Where is the responsible party?

Vote rigging and obstructing elections are the main characteristics of underdeveloped democracies. We believed such political activities had no place in 21st century Korea. But the massive cyberattack on the National Election Commission’s Web site during the Oct. 26 Seoul mayoral by-election testifies to the unceasing corruption in elections. The large-scale distributed denial-of-service attack was allegedly carried out by a chauffeur to Representative Choi Ku-sik, of the ruling Grand National Party, in an attempt to prevent young voters from finding their polling stations.

Besides the simple fact that just 200 zombie computers were enough to satisfy politicians’ appetite for election fraud in a high-tech era, the latest episode has exposed the backwardness of our politics even today, which is further aggravated by the irresponsible responses from the GNP and its counterpart Democratic Party after the fiasco.

The ruling party has persistently claimed that it had “nothing to do with the incident” and says it will “carefully watch the progress of the police investigation.” GNP Chairman Hong Joon-pyo did not apologize for the mishap until two days after it was revealed, although he said he was sorry about what the driver had done. If a man affiliated with the party is accused of being directly involved in the cataclysmic obstruction of an election, the ruling party should sincerely apologize to the people and express its regret about what happened. And if it is a responsible party, it must proclaim it will find the accomplices immediately. Yet the GNP is doing its best to shake off its responsibility by distancing itself from the scandal.

The GNP has given us the impression that it will only reluctantly invoke its right to launch a parliamentary investigation into the case. There is no one, including Hong, who will take responsibility for that, and Choi has already resigned from his post in the party’s public affairs office.

Now there is a new rumor spreading on social networking services that an NEC insider was involved in the cyberattack, as well as plenty of talk about who was behind the attack, which may eventually lead the public to turn its back on the administration.

We don’t want to believe that the GNP orchestrated such a horrific scheme ahead of the Seoul mayoral by-election. Yet it can hardly rid itself of public discontent over this new blunder. It is time for the party to devise a plan to put itself through a thorough verification process in order to dispel groundless suspicions.

선거방해와 투표부정은 전형적인 전근대적 후진 사회의 행태다. 21세기 민주화된 대한민국에선 이런 일이 일어나지 않을 줄 알았다. 하지만 이번 한나라당 의원실 9급 직원 공모씨의 선거관리위원회 홈페이지 디도스(DDos)공격 사건은 정치권의 선거부정에 대한 욕망이 여전함을 드러냈다. 정보화된 최첨단 사회에선 수많은 인력을 동원하지 않고도 좀비PC 수백 대와 이를 제어할 노트북 한두 대만 있으면 쉽게 선거부정을 할 수 있다는 사실도 일깨워줬다.
이번 사건은 내용 자체도 충격적이지만 한국의 후진적 정치 행태를 만천하에 드러낸 것이어서 허탈감을 준다. 특히 이 사건 공개 후 보여준 한나라당의 무책임한 태도는 실망감을 넘어 우리나라 여당 정치인들의 수준에 대한 깊은 우려를 낳게 한다.
한나라당은 사건이 공개되자 “당이 직접 관계된 일이 아니므로 공식 대응은 않겠다” “경찰수사 결과를 지켜보겠다” “한나라당은 상관이 없다”는 등의 변명으로 일관했다. 사건 공개 이틀이 지나서야 홍준표 대표가 “비록 국회의원 9급 운전기사가 연루된 것이지만 당으로선 국민께 죄송하다”고 마지못해 사과했다. 이번 사건은 민주주의 질서를 송두리째 흔들 수 있는 선거부정사건이다. 한 당직자도 말했듯이 당이 개입한 게 드러나면 당이 문을 닫아야 할 일이다. 이런 사건에 당 관계자가 연루됐다. 그렇다면 한나라당은 가장 먼저 통렬한 반성과 함께 국민 앞에 무릎 꿇고 사과 했어야 한다. 더 연루된 관계자가 없는지 스스로 색출하겠다고 나서고, 의혹을 한 점 남기지 않기 위해서라도 국정조사를 받겠다고 먼저 나서는 게 책임 있는 공당(公黨)의 자세다.
그러나 지금까지도 한나라당은 피의자들과 선 긋기를 하며, 책임을 회피하려고 안간힘을 쓰는 모습만 보여주고 있다. 민주당이 국정조사와 특별검사제도입 요구에 나서자 마지못해 경찰 수사가 끝난 후 국조를 검토하겠다는 소극적인 모습이다. 홍준표 대표를 비롯해 책임지겠다고 나서는 사람이 한 명도 없다. 자기 비서가 연루된 최구식 의원이 당직에서 물러난 게 전부다. 그저 경찰수사결과를 지켜보겠다는 무기력한 말만 반복하고 있다.
현재 이 사건을 두고 ‘선관위 내부자가 관련돼 있다’는 주장이 소셜네트워크서비스(SNS)를 통해 확산되고 있다. 사건 개요밖에 발표되지 않은 경찰 수사를 놓고 벌써부터 각종 의문이 제기되고 있다. 수사결과가 발표되더라도 괴담과 의혹이 꼬리를 물 것이라는 조짐은 이미 나타나고 있다. 민심이반의 새로운 폭탄으로 등장한 것이다.
설마 한나라당이 조직적으로 이런 엄청난 일을 기획했을 것이라고 믿고 싶지 않다. 그렇지만 혼자서 아무리 아니라고 목소리를 높여도 꼬리 자르기라는 오해를 면하기 어려운 상황이다. 그럴수록 한나라당은 회피만 하지 말고, 객관적으로 혐의를 벗을 수 있도록 외부의 철저한 검증을 거치는 방안을 강구해야 한다. 그것만이 분노한 민심에 최소한이라도 부응하는 길이다.
