Dog licensing unleashes debate

On a cold winter evening in 2009, I decided to brighten my loneliness by getting myself a month-old puppy. Ashley - my furry daughter - and I instantly became so attached to each other. Like a devoted mother, I am always willing to do what’s best for her, and she pleases me with her unconditional loyalty - although she bites me when I bother her while she’s eating.

2009년 어느 추운 겨울 저녁 태어난 지 겨우 한달 된 강아지를 사서 외로움을 달래기로 결정했다. 털복숭이 내 딸 애쉴리와 나는 금세 서로에 애착을 느꼈다. 마치 헌신적인 엄마처럼 언제나 애쉴리에게 가장 좋은 걸 해주려 했다. 비록 무언가 먹는 애쉴리를 귀찮게 하면 날 물기도 했지만 말이다.
So when I heard the news late last year that the Korean government will require all dogs to be registered, I was more than happy to comply. It sounded like the government was finally showing concern toward animals.

I began searching online about how to make my furry daughter a legal dog in Seoul. But the more I read news articles and posts on the Internet about how to register Ashley, the more I got confused. Some said it was mandatory to insert a microchip inside your dog’s body; others said it differed by district.

서울에서 어떻게 하면 내 애완견을 합법적인 개로 등록할 수 있는지 인터넷으로 조사하기 시작했다. 그러나 애완견 등록 방법을 다룬 신문기사와 인터넷에 계시된 글을 읽으면 읽을수록 혼동됐다. 어떤 사람은 개의 몸에 마이크로칩을 심는 게 의무사항이라고 했고 다른 사람은 구마다 다르다고 했다.
Perplexed about what to do, I gradually forgot about the whole registration system for dogs until last month, when I read several more articles about the change that was to take effect on Jan. 1. I was surprised to find out that no one, not even my veterinarian, had reminded me of the new regulation that could cost me 1 million won ($942) if Ashley was not registered.

어찌할 바를 몰라 당황했던 나는 서서히 애완견 등록제 전부를 잊어버렸다. (그러다) 지난 달 애완견 등록제가 1월 1일부터 발효된다는 기사를 몇 개 읽고는 깜짝 놀랐다. 아무도, 심지어 애쉴리 담당 수의사도 새로운 규제에 따라 개를 등록하지 않으면 1백 만원의 벌금을 물 수 있다는 사실을 알려주지 않았구나 깨달았기 때문이다.
