Build the base on Jeju

Construction of a naval base at Gangjeong Village in the southern tip of Jeju Island finally began yesterday by blasting the rock bed on the coastline. Despite a vehement protest by scores of opponents, including some of the villagers, liberal civic groups and Chung Dong-young, a lawmaker from the main opposition Democratic United Party, and Lee Jung-hee, cochairwoman of the minor opposition Unified Progressive Party, the blasting proceeded on schedule.

Governor of Jeju Woo Keun-min’s call for another simulation to prove the feasibility of the plan to dock two 150,000 ton cruise ships in the port was also rejected at the last minute. The blasting work is scheduled to be completed within three months.

As we have repeatedly argued, it is hard to deny a strong need for a naval base on the island. Some 98 percent of our total exports and imports depend on sea lanes, particularly ones to the south of Jeju Island. The area, however, increasingly shows signs of international conflicts due to territorial disputes between China and Japan. China even covets the waters off our southernmost island of Ieodo, heralding a territorial friction in the future. Therefore, our government must retain an ability to swiftly deal with any emergencies.

The construction decision was reached after a long debate. Our navy proposed to establish a naval base on the island in 1993 and Gangjeong Village was picked in 2007 as it showed the strongest support compared to other two candidates.

Of course, not all of the villagers supported it, for diverse reasons, including the government’s insufficient compensation for their loss of income from fishing and environmental degradation. Still, no one opposed it for ideological reasons. With the participation of liberal civic groups in the protest since last year, however, it suddenly turned into a political problem. Later, the village was blanketed with lopsided slogans - “No military base on a peaceful island” or “No U.S. military base aimed at containing China on our land.” Yet a majority of the villagers still show a firm support for the naval base.

We are dumbfounded at these groups’ irrational opposition to the project in a volatile area. After steady perseverance, the government has decided to push ahead with the construction in the face of opposition. Once started, the project must be completed as scheduled no matter what obstacles await. A majority of our citizens’ and Gangjeong villagers’ support for the security project should never be thwarted by a smaller group of liberals.

해양 안보 강화 필요성 이해하는 국민과 마을 주민 다수가 지지 소수 극렬 세력에 막히면 안 돼 제주 남쪽 강정마을 해군기지 건설이 7일 해안 바위 지대 발파공사가 시작됨에 따라 본궤도에 올랐다. 이날 새벽부터 마을 주민 일부와 반대운동에 앞장서는 시민단체 사람들, 정동영 민주통합당 의원과 이정희 통합진보당 의원 등 수십명이 발파 공사를 저지하기 위해 시위를 벌였으나 경찰에 의해 제지됐고 발파공사는 예정대로 이뤄졌다. 우근민 제주지사 역시 마지막 순간에 15만t급 유람선 2척의 동시 입항 가능성을 검증하는 시뮬레이션을 다시 해야 한다는 이유로 공사 연기를 중앙 정부에 요청했으나 거부당했다. 제주도는 이어 공유수면매립 정지명령을 예고하는 공문을 해군참모총장 앞으로 발송했다. 그러나 발파 공사는 3개월 안에 모두 끝날 예정이다. 제주도에 해군기지가 필요한 이유는 이미 널리 알려져 있다. 우리 나라 수출입 물동량의 98%가 바다로 운송되고 있고 그 대부분이 제주 남방 해역을 거치고 있다. 그러나 제주 남방해역은 중국과 일본 등의 패권 다툼 등으로 갈수록 분쟁 가능성이 커지고 있다. 중국은 전설의 섬 이어도 해역도 넘보고 있어 한·중 간에도 분쟁 가능성이 상존한다. 따라서 우리가 유사시 신속하게 분쟁에 대처할 능력을 갖춰야 하는 것은 너무 당연한 일이다. 제주도야말로 그런 필요성에 가장 부합하는 전략적 우위를 가진 우리 영토다. 강정마을에 해군기지를 설치하는 정책은 오랜 논의 과정을 거친 끝에 결정된 것이다. 1993년 제주에 해군기지를 건설해야 한다는 건의가 해군에 의해 입안됐고 그것이 강정마을로 결정된 것이 2007년이다. 당시 해군기지 유치를 희망하는 마을은 강정마을을 포함해 위미와 화순 등 3곳이었다. 그러나 주민들 가운데 해군기지 유치에 가장 적극적인 찬성의사를 보인 곳이 강정마을이었고 이 점이 받아들여져 최종적으로 결정된 것이다. 물론 주민 모두가 찬성한 것은 아니었다. 고향마을을 지켜야 한다는 생각부터 어업권 보상이나 토지매입 과정에서 소외된 점 등 반대한 주민들의 이유는 다양했다. 다만 이념적 성향의 반대는 거의 없었다. 그런데 지난해부터 재야 시민단체들이 가담하면서 반대운동은 지극히 정치적으로 변질됐다. ‘평화의 섬 제주에 군사기지가 웬 말이냐’ ‘중국을 견제하는 미군기지가 될 것’이라는 등 편향된 이념으로 채색된 반대 구호가 강정마을 전체를 뒤덮었다. 그럼에도 해군기지 건설에 찬성하는 마을 주민 다수의 뜻은 여전히 굳건하다고 한다. 나라를 지키기 위해 설치되는 해군기지를 두고 극렬히 반대하는 세력의 의도를 헤아릴 길이 도저히 없는 상황이다. 결국 정부도 오랜 시간 인내한 끝에 반대를 무릅쓰고 공사 강행 결정을 내렸고 7일 발파공사를 시작했다. 이왕 시작했으니 정부는 어떤 어려움이 있더라도 기지 건설을 예정된 시간 안에 끝낼 수 있도록 최선을 다해야 한다. 안보를 중시하는 국민 다수와 강정마을 주민 다수의 뜻이 소수 극렬주의자들에 의해 좌절돼선 안 된다.
