박근혜정부는 '녹색성장'의 깃발을 내렸지만
‘희미한 옛 사랑의 그림자’라 했던가. 옛 사랑이 기억에서 희미해진다고, 그 존재가 소멸하는 건 아니라는 생각이 들었다. 옛 사랑도 홀로 무럭무럭 자라 자신의 존재 가치를 키우고 있다는 생각. 엉뚱하지만 이명박정부 때 한국이 주도해 만들었던 국제기구 글로벌녹색성장연구소(GGGI)의 최근 소식을 듣고서 퍼뜩 떠오른 생각이다.GGGI는 13일 프랑스 파리에서 열렸던 경제협력개발기구(OECD) 개발원조위원회 통계작업반 회의에서 공적개발원조(ODA) 적격기구로 승인됐단다. 한마디로 개발원조를 해야 하는 선진국들이 GGGI에 돈을 내는 것으로 ODA 의무를 수행할 수 있으니 자금을 모으기가 그만큼 쉬워졌다는 얘기다. 벌써 노르웨이가 500만 달러를 내겠다고 했고, 영국도 기여방안을 검토 중이란다. 출범 1년도 안 된 우리 주도의 국제기구가 이렇게 금세 재원 확대의 길을 마련했다니 기특한 생각도 들었다. 국제기구는 재원 조달 방안 마련이 영속 여부의 중대한 기로인데 어쨌든 살 방도를 마련했으니 말이다.
뒤늦게 이 소식을 듣고, 어째서 내가 이를 몰랐을까 궁금해 기사검색을 해봤다. 일부 신문이 1단으로 작게 다루었을 뿐이었다. 뉴스를 놓친 게 그리 이상할 것도 없었다. 순간 피식 웃음이 나왔다. 작년 이맘때 이 뉴스가 나왔다면 정부는 메가폰을 들고 떠들었을 것이고, 매체들은 크게 다뤘을 거다. 박근혜정부 들어 지난 5년간 나부꼈던 ‘녹색성장’ 깃발을 순식간에 내리더니 이젠 이 자체가 ‘희미한 옛 사랑의 그림자’가 되었다.
그런데 우리가 무시해도 녹색성장은 지금 세계적 어젠다로 자라는 중이다. 지난주 인천 송도에선 ‘글로벌 녹색성장 서밋 2013’이 열렸다. 회의는 언론에서 조명 받지 못했다. 다만 박 대통령이 회의에 참석한 라스무센(전 덴마크 총리) GGGI 이사회 의장을 접견했다는 기사만 여기저기 실렸다. 박 대통령이 GGGI 차원에서 ‘새마을운동’을 적극 활용해 달라고 했고, 라스무센 의장이 공감을 표시했다는 내용이다.
이에 벌써 일각에선 GGGI가 새마을운동 확산 전략을 세워야 한다는 둥 하며 말을 보태는 모양이다. GGGI는 개도국들의 기후변화에 대응하는 경제사회발전전략 수립을 돕는 기구다. 물론 농촌개발 전략인 새마을운동을 친환경적으로 개발해 협력할 순 있을 거다. 한데 기억할 게 있다. GGGI 사무국이 한국에 있고, 직원 3분의 2가 한국인이지만 현재 11개 나라와 국제기구들이 돈을 대 운영하는 국제기구라는 점이다. 이런 국제기구를 놓고 혹시 누군가 과도한 충성심을 발휘해 새마을운동의 전진기지인 양 착각하고 ‘오버’한다면…. 설마 그런 국제망신이야 안 하겠지. 괜한 걱정 좀 해봤다.
