐기 때문이다. 17일 아침 잠에서 깬 A양은 “집안이 엉망이고 성폭행을 당한 것 같다”며 경찰에 신고했다. 경찰은 로빈슨 이병의 구강세포의 DNA와 방에 남아 있던 휴지, 이불, 속옷 등에서 검출된 DNA를 비교하기 위해 국립과학수사연구원에 감정을 의뢰했다.

　지난 5일 피의자 신분으로 경찰에 소환된 로빈슨 이병은 “노트북은 훔쳤지만 합의 하에 유사성행위를 했을 뿐”이라며 혐의를 부인했다.

훔친 노트북은 20만원을 받고 동료에게 팔았다. 경찰은 12일 피의자를 다시 불러 보강 조사할 예정이다.

최종상 형사과장은 “한·미 주둔군 지위협정(SOFA)에 따라 불구속 상태로 조사하고 있으며, 기소 이후에 신병을 인도받을 수 있다”며 “미군도 적극적으로 협조하고 있어 신속하게 수사한 뒤 사건을 검찰에 송치하겠다”고 말했다.

　이 같은 주한미군 성범죄는 2009년 3건에서 지난해 10건으로 느는 등 매년 증가하는 추세다. 미군 제2사단 소속 L이병(20)은 지난 2월 26일 오전 경기도 동두천 시내 B씨(70)의 집에 침입해 옥상에서 B씨 부부를 둔기로 때린 뒤 부인 C씨(64)를 성폭행하려다 실패하자 휴대전화를 빼앗아 달아났다 경찰에 붙잡혔다.

의정부지법 형사합의11부(박인식 부장판사)는 두 달 뒤 성폭력 범죄의 처벌 등에 관한 특례법 위반 혐의로 기소된 L이병에 대해 징역 7년의 실형을 선고했다. 당시 L이병에 대한 법원의 선고는 1992년 1심에서 무기징역이 선고됐던 ‘윤금이 사건’ 이후 두 번째로 엄한 처벌이었다. 윤금이 사건은 92년 10월 미 2사단 소속 K이병(20)이 동두천 시내에서 미군클럽 여종업원 윤금이(당시 26세)씨를 콜라 병으로 때려 숨지게 한 뒤 시신을 잔인하게 훼손한 사건이다. K이병은 징역 15년이 확정돼 94년부터 천안교도소에서 복역하다 2007년 8년 가석방돼 미국으로 건너갔다.
