Will Pyongyang listen to Beijing?

Chinese President Hu Jintao said yesterday that he has urged North Korea to halt its plan to launch a satellite and delivered his “deep concerns” about the plan to Pyongyang on several occasions. Hu and President Lee Myung-bak agreed at the Seoul Nuclear Security Summit to cooperate closely in order to avert the planned rocket launch in mid-April. Hu’s statement illustrates both leaders’ agreement that the launch will have a negative impact on peace on the Korean Peninsula and resumption of the long-stalled six-party talks. It is extremely rare for the North Korean ally to break from its long-standing support of the country.

China took part in drafting and adopting the UN Security Council Resolution 1984 after the North’s first test of a long-range missile and nuclear test in 2009. Article Two of the resolution strictly bans Pyongyang from launching any rockets - whether it be a satellite or a missile. Therefore, the North’s planned firing of the Kwangmyongsong-3 rocket, which is allegedly aimed at putting a satellite into orbit, is a clear violation of the UN resolution.

Hu’s warning to the North reflects his desire to thwart Pyongyang’s defiance of the resolution. His remarks also demonstrate his intention not to allow Pyongyang to put a damper on the resumption of the six-party talks, particularly after the Feb. 29 deal struck between Washington and Pyongyang for food aid in exchange for a moratorium on missile and nuclear tests.

Yet it is not clear if China’s opposition will force Pyongyang to give up the plan, as it is part of events to celebrate the 100th birthday of Kim Il Sung and is seen as an ignition point for a “strong and prosperous” nation. Beijing will not likely go so far as to threaten to suspend food aid, as Washington has. And with about 20 days before the launch date, it is hard to exclude the possibility of a dramatic change. Yet, pessimism appears to prevail over optimism at the moment. North Korea has already begun to assemble rocket components around a new launch pad at Tongchang-ri in North Pyongan Province, which suggests that Pyongyang is going ahead with the launch despite the wishes of its biggest ally.

The leaders of 53 countries have all urged Pyongyang to put a stop to its reckless plan. As Russian President Dmitry Medvedev said, North Korea must use its money not to develop and launch long-range ballistic missiles but to feed its own starving people.

It is totally ludicrous to think the North could become a powerful nation with citizens who continue to suffer from severe malnutrition.

후진타오 주석도 깊은 우려 표명
러, “주민부터 먹여 살리라” 충고

후진타오(胡錦濤) 중국 국가주석은 어제 중국이 북한의 로켓 발사계획에 대해 여러 차례 깊은 우려를 전달하고 중단할 것을 촉구했음을 밝혔다. 후 주석은 또 이명박 대통령과 회담에서 로켓 발사를 저지하기 위해 긴밀히 공조하기로 했다. 두 정상이 한반도 평화와 6자 회담 재개에 부정적인 영향을 미친다는데 공감했다는 것이다. ‘혈맹’인 북한과 관련한 이슈에서 거의 일방적으로 편드는 듯한 입장을 보여온 중국으로선 상당히 이례적이다.
중국은 2009년 북한의 로켓발사와 핵실험 뒤 채택된 유엔 안전보장이사회 결의 1984호 채택 당시 안보리 상임이사국의 자격으로 가담했다. 이 결의 2항은 북한의 로켓발사를 금지하고 있다. 그것이 위성발사이든 미사일 실험이든 구분하지 않고 있다. 따라서 ‘광명성 3호’ 인공위성을 발사한다는 북한의 계획은 안보리 결의를 정면으로 위반하는 것이다.
후진타오 주석이 한·중 정상회담에서 대북 경고 발언을 한 것은 중국이 찬성한 안보리 결의를 정면으로 부정하는 북한의 움직임을 저지해야 한다는 명분에 따른 행동이다. 나아가 6자 회담 주최국으로서 북·미간 2.29 합의에 따라 6자 회담 재개 움직임이 있던 터에 북한이 찬물을 끼얹는 것을 지켜볼 수만은 없다는 뜻이기도 하다.
그러나 북한에 상당한 물질적, 외교적 지원을 해온 중국의 반대가 과연 북한을 주저앉힐 수 있을지는 알 수 없다. 북한이 김일성 출생 100주년을 기념해 이른바 ‘강성대국’을 출범시키는 행사로 로켓발사를 준비하고 있기 때문이다. 실제로 북한은 최근 평안북도 동창리에 신설한 로켓발사장 주변에 로켓 부품들을 옮겨놓고 조립에 착수한 것으로 군 정보당국이 밝혔다.
이는 북한의 최대 후원국인 중국이 우려를 전달하고 중단을 촉구했음에도 불구하고 북한은 여전히 로켓발사를 강행할 계획임을 시사한다. 중국은 미국과 달리 북한에 대한 식량 등 대북지원을 중단하는 카드를 사용할 뜻을 공개적으로 밝히지 않는 등 ‘팔 비틀기’까지 시도할 것 같진 않다. 예정된 발사 시점까지 20일 가량 남아 있으므로 마지막 순간에 극적인 변화가 있을 가능성을 배제할 순 없지만 현재로선 우려가 더 큰 상황이다.
어제 하루 동안 서울에 온 각국 정상들은 하나같이 북한의 로켓발사계획 중단을 강력히 촉구했다. 오바마 미 대통령, 후진타오 중국 주석, 메드베데프 러시아 대통령과 반기문 유엔사무총장 등 세계의 중심적 리더들이 모두 가담했다. 북한이 전세계적인 요구를 끝내 묵살하지 않기를 바란다.
메드베데프 대통령의 말대로 북한은 막대한 비용을 들여 로켓을 발사하는 대신 주민들을 먹여 살리는데 힘써야 한다. 주민들은 굶주리는데 로켓 발사로 ‘강성대국’이 달성된다는 것은 우스꽝스러운 일이 아닐 수 없다. 국제 사회 전체가 강력히 경고하는 가운데 위성발사를 위장해 미사일 실험을 강행함으로써 미국 등 국제사회를 위협한다는 꼼수도 통하기 어렵다.
