Safeguard against the North

Domestic and international airplanes have been experiencing GPS signal disturbance during their flights over the capital area for nearly one week. According to the Ministry of Land, Transport and Maritime Affairs, a total of 337 flights - including one by a foreign military plane - reported GPS problems for six days in a row until yesterday.

Yet the ministry says that there was no problem for their flights as aircraft can still fly normally by activating an inertial navigation system when the GPS signal disturbance occurs. However, we should not make light of the disturbance, as it could lead to a massive disaster anytime backup navigation systems do not function properly. On average, about 1,200 flights take off and land at several airports, including the Incheon International Airport, in the Seoul area everyday.

The Korea Communications Commission says that the disturbing signals were most likely transmitted from the Kaesong area in North Korea after meticulously tracing the origin of the jamming signals. Based on that, the Ministry of National Defense puts more weight on the possibility that Pyongyang transmitted the jamming signal on purpose.

North Korea warned Seoul last week that a special operation unit under the Supreme Headquarters of the People’s Army will soon launch a revolutionary action in order to wreak havoc on South Korean society through unique and unprecedented methods.

Our military intelligence authority came up with an explanation that the GPS signal disturbance of a multitude of aircraft could be part of the special action North Korea threatened to kick off.

North Korea’s GPS jamming over our capital area is not new, as we already experienced a similar disturbance during the annual Ulchi Freedom Guardian exercise in 2010 and the Key Resolve drill last year. As such, it may be too early to believe that this is the beginning of the revolutionary provocation the North threatened to launch.

Still, we cannot lower our guards, particularly considering the dire possibility that North Korea may eventually resort to an unrivaled surprise attack against our mass transit systems - including subways or railroads across the country - or our utilities like electricity, gas and water, and sewage systems. The government must be able to reassure the public through a thorough preparation and impeccable response under any circumstance.

수도권 상공을 운항하는 국내선과 국제선 항공기에서 발생하고 있는 GPS(위성위치확인시스템) 신호 이상이 일주일 가까이 지속되고 있다. 국토해양부에 따르면 지난달 28일부터 나타나기 시작한 GPS 신호 교란이 어제도 계속돼 지난 엿새 동안 국적선 323편과 외국항공사 소속 항공기 13편, 외국군용항공기 1편 등 모두 337편의 항공기에서 GPS 신호 이상이 감지됐다고 한다. GPS 신호 교란이 발생하면 관성항법장치 등 다른 항법시설을 이용해 비행하기 때문에 정상운항에는 아무 지장이 없다는 것이 국토해양부 설명이다. 하지만 만의 하나 다른 항법장치까지 고장 났다면 공중 충돌 같은 아찔한 대형 참사로 이어질 수 있다는 점에서 결코 가볍게 넘길 문제가 아니라고 본다. 인천공항과 김포공항 등 수도권 공항에서 뜨고 내리는 항공기만 하루 평균 1200편이다. 방송통신위원회는 교란 전파 발신 위치를 추적한 결과, 북한 개성 지역에서 전파가 발사된 것으로 파악했다고 한다. 이를 근거로 국방부는 북한이 의도적으로 교란 전파를 발사했을 가능성에 무게를 두고 있다. 북한은 지난달 23일 인민군 최고사령부 특별작전행동소조 통고를 통해 “혁명무력의 특별행동이 곧 개시된다”면서 “특별행동이 일단 개시되면 3~4분, 아니 그보다 더 짧은 순간에 지금까지 있어본 적이 없는 특이한 수단과 우리 식의 방법으로 모든 도발 근원을 초토화할 것”이라고 경고한 바 있다. GPS 신호 교란은 북한이 말한 특별행동의 일환일 수 있다는 것이 군 당국의 분석이다. 수도권 상공의 GPS 신호 교란이 이번이 처음은 아니다. 2010년 을지포커스훈련이나 지난해 키리졸브 훈련을 전후해서도 비슷한 현상이 나타난 바 있다. 따라서 이를 두고 북한이 경고한 혁명무력의 도발이 시작된 것으로 속단하긴 이르다. 그렇더라도 결코 경각심을 늦춰선 안 된다. 특히 지하철이나 철도같은 대중교통망이나 전력•가스•상하수도 같은 사회기반 시설에 대한 교묘한 테러나 공격으로 허를 찌를 가능성도 염두에 둬야 한다. 정부는 철통 같은 경계와 빈틈없는 대응으로 국민을 안심시켜야 할 것이다.
