Blame high tuition on colleges

College tuition fees have doubled over the last decade, outpacing inflation by two- or three-fold. Students and parents struggle to pay for college, and the Board of Audit and Inspection discovered why tuition fees have become so expensive. It examined the guidelines on setting tuition fees and the financial operations at 113 universities nationwide. According to the preliminary report, many were found to have inflated their budgets to raise tuition and recklessly spent revenue. The findings suggest that universities have room to lower tuition rates with well-appropriated and managed budgets that are transparent, accountable and efficient.

The biggest reason for tuition hikes has been the rampant practice of inflating budgets and settlements. When estimating the budget, expenditures have been inflated while nontuition revenue like donations have been scaled down from than the actual amounts received. The budgets and financial settlements of 35 universities over the last five years showed an average annual difference of 18.7 billion won ($16.8 million). The gap has translated into higher tuition.

Accounting malpractice also played a part in increasing tuition. A host of universities have been discovered to have spent school funds to pay for things that should have been paid by their foundations or corporate funds. Donations and funds for campus facilities were also funneled into foundations, while funding for reconstruction and renovations came from school accounts instead of their foundations. The shortfall again was billed to students.

Their finances were also a mess. Of the 113 universities, 50 were marred by corruption and embezzlement by board members, presidents, professors and staff. The Board of Audit and Inspection filed charges against 90. The direct voting system was also abused with one university president raising the allowance for his staff by 12 billion won to keep his campaign pledge.

The work of universities has now been laid out. They should stop complaining about government inspections and endeavor to enhance transparency. They must publicize their guidelines for setting tuition as well as the difference between their budgets and settlements. They must reinforce tuition review committees within the universities. Otherwise they invite outside intervention. Only 12 percent run an auditing board. Universities must take the initiative to toughen their auditing system. They also should abolish the direct election of presidents and work to close down uncompetitive colleges.

투명성 확보해 대학 스스로 인하해야
최근 10년 간 대학 등록금은 두 배 가량 인상됐다. 매년 소비자 물가 상승률의 2~3배를 웃돌 정도로 무서운 속도로 올랐다. 대학생과 학부모들이 등록금 부담에 허리가 휠 정도다. 대학 등록금이 그토록 비싼 이유의 일단이 드러났다. 감사원이 전국 113개 대학을 대상으로 실시한 ‘대학 등록금 산정과 재정 운용 실태’에 대한 감사 결과 중간 발표에서다. 요컨대 뻥튀기 예산 편성으로 등록금을 부당 인상하거나 대학재정 운용 과정에서 탈법·비리 등으로 등록금이 줄줄 샜다는 것이다. 이는 거꾸로 대학들이 예산 편성과 재정 운용에서 투명성과 책임성, 효율성을 확보하면 얼마든지 자발적인 등록금 인하가 가능하다는 얘기다.
감사 결과 드러난 등록금 상승 요인 가운데 가장 심각한 문제는 모든 대학에 만연한 뻥튀기 예·결산 관행이다. 예산 편성 때 지출은 실제 소요보다 더 많이 잡고, 기부금·교육부대수입 등 등록금 외 수입은 실제보다 적게 잡아 그 차액을 근거로 등록금을 인상하는 것이다. 35개 대학을 표본으로 선정해 최근 5년간의 예·결산을 들여다 본 결과 대학별로 연평균 187억원 상당의 예·결산 차이가 발생했다고 한다. 이 차액의 상당 부분이 부당하게 올린 등록금으로 채워진 것인 만큼 등록금을 내릴 여지가 있는 셈이다.
엉터리 회계 처리도 등록금 상승에 영향을 미친다는 점에서 문제다. 법인이나 산학협력단에서 부담해야 할 운영경비를 교비 회계에서 끌어다 쓰거나 교비 수입으로 잡아야 할 학교기부금·학교시설사용료 등을 법인회계로 빼돌리는 등 누수(漏水)가 발견된 대학이 적잖다. 대학이 법인이 부담해야 할 학교시설 건설비를 교비에서 부당하게 지출하는 행태는 일반화돼 있을 정도다. 하나같이 그 부족액을 등록금으로 메워야 한다는 점에서 등록금 인상을 초래하는 잘못된 관행이다.
등록금으로 조성된 대학 재정이 허투루 쓰이는 사례도 부지기수다. 감사 대상 113개 대학 중 50개 대학에서 이사장·총장·교수·직원이 횡령·배임으로 학교에 손해를 끼쳤다. 감사원이 수사 의뢰한 비위 행위자만 90명에 이른다. 총장이 공약을 이행한다는 이유로 120억원의 교직원 수당을 부당 인상한 사례에서 보듯 총장 직선제가 등록금 인상 요인이란 사실도 입증됐다.
이제 대학이 해야 일은 자명하다. 대학에 대한 감사원 감사가 자율권 침해라며 볼멘소리를 하기에 앞서 예산 편성과 회계 운영의 투명성부터 확보하려는 노력을 기울여야 한다. 예·결산 차액과 등록금 산정 근거를 제대로 공시하고 유명무실한 학내 등록금심의위원회 구성·운영을 내실화해야 한다. 그게 바로 자의적인 예산 편성을 막는 장치다. 지금처럼 감사 전담기구가 설치된 대학이 12%에 불과한 상태에서 대학 회계 투명성 확보는 공염불에 불과하다. 대학 스스로 외부 회계감사를 포함해 회계감사 시스템을 강화하려는 자세를 가져야 한다. 총장 직선제 폐지와 부실대학 구조조정 노력도 뒤따라야 한다.
