Leadership crisis dragging on
We have previously expressed concern about the crisis in filling leadership positions at public enterprises, which has been a major issue since late May./ 우리는 5월 말 이후부터 주요 문제였던 공기업 경영자를 임명하는 것과 관련한 위기에 관해서 우려를 이전에 표명한 적이 있다/ Nothing, however, has changed since then./ 하지만, 그 이후 아무 것도 바뀐 것이 없다/ Too many top posts are either empty or filled by interim bureaucrats./ 너무 많은 경영자 자리가 비어 있거나 임시적인 관료들이 차지하고 있다/Six months have passed since the Park Geun-hye government launched, but it is still dragging its feet on appointments./ 박근혜 정부가 출범한지 6개월이 지났지만 여전히 임명을 질질 끌고 있는 상태다/ Leadership in the public sector has been on hold since the presidential election season in December, as companies put off major decisions for President Park’s new policies./ 공기업의 경영자 임명이 지난 12월 대통령 선거 시즌 이후 계속해서 연기되고 있어서 기업들은 박 대통령의 새로운 정책을 수행하기 위한 주요한 결정을 연기하고 있는 실정이다/
The presidential office says that appointments have been delayed because the new administration wishes to find high-quality candidates and avoid revolving-door placements./ 대통령실은 공기업 기관장의 임명은 새로운 행정부가 양질의 후보를 찾아서 회전문 인사가 되지 않게 하려고 하기 때문에 연기되는 것이라고 말한다/ But controversy has marred the few candidates President Park handpicked./ 하지만 박 대통령이 직접 인선한 후보에게도 논란이 생기기는 마찬가지였다/ The new chairman of the Korea Development Bank Financial Group had been among the kingmakers of the president’s campaign camp./ 새로운 산은금융그룹 회장은 대통령 선거 캠프의 공신이었다/ The heads of the KB Financial Group and Korea Agricultural Cooperative Federation came from the government./ KB 금융그룹과 농협 금융그룹의 회장은 정부관료 출신이었다/ When these appointments let to criticism that there was a revolving door between government and public corporations, the presidential office simply stopped the recruiting process in early June, turning its energies to diversifying candidate lists./ 이러한 임명이 정부와 공기업 사이에 회전문 인사가 있었다는 비판이 일자 대통령실은 이러한 인선과정을 6월 초에 중단하고 후보 목록을 다각화하기 위해 노력하고 있다/ Even the selection procedure has been interrupted by the replacement of the chief presidential secretary, who heads the recruitment committee./ 심지어 이러한 인선 절차는 인사위원회의 수장인 대통령 비서실장의 교체로 중단된 상태에 있다/

With each vacancy comes rampant rumormongering./ 이러한 공백으로 인해 루머가 양산되고 있다/ The stock market went into an uproar when it seemed a politician close to the president had been tapped as the new head of the Korea Exchange./ 한국거래소의 새로운 이사장에 박근혜 대통령계의 정치인이 내정되었다는 사실이 알려지면서 증권시장이 시끄러웠다/ The opposition party demanded a new recruitment process amid allegations that a senior official of the Ministry of Land, Infrastructure and Transport was involved in the appointment of a new chief for Korea Railroad./ 야당은 국토교통부 고위 관료가 코레일 사장 선임에 관여했다는 의혹이 제기되어 새로운 인선을 요구하기도 했다/ The newly appointed vice president of Korea Electric Power Corp. is also reportedly linked to the nuclear power corruption scandal./ 보도에 따르면 또한 새롭게 임명된 한국전력 부사장은 원전비리에 연루되어 있다/
The power vacuum is hurting companies and wasting taxpayers’ money./ 경영 공백은 회사를 망치고 납세자의 돈을 낭비하는 것이다/ A government can accomplish a lot in its first year, but the incumbent administration is wasting this precious time./ 정부는 첫 해에 많은 것을 성취할 수 있지만 현 행정부는 지금 소중한 시간을 낭비하고 있다/
