President will address U.S. Congress Thursday

President Lee Myung-bak will address a joint session of the U.S. Congress on Thursday following the legislature’s scheduled passage of the long-stalled Korea-U.S. Free Trade Agreement, officials of the Blue House and Congress said.

According to U.S. media outlets, the House and Senate are set to approve free trade deals with Korea, Colombia and Panama on Wednesday.

Lee is scheduled to address a joint session of Congress at the invitation of House Speaker John Boehner.

The address will be part of Lee’s state visit to Washington. Lee is to depart for the United States on Tuesday.

A summit with U.S. President Barack Obama is scheduled at the White House on Thursday and a joint news conference will follow. A state luncheon and a state dinner are planned for Lee as well.

According to a senior Blue House official, Lee’s address will be on the two countries’ alliance, including the passage of the free trade agreement.

“How the FTA will widen the two countries’ [military] alliance will likely be mentioned,” he said.

Lee is the sixth Korean president to have a state visit to the United States, and the first Korean president in 13 years to address Congress. The last time was in 1998, when President Kim Dae-jung made a state visit.

On Friday, Lee and Obama will visit Detroit, home of the American automobile industry, sources at the two countries’ presidential offices said. The stop will come two days after the scheduled passage of the Korea-U.S. FTA by Congress.

In Detroit, the two leaders are “to talk about the trade agreement with South Korea that will open up economic opportunities and support jobs on both sides of the Pacific,” a White House official was quoted as saying by Reuters.

13년 만에 美의회 연설하는 이 대통령

내용 명확히 전달 위해 우리말로 연설

이명박 대통령은 우리 정상으로서는 13년 만에 미국 상ㆍ하원 합동회의에서 연설한다.

지난 1998년 김대중 전 대통령과 김영삼 전 대통령(1995년), 노태우 전 대통령(1989년), 이승만 전 대통령(1954년)이 국빈 또는 공식 방문을 계기로 양원 합동회의 연단에 섰다.

특히 이 대통령은 우리말로 30분간 연설할 것으로 전해졌다.

지난 7월 평창 겨울올림픽 유치를 위해 남아프리카공화국에서는 이 대통령이 영어로 프레젠테이션을 했지만, 이번에는 더욱 명확하게 내용을 전달하기 위해 우리말을 택했다는 게 청와대의 설명이다.

워싱턴 정가 초미의 관심사인 한미 자유무역협정(FTA)의 효과에 대해 우리나라의 시각을 생생하게 알리겠다는 것이다.

청와대 고위 관계자는 9일 "아름다운 한국말을 미국 사람에게 보여주는 의미가 있다"면서 "아울러 우리말로 하고 통역을 하면 더 의미를 정확하게 전달할 수 있다는 점도 고려했다"고 말했다.

역대로 이승만ㆍ노태우ㆍ김대중 전 대통령은 영어로, 김영삼 전 대통령은 순차통역을 통해 국문으로 연설했다.

이 대통령은 버락 오바마 대통령 취임 후 미국 의회에서 연설하는 6번째 외국 정상이 됐다. 앞서 영국과 독일, 멕시코, 호주, 이스라엘 정상이 차례로 상ㆍ하원 합동회의에 초대받았다.

영어를 모국어로 쓰는 국가 정상을 제외하고 독일은 독어로, 이스라엘은 영어로 연설했다.

이 대통령의 연설 주제는 역시 한ㆍ미 FTA에 초점이 맞춰질 전망이다.

청와대 관계자는 "전날(12일) 한미 FTA가 의회를 통과하고 워싱턴에서 가장 큰 관심사이기 때문에 주로 이에 초점을 맞출 것"이라면서 "한미 FTA와 양국 동맹 관계의 발전 방향 등에 대해 설명할 예정"이라고 말했다.
