Park’s diplomacy faces a test

U.S. President Barack Obama and his Chinese counterpart Xi Jinping will meet at Sunnylands Center & Gardens in Rancho Mirage, California on June 7 and 8. The first summit between the two leaders since the launch of the Xi government in China is drawing keen attention from around the globe. Considering the strong possibility of discussions on North Korean issues, we cannot but take special note of the meeting. The Park Geun-hye administration must exert its best diplomatic efforts with Washington and Beijing to help Obama and Xi reach a historic settlement on Pyongyang’s nuclear threats.

President Park reaffirmed her determination to cooperate with the United States on North Korean issues during her first official visit to Washington. Both leaders also reached a consensus on resolving the issues. But her first summit with Xi is expected to take place by the end of next month at the earliest. Park needs to deliver our positions on North Korea and the peninsula to her Chinese counterpart before Xi’s trip to America. She should persuade Xi to recognize a strong need for cooperation between Beijing and Washington - and the pivotal role of China - in achieving denuclearization of North Korea and maintaining the peace and stability on the peninsula, not to mention a willingness to have dialogue with Pyongyang based on her trust-building process with the North.

It would be overly optimistic to expect Washington and Beijing to empathize with our sense of urgency from the immediate nuclear threat across the border. The two superpowers are also fatigued from Pyongyang’s endless fiddling with nuclear cards. Therefore, we should take the initiative in providing the rationale - and the driving force - for successful resolution of the nuclear conundrum. The government must suggest a wide range of ideas to Washington and Beijing - including a proposal for establishment of a diplomatic relationship between Washington and Pyongyang, construction of a peace regime and economic aid in return for the North’s denuclearization - in an effort to encourage the two countries to strike a “big deal” with Pyongyang.

North Korea is also on the move, as seen by a visit to Beijing by Choi Ryong-hae - director of the General Political Department of the People’s Army and Kim Jong-un’s close aide - allegedly to break the deadlock after Pyongyang’s long-range rocket launches, a third nuclear test and extremely belligerent rhetoric. We also must act fast. President Park must call Obama and Xi or send letters to them if necessary. The president’s diplomatic capability faces a critical test.

버락 오바마 미국 대통령과 시진핑(習近平) 중국 국가주석이 내달 7, 8일 캘리포니아의 휴양지 란초 미라지에 있는 서니랜즈에서 만난다. 시진핑 체제 출범 이후 첫 미·중 정상회담이다. 두 사람의 회동에 세계의 이목이 집중되고 있다. 북한 문제도 주요 의제로 다뤄질 게 확실시되는 만큼 우리로서도 촉각을 곤두세우지 않을 수 없다. 북한과 한반도 문제 해결을 위해 역사적인 성과가 서니랜즈 회담에서 도출될 수 있도록 박근혜 정부는 미·중을 상대로 고도의 외교력을 발휘해야 한다.
박 대통령은 얼마 전 미국 방문에서 한·미의 굳건한 대북 공조를 재확인했다. 대북정책에 관해 오바마 대통령과 공감대도 형성했다. 하지만 시 주석과의 회담은 내달말께나 가능할 전망이다. 서니랜즈 회담에 앞서 박 대통령은 시 주석에게 북한과 한반도 문제에 대한 우리의 입장을 확실하게 전달할 필요가 있다. 북한의 비핵화 및 한반도 평화와 안정을 위해서는 미·중이 함께 나서야 하고, 특히 중국의 역할이 결정적이란 점을 납득시켜야 한다. 한반도 신뢰 프로세스에 입각한 북한과의 대화 의지도 설명해야 한다.
북한 핵을 머리에 이고 사는 우리가 느끼는 절박성을 미·중에 기대하는 것은 무리다. 더구나 두 나라는 북핵 피로감에 젖어 있다. 북한 핵을 포함한 한반도 문제 해결을 위해 두 나라가 적극 나서도록 우리가 앞장서서 동력과 명분을 제공하는 수밖에 없다. 북·미 수교, 평화체제 수립, 경제 지원, 북한의 핵포기를 연계하는 다양한 아이디어를 제공하고, 북한과 빅딜을 하도록 두 나라를 설득해야 한다.
북한도 움직이기 시작했다. 김정은 국방위원회 제1위원장의 최측근인 최룡해 인민군 총정치국장이 특사 자격으로 어제 베이징을 전격 방문했다. 장거리 로켓 발사와 3차 핵실험, 위협적 수사(修辭)로 조성된 대치 국면을 타개하려는 의도가 엿보인다. 우리도 발빠르게 움직여야 한다. 박 대통령은 오바마 대통령과 시 주석에게 전화를 하고, 필요하면 친서도 보내야 한다. 외교팀도 총력전에 나서야 한다. 박근혜 정부의 외교력이 시험대에 올랐다.
