No change without communication
A month has passed since the new Park Geun-hye administration kicked off./ 박근혜 정부가 출범한지 한 달이 지났다/ But the change she proclaimed is not tangible yet./ 하지만 박 대통령이 선언한 변화는 아직 느낄 수 없다/ In an interview with the JoongAng Ilbo, Kim Kwang-doo, head of Park’s think tank National Future Research Institute, said he could not feel the wind of change./ 박근혜 대통령의 싱크탱크였던 국가미래연구원의 김광두 원장은 중앙일보와의 인터뷰에서 변화의 바람을 느낄 수 없다고 말했다/ He added that it’s unclear what values the new government pursues./ 그는 새로운 정부가 추구하는 가치가 무엇인지 분명하지 않다고 덧붙였다/ President Park should grasp what message her key adviser tried to deliver to her./ 박대통령은 핵심 조언자가 해 주고자 하는 메시지가 무엇인지 파악해 보아야 한다/With every power shift, the people expect change they can feel in their daily lives./ 모든 권력이 바뀌면 국민은 일상생활에서 느낄 수 있는 변화를 기대하기 마련이다/ If the change occurs in a positive way, it can turn into energy for national revitalization./ 만약 그 변화가 긍정적인 방식으로 일어난다면 그것은 국가적인 활력을 위한 에너지로 바뀔 수 있다/ To the dismay of many people, however, the new administration has wasted time passing her proposed government reorganization bill and dealing with all the unnecessary noise from her appointments for high-profile posts in the government./ 그러나 많은 사람들에게 실망스럽게도 새로운 정부는 박대통령이 제안한 정부조직법을 통과 시키는데 시간을 낭비하고 정부 고위직의 임명과 관련한 불필요한 모든 잡음을 수습하는데 시간을 낭비해왔다/
The problem primarily stems from a critical lack of communication as clearly seen in the protracted revision of the government restructuring bill./ 질질 끈 정부조직법의 개정에서 분명히 보았듯이 문제는 주로 소통의 중대한 부족에서 비롯되었다고 볼 수 있다/ The Blue House and ruling Saenuri Party ended up conceding to what the opposition demanded./ 청와대와 집권 새누리당은 야당이 요구하는 것을 다 내어주는 결과를 초래했다/ That’s a classic example of the president’s lack of political skill in her drive to start anew./ 그것은 새롭게 시작할 수 있는 동력과 관련한 대통령의 정치력 부재를 잘 보여주는 전형적인 예라 할 수 있다/
The fiascoes in her new appointments are an even bigger problem./ 박대통령의 새로운 직위에 대한 임명과 관련한 낭패는 심지어 더 큰 문제다/ Eleven candidates for minister and vice minister posts have failed to pass scrutiny at confirmation hearings at the National Assembly./ 11명의 장관과 차관 후보들이 국회 인사청문회에서 검증을 통과하지 못했다/ An official from the opposition camp even joked that the president could make a football team out of the dropouts./ 심지어 야당에서는 박 대통령이 중도 탈락자들로 축구팀을 만들 수도 있다고 비아냥거릴 정도다/ We wonder where we can find her touted message of grand reconciliation in the presidential campaign./ 우리는 대통령 선거공약에서 박 대통령이 말한 대통합의 메시지를 어디서 찾을 수 있는지 궁금하다/ Park is still surrounded by a number of aides who lack communicative and coordinating abilities./ 박 대통령은 여전히 전달 능력과 조정 능력이 부족한 많은 보좌관들에 둘러 싸여 있다/
Despite the president’s reiterated insistence on her appointment principle without narrow-mindedness and selfishness, citizens just don’t buy it./ 박 대통령은 사심과 이기심 없는 임명 원칙을 반복적으로 강조하고 있지만 국민들은 그것을 믿지 않는다는 것이 문제다/ A presidential effort to persuade and convince them about her appointments is as important as a pledge to keep her principles./ 임명에 관해 국민을 설득하고 납득시키기 위한 대통령의 노력은 원칙을 지킨다는 약속만큼이나 중요하다/ That’s the core of communicative politics./ 그것이 바로 소통 정치의 핵심이다/ But Park’s score card looks shabby, as does her approval rate, which has been declining./ 그러나 박 대통령의 성적표는 하락하고 있는 지지율처럼 초라하기 짝이 없다/
The public’s patience is growing thin./ 국민의 인내심은 점점 약해지고 있다/ When an accumulation of individual disappointment leads to a collective demonstration of discontent, the new government will lose a driving force to keep many of the campaign promises which demand public consensus./ 개인적인 실망이 누적되면 집단적인 불만의 표출로 이어질 수 있고 새로운 정부는 대중적인 합의가 필요한 많은 선거공약을 지키기 위한 추진력을 잃을 것이다/ Amid the ever-growing security threats from North Korea, in particular, the new administration must achieve outcomes strong enough to compensate for all the failures./ 북한의 안보위협이 날로 증가하고 있는 가운데 특히 새로운 정부는 모든 실패를 만회하기에 충분한 결과물을 내놓아야 한다/ The short cut is no doubt communication./ 그 길로 가는 지름길은 다름 아닌 소통이다/
