Reps walk away from promises to mend ways

정치 개혁 약속 지키지 않은 국회의원
Months of promises by politicians in both the ruling and opposition parties to embark on a new path of cleaner politics evaporated swiftly once the presidential election was over.

지난 몇 달간 여야를 막론하고 국회의원들은 더 깨끗한 정치의 새로운 길에 들어서겠다고 약속했다. 그러나 대통령 선거가 끝나자마자 그들의 태도가 확 달라졌다(약속이 증발했다).
Ahead of the Dec. 19 election, the ruling Saenuri Party and the opposition Democratic United Party competed on promises of reform, vowing specifically to give up lawmakers’ privileges and improve the way the National Assembly operates.

12월 19일 대통령 선거를 앞두고 새누리당과 민주통합당은 경쟁적으로 정치개혁을 맹세했다. 구체적으론 회기 중 국회의원의 불체포 특권을 포기하고 국회 운영을 개선하겠다고 다짐했다.

The Saenuri Party was the first to announce its reform measures last June. It promised to bar lawmakers from holding additional jobs and said they would surrender their salaries if they failed to hold legislative sessions.

새누리당은 지난 6월 먼저 정치 개혁 조치를 발표했다. 국회의원이 다른 직업을 갖지 못하도록 하겠으며 회기를 열지 못하면 세비를 포기하겠다고 말했다.
The ruling party also promised to give up the lawmakers’ immunity from arrest during a legislative session - a remnant of dictatorial days - and reform their pension system. A promise to punish violence inside the National Assembly chamber was made, and to invite nonlawmakers to sit on the ethics committee. The party also created a task force to realize the pledges.

집권당은 또 국회 회기 중 체포되지 않는다는 국회의원의 면책 특권-독재정권 시절의 잔재-을 포기하고 국회의원 연금제도를 개혁하겠다고 약속했다. 국회 의사당 안에서의 폭력행위를 처벌하겠으며 국회 윤리위원회에 국회의원이 아닌 사람을 초빙하겠다는 약속도 했다. 새누리당은 그런 약속을 실현할 특별 위원회(task force)를 만들기도 했다.
The Democratic United Party made similar pledges the same month. It also promised to cut lawmakers’ salaries by 30 percent and reduce the total number of the National Assembly members. The DUP sponsored a bill to cut lawmakers’ salaries on Dec. 3, just weeks before the presidential election, and the Saenuri Party agreed to it. But the bill never made it to a voting session.

민주통합당도 같은 달 비슷한 약속을 했다. 국회의원의 세비를 30% 깎겠으며 전체 국회의원의 수를 줄이겠다고 약속했다. 대통령 선거를 몇 주 앞둔 12월 3일 국회의원의 세비 삭감안을 발의했고 새누리당도 동의했다. 그러나 그 법안은 표결에 부쳐지지 않았다.
