More jobs for a better tomorrow

South Korean nationals will elect both legislators and a new president this year. Their vote will change the political landscape and their choice of leadership could determine the future of the country. This is why public interest in, and expectations of, the emerging leadership is so great. The new leadership has many formidable tasks, with job creation one of the top priorities. The country’s economic growth has been stagnating, and social conflicts have been aggravated by the pressures associated with an aging society and increased polarization. Welfare costs are quickly rising along with the fiscal burden on the state, creating even greater need for more jobs. Jobs create income, and only income growth can support an aging society and help ease the disparities in wealth.

But new graduates, who are responsible for the country’s future, are struggling to land stable employment, dealing instead with one rejection letter after another. As such, they are becoming increasingly politicized and warning politicians that their votes will go to those candidates who can provide assurances of future job security.

An economy run by an elite band of conglomerates can no longer be depended on to roll out new job opportunities. Even with staggering export growth, the economy seems able to sustain itself without ramping up hiring. If rising exports do not compel employers to go on recruitment drives, other incubators in the domestic market must be sought out. The service sector, which targets local consumers, can better provide jobs than exporting manufacturers.

The JoongAng Ilbo has been campaigning for a new state policy dubbed “Jobs for Tomorrow,” which is aimed at growing the domestic market to pump out more jobs. Various barriers that are hampering the expansion of the domestic industry must be broken down. A few moves to deregulate are not enough. All red tape must go if authorities want to save the economy and safeguard the country’s future.

And with the growth of East Asia, the timing could not have been better. Seoul is only a two-hour flight away from 41 cities, each with a population of over 1 million people. When peripheral regions are factored in, this puts a market of around 300 million people within local companies’ reach. These opportunities must be grabbed in order to establish more full-time positions for young people.

The next president must provide a firm vision and specific action plans to boost domestic consumption and create jobs, and the public will be watching to see who can rise to the challenge.

내 일(my job)이 없어 내일(tomorrow)이 없는 세대…일자리 창출만이 고령화·양극화의 해법 동북아 전역으로 내수시장 확대해야
올해는 총선과 대선이 함께 치러진다. 그 결과에 따라 새로운 정치지형이 형성될 것이고, 여기서 어떤 지도자가 뽑히느냐가 대한민국의 미래를 좌우할 것이다. 그러기에 앞으로 태동할 새로운 국가 리더십에 대한 국민적 관심과 기대도 크다. 새로운 지도자가 풀어야 할 국가적 과제는 적지 않다. 그 가운데 가장 중요한 것의 하나가 일자리를 만들어 내는 일이다. 급속히 진행되는 고령화와 양극화로 한국사회는 경제성장이 정체되고 사회적 갈등이 폭발하기 직전이다. 복지수요는 급증하고 재정부담은 가중되고 있다. 우리는 그 해법이 지속적인 일자리 창출에 있다고 본다. 일자리가 있어야 소득이 생기고, 소득이 있어야 고령화와 양극화를 해소할 수 있는 재원을 감당할 수 있기 때문이다.
특히 대한민국의 미래를 짊어질 청년들에게 안정적인 일자리를 만들어주는 것이 시급하다. 이들이 실업자로 사회에 첫 발을 내딛고, 백수로 세월을 허송하는 한 대한민국의 ‘내일’은 없다. 이들의 정치적 목소리도 커졌다. 청년들은 “내 일(my job)이 없이는 내일(tomorrow)도 없다”며 “일자리를 만들 비전을 제시하는 후보에게 표를 몰아주겠다”고 벼르고 있다.
그러나 그 동안 한국경제를 지탱해온 수출 대기업 중심의 성장패턴으로는 더 이상 새로운 일자리를 만들어내기 어렵다. 아무리 수출로 성장을 해도 과거처럼 일자리가 생기지 않는 ‘고용 없는 성장’이다. 일자리를 만들 수 있는 방식으로 경제의 패러다임을 전환해야 할 이유다. 수출에만 매달려 더 이상 일자리를 만들 수 없다면 새로운 고용 창출의 길은 ‘내수(內需)’에서 찾을 수 밖에 없다. 실제로 내수산업의 주축인 서비스업의 고용 유발효과는 수출위주의 제조업보다 과가 훨씬 크다.
이 때문에 중앙일보는 올해 국가 어젠다의 하나로 ‘내(내수)·일(일자리)’을 꼽았다. 내수산업을 키워 일자리를 만드는 것을 국가적 과제로 삼자는 것이다. 그러자면 내수산업의 성장을 가로막고 있는 각종 규제부터 확 풀어야 한다. 그저 몇 가지 규제를 푸는 정도로는 안 된다. 일자리 창출에 나라의 명운이 걸렸다는 각오로 내수·서비스업에 대한 규제 혁파에 나서야 한다.
마침 내수 확대의 기회가 가까운 곳에 있다. 한·중·일 3국이 포진한 동북아 지역이 미국과 유럽을 제치고 세계경제의 중심축으로 떠오른 것이다. 인천공항에서 비행기로 2시간 거리 내에 인구 100만 이상의 도시가 41개에 이른다. 그 배후지역까지 합치면 인구 3억명의 거대 내수시장이 바로 우리 눈 앞에 펼쳐진 것이다. 이 기회를 잡아야 우리의 내수산업이 살고, 청년들의 일자리가 생긴다.
미래의 지도자는 내수를 키워 일자리를 만들어낼 비전과 구체적인 실행계획을 내놓을 수 있어야 한다. 국민들도 눈을 부릅뜨고 대한민국의 ‘내일’을 감당할 지도자가 누구인지를 가려내야 한다. 내(내수)·일(일자리)’에 대한민국의 ‘내일’이 있다.
